ORDINANCE NO.
An ' dina,nee creating a Municipal Employment Bureau of the City of
Fort Worth, providing'for the appointment -of a person to have charge of
the same, fixing the salary therefor, providing for monthly--?el�prts
by such appointee to the Board of Commissioners and the cheeking, there
of by the City Auditor, defining the duties of such' appointee, and the
term of-office thereof, and the bond to be given by him, and requiring .
that all persons except the Municipal Employment Agent engaging in the
business of-finding employment for others shall enter into a certain
bond payable to the City of Fort north, conditioned for the faithful per-
formance of their duties as such employment agent, and reeovarable on
at the suit of any person aggrieved, requiring all such persons, engaged
in the business of procuring employment for others, to keep certain
books and records, and hava the same o-pen to the lft"eei -e1-$he ,,C.-
lice at all times, and providing a penalty for the violation thereof,
Be it ordained by the Board of Commissioners of the City of Fort
orth, that:-
Section 1. There is hereby created the Municipal Employment Bur,
1 reau of the City of Fort ,north. The purpose and object of this Bureau
is to find and furnish employment to the un4pployed in the City of
Fort ,"orth, at a minimum cost sufficient to cover the actual and nee-
cessary expenses of the Bureau.
Section 2. Said Blun.icipal Employment Bureau shall be in charge
of a person, who shel bE kno= as the '[unicin�l 7�-Ioyment ^r.t of
the City of Fort Jorth, and shall e appointed by the Board of Commie-

sioners of the City of Fort :,`orthA His term of Iff"ice shall be until
the first TWOdday after the first Monday in April 1915, and tlerelfter
for a period of two years, subject to removal, however, at all times
by the Board of Commissioners. The salary of said Municipal Employ
ment .Agent shall be One Hundred Dollars per month.
Section 3, The duties of said 15unicipal Employment .Agent shah

be to have charge of said Municipal 7mployment Bureau, to use his best
endeavor ascertain those desiring to emplpy labor, so that he may pro-
cure employment for the unemployed of the City of Fort ..orth. He shall
keep a complete. and proper set of books, as hereafter prescribed by the
Cit.- Auditor, an.cl shall make monthly reports to the Board of Commission-
ers, of all business transacted by him during the preceedingg month,
which report shall be certifined to by the City Auditor as correct, and
all moneys collected shall be urned ober to the City of Fort Worth at
the end of each
Before entering on the duties of his office said agent shall make,
execute and deliver tothe City of Fort ..ort'h, his bond in the sum of
Two Thousand Dollars, with some approved Surety Company as surety, which
bond shall,be payable to the City of Fort (forth and conditioned for the
faithful performance of his duties as said Municipal Employment Agent,

all moneys collected by him as,such Employment .Agent.
Section 4: ' Said Municipal Employment Bureau and Agent shall be
under the immediate supervision and control of the Police and Fire
Commissioner and Police Department, and shall work in conjunction with
said Department as far as possible.
Section 5: The fees to be collected by said Agent shall be fixed
by the Board of Commissioners, upon reAO c" endation by the Police and fire
Commissioner; and shall at all times be kept at a minimum sufficient to
cover the actual and necessary expenses of the maintenance of said
Bureau.
Section 6: That hereafter any-'pers-on; firm; association or cor-
poration 'desirirg to engage in the business of what- is 'commonly known
as the employment agency business =44ii apply to the Commissioner of
Fire and police for a permit to carry on and cond4at said employment
agency business, which said permit shall be for a period of one year
and said applicant will pay .therefor a fee of One Dollar.

Section 7. Any such person, firm, corporation or ass ciation so de-
siring to engage in the employment agency business shall upon the is-
suance of said permit by the Commissioner of fire and police, make ex-
ecute and deliver to the City of Fort . ortL,his, their or its bond

surety 8ompeny, authorAeA thereto under the laws .:of the State of Tex-

Section B. All such person,firm, association or corporation
}hereafter engaged in the employment agency business, shall keep a set

applying for employment, their last address before coming to .'ort
. orth and their address in the City of Fort '.,orth, and if furnished em-
ployment or sent to get employment, then the name and address of the_
person to whom sent for such employment, and the amount of all fees
collected from those seeking employment. They shall also keep and.
preserve all letters, telegrams and correspondence had with those de--
siring to employ labor, and all such books papers and letters and xo
correspondence shall at all times be open to the inspection of any po-
lice officer * the City of Fort i,orth, or peace -officer of the State
of Texas.
'Bection 9. Nhenever any employment P.g.,Rnir or agency receivqAany
sum of money from any person seeking employment the same shall be
promptly returned to such person so seeking employment, upon demand
and upon failmre to procure the position agreed upon,
Section 10. Any person, firm, association or corporation violat-
ing any of the provisions of' this Ordinance shall be subject to a
fine not to exceed One Hundred Dollars, and upon conviction thereof

the p ml-7, issued by the Commissioner of fire and police, shall be
cancelled and forfeited by the Judge trying such case.
Section 11. That this ordinance shall fake effect and be in
force from and after its passage and publication as required by law.

I hereby certify that the above and foregoing Ordinance was
duly presented and unanimously passed and adopted by the Board
of Commissioners of the City of port Worth, at a session of
said Hoard held Saturday July 18th 1914.
