City staff was concerned as it was questionable whether a quorum of the City Council Members would be present to conduct either of the meetings on November 4, 2008. Therefore, City staff began moving forward with making the following changes: 1. Prepare a resolution to cancel the Tuesday, November 4, 2008, Council meetings (Pre - Council and Regular Session), which is reflected on the October 28, 2008, agendas. 2. Also scheduled for Tuesday, November 4, 2008: cancel the Legislative and Intergovernmental Affairs Committee meeting; cancel the Housing and Economic Development Committee meeting and the Lone Star Local Government Corporation Meeting. 3. Readverbse the zoning hearings scheduled for November 4, 2008, to the morning City Council meeting on Tuesday, November 11, 2008. 4. Readveriisse the high impact gas well permit request in District 5 scheduled for November 4, 2008, to Tuesday, November 11, 2008. 5. Move the Report of the Gas Drilling Task Force and Presentation of the Minority Report to a Called — Special Workshop Session for Tuesday, November 4, 2008, at 8:30 a.m. All pertinent parties would be notified of this change in meeting dates by the City staff. City staff was very aware that the City Council was desirous of receiving and reviewing the Report from the Gas Drilling Task Force. The selected date on Tuesday, November 4, 2008, appeared to be the only viable solution due to the numerous scheduling conflicts of the Council Members during the month of November. Lastty, the canvass of the election returns and declaration of the results for the City's Special Election needs to be completed by Monday, November 17, 2008. A very short called — special session is proposed to be scheduled for 10:00 a.m. that morning and a quorum of the City Council would be nevessary. ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS
