TO THE SANITARY SEWER APPROACH MAIN AS SAME EXTEND—
ED FROM THE INTERSECTION OF WASHER AVENUE AND
GRANBURY ROAD, THENCE SOUTHWESTERLY AND PARALLEL
TO GRANBURY ROAD TO WINKLER WAY, THENCE SOUTH—
EASTERLY IN A DRAINAGE EASEMENT TO THE DAN DANCIGER
JEWISH CONKUNITY CENTER SITEf AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXASs
SECTION 1.
That Ordinance No. SM4 , heretofore adopted by the
City Council on August 3, 1964, and which ordinance pro-
vided for the collection of a per resident connection
charge of $35.31 for each connection to the sanitary sewer
approach main extending from the intersection of flasher
Avenue and Granbury Road, thence southwesterly and parallel
to Granbury Road to Winkler Way, thence southeasterly in
a drainage easement to the Dan Danciger Jewish Conumity
Center site, be and the same is hereby repealed.
SECTION 2.
That this ordinance shall be in full force and effect
from and after the date of its passage, and it is so ordained.

MORMIS The Essex Company acting by and through S. G. Payte, its duly authorized repre-
sentative, the developer of Blocks 510-522, Wedgwood Addition, Development "N",
R.a B. has executed a proposed contract for the installation of community facilities

Residential paving with curb and gutter, storm drainage, street lighting, water
facilities and sanitary sewers will be installed in accordance with standard
policies for the installation of community facilities.
Major Thoroughfare Paving of Alta Mesa Boulevard
In order to provide for continuous flow of traffic on Alta Mesa Boulevard with-
out the interruption of intersections every 240 feet, the City Plan Commission
required the developer to eliminate three intersections proposed in its pre-
liminary plan. To eliminate these intersections, the developer provided a
parallel frontage road between Lancelot Court and Winchester Court and a
cul-de-sac at the end of Winifred Drive eliminating access to Alta Mesa Boule-
vard. 3ecause these changes were required by the City to insure the smooth
flow of traffic on the major thoroughfare, it is proposed in this contract,
that the developer pay the full cost of the parallel fro Cage road and the
cul-de-sac and the City pay the full cost of Alta Mesa Boulevard adjacent to
those two sections, a total distance of 340 feet.
This contract also includes standard City participation n the cost, of extra
width and thickness in channelization on Alta Mesa Boule a :
Sanitary Sewer Per Connection Charge Ordinance
On August 3, 1964 (M&C C-346) the City Council approved a Community Facilities
Contract with the Dan Danciger Jewish Community Center and adopted Ordinance
No. 5214 which provided for the collection of a $35.31 per resident connection
charge for connections to the sanitary sewer approach main to the Community
Center property. The maximum refund due under the terms of that contract
is $12,041.87, which represents the portion of the off-site sanitary sewer
extension cost chargeable to other developers.

The density of development in Wedgwood Addition, the only other development in-
volved, has been greater than was anticipated in the computation of the ordinance
established per connection charge. Although the off-site area is not entirely
developed, a"balance of $354.26 is all. that is due to complete the $12,041.87
maximum refund to the Dan Danciger Community Center. Since the purpose of the
per connectioii`'charge ordinance was to return to the Dan Danciger Center its
excess off-�site sanitary sewer costs, it is proposed in this contract that the
City accept from the Essex Company payment of the $354.26 balance due on the
Center refund in lieu of applicable ordinance per connection charges and to
repeal the ordinance providing for collection of such charges.
In order to provide for the City's share of the cost of these improvements,
bond fund transfers are proposed from the appropriate unspecified accounts to
the project accounts.
Recommendations
It is recommended:

2) That the City Manager be authorized to execute the. rommunity
facilities contract with The Essex Company;
3) That the City Manager be authorized to reimburse the developoex`�`�-.„�
for the City's share of the cost of streets, water and sanitary
sewer facilities upon completion; and
4) That Ordinance No. 5214 providing for per connection charges on the
approach sanitary sewer main to the Dan Danciger Jewish Community
