SUBJECT: Update on Lake Levels and Activation of Drought Plan
The purpose of this informal report is to provide background information regarding water
supply lake levels and preparations for possible activation of the Drought Contingency
Emergency Water Management Plan later this year.
Current Situation
On May 13, 2008, the City Council adopted a revised Drought Contingency /Emergency Water
Management Plan. This plan was a cooperative effort with Fort Worth, Tarrant Regional Water
District, Arlington, Mansfield and the Trinity River Authority. The plan has three stages. Non-
essential water use becomes more restrictive with each stage, which is triggered based on
water supply system lake levels. The drought stage triggers are Stage 1 at 75 percent, Stage
2 at 60 percent and Stage 3 at 45 percent.
Current system lake levels are at 83 percent of capacity. Based on National Weather Service
long -range forecasts, Tarrant Regional Water District is projecting we could reach the Stage 1
trigger of 75 percent late this summer. Spring rainfall amounts and customer usage will
impact if and when the Stage 1 trigger of 75 is reached. Based on historical data, Tarrant
Regional Water District estimates Stage 1 could be reached an average of once every five
years, Stage 2 an average of once every 25 years and Stage 3 an average of once every 333
years.
When the system capacity reaches 75 percent, all Tarrant Regional Water District customers
would be impacted. This includes Arlington, Mansfield, the Trinity River Authority and all Fort
Worth wholesale water customers.
Impact and Customer Education
Because the revised plan has new trigger levels and required actions at each level, the Water
Department is taking steps to educate customers about what is required if the lake levels drop
to 75 percent. The biggest impact is on outdoor watering. In Stage 1, outdoor watering is
limited to twice a week on assigned days.

There are exceptions for watering foundations, using drip irrigation and hand -held watering.
The no watering between 10 a.m. and 6 p.m. remains in effect. Sites with a large amount
acreage to irrigate can apply for a variance that allows them to water on more than the two
designated days, but each zone can be watered no more often than twice a week.
Sites using an alternative water source, such as wells, reclaimed water or river water, are
exempt from the restrictions; however, the sites must be registered with the Water
Department.
Water bill inserts are being distributed in the current billing cycle to inform customers of the
new trigger levels for each stage and what the lake level was as of December 16 which was
84 percent. The insert also lists the outdoor watering schedule for Stage 1. A story about the
current lake level and the new trigger levels ran on City Page January 14. It will run monthly
on City Page to keep citizens updated. The chart showing the current lake levels is on the
Water Department's water conservation home page site and will continue to be updated
weekly. It will be linked to the City's home page.
The Water Department is planning to mail magnets with the Stage 1 watering schedule to all
customers later this spring.
In addition, the lake levels and Stage 1 requirements were shared at the Water Department
booth at the Fort Worth Home and Garden Show January 16 -18 and is part of all
presentations being done by the Water Department. A training session is scheduled for the
neighborhood educators so they can assist in disseminating the information.
