HomeMy WebLinkAboutIR 8950� 211 The City Council established the Near Southside zoning and urban design district in November 2007. In reviewing development projects since that time, City staff and Fort Worth South, Inc. have identified eleven text amendments to refine the Near Southside Development Standards and Guidelines. Six of these amendments provide clarification or address inconsistencies within the document. Five additional amendments provide flexibility to encourage further desirable development that is consistent with the urban design and economic development goals of the Near Southside district. These amendments include: • Reduce the percentage of the street fronting fagade of buildings larger than 4,000 square feet that must meet the minimum 18-foot facade height requirement. • Expand height bonus provisions to include a bonus for projects that provide structured parking. • Authorize staff to approve appropriate signage for major hospitals that deviates from dimensional standards. • Specify that street-side improvements (such as sidewalks, curb and gutter, and streetlights) are required for major renovations in addition to new construction. • Create a new "NS-T4W'Near Southside Restricted zone that removes bars and industrial uses. On May 22, the Urban Design Commission voted to recommend these amendments to the Zoning Commission and to the City Council, Attached is a summary for your review. In addition, the June 17`x' City Council agenda will contain an M&C to initiate the rezoning process for a portion of the Hillside Morningside neighborhood in the Near Southside district, located east of 1-35W, as depicted on the attached map. The purpose of the proposed zoning change is to remove some of the more intensive uses from this mixed-use neighborhood- The proposed zoning for the area is the new "NS-T4W' Near Southside Restricted classification, which removes bars and industrial uses. For your reference, the attached map shows the area being rezoned. Council Member Hicks would like to initiate rezoning of these areas in response to neighborhood concerns. Clarify that the UDC is authorized to grant exceptions to: A. Roadside design requirements (does not require City Plan Commission approval). B. Mix of use percentage requirements for height bonuses, by up to 50% (does not require Board of Adjustment approval). 2. Make parkway width consistent throughout for non -Main streets (5.5 feet). 3. Clarify that the City requires 6 ft. sidewalks adjacent to on- street angled parking. 4. Specify that window and door openings -- in addition to glazing area -- count toward the 40% transparency requirement for ground floor non - residential. 5. Clarify the measurement of tree and pedestrian light spacing: If no lights or trees exist on the project's block face, measure from the end of the block to determine spacing. (For trees: begin 40 feet from curb intersection because of public open space easement requirement.) If trees or lights exist, measure from existing trees or lights. 6. Correct errors in the permitted land use table: add bed and breakfast home, garage sale, home occupation, copy store, and indoor recreation; delete massage parlors. 1 Proposed Amendments Minimum Facade Height 7. Public benefits include: • Economic development: Reduction of surface parking increases the amount of land that can be developed, adding value to the tax base. • Public realm: Garages allow public sidewalks to be defined by buildings with ground level activity instead of surface parking lots.
