SUBJECT: 2009 COMPREHENSIVE PLAN COMMUNITY MEETING RESULTS
The purpose of this report is to provide the City Council with results from the community meetings held
this fall on the draft 2009 Comprehensive Plan. City staff met with more than 800 people during 32
meetings, including 23 neighborhood organizations and nine city wide organizations (see Exhibit A).
Multiple community groups had the following comments:
• The City should focus more on sustainable development.
Staff response: The Planning and Development Department will be preparing a
Sustainable Development Plan. Staff will determine ways to effectively communicate
sustainable development- related goals and policies, including the Comprehensive Plan
brochure and City website.
• Urban gas drilling will have unknown impacts on Fort Worth's environment.
Staff response: The Gas Drilling Task Force was reconvened in 2008 to evaluate gas
well regulations, and the City Council will consider ordinance amendments in
December.
• The City should find ways to encourage redevelopment of abandoned
commercial /retail buildings outside of Neighborhood Empowerment Zones.
Staff response: The Housing and Economic Development Department can provide
redevelopment incentives on a case -by -case basis, particularly for larger projects that
yield significant new jobs.
• There are inconsistencies between zoning maps and future land use maps.
Staff response: Petitioned -based rezoning and Council- initiated rezoning are effective
options for resolving inconsistencies.
• Multifamily encroachment into established single - family neighborhoods is undesirable.
Staff response: City - initiated zoning changes are being pursued in many predominantly
single - family areas of the city.
The City also held two annexation meetings in Far North and Far Northwest Fort Worth where
150 citizens were briefed on the annexation program for their area. Forty -five people attended
the meeting for areas 8 -1 and 8 -3 in District 2, which the City Council will consider for
annexation on December 16. The attendees expressed some concern about being annexed
but mainly asked questions about the process and how they would be affected upon
annexation. Over 100 people attended the meeting for areas 9, 12, and 15 in Districts 2 and 7
and expressed strong objections to being annexed. The City Council will not consider these
areas for annexation until 2010.

The next steps in the update process include a public hearing on January

Commission followed by a public hearing with the City Council on February 10. Staff will ask
the City Council to adopt the 2009 Comprehensive Plan on February 24.
