AN ORDINANCE REQUIRING EVERY INDIVIDUAI ,FIRK, ASSOCIATION OR
CORPORATION,OWNING,KEEPING,CONDUCTING OR MANAGING AN INSTITUTION OR
HOME FOR THE BOARDING OR SHELTERING OF INFANT OHILDREN,OR SO- CALLED
"BABY FARM" OR ANY LYING-IN HOSPITAL,HOSPITAL 'NARD,MATERNITY HOME OR
OTHER PLACE FOR THE RECEPTION,CARE AND TREATMENT OF PREGNANT WOMEN,
CHARGING A FEE OR RECEIVING OR EXPFCTING COMPENSATION OR NO REWARD
SHALL OBTAIN A PERMIT FROM THE CITY PHYSICIAN; REgUIRINCI THAT A
REGULAR REPORT SHALL BE MADE TO SUCH OFFICER AND PROVIDING A PENALTY
FOR THE VIOLATION THEREOF.
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS
OF THE CITY OF FORT WORTH.
Section 1.
Every individual, firm, association or corporation owning,
keeping, conducting or managing an institution or hpme for the board-
ing or sheltering of infant children or so called "baby farm" or any
lying-in hospital, hospital ward, maternity home or other place for
the reception, care and treatment of pregnant women, and charging
a fee or receiving or expecting compensation in the way of room rent
or board or where no compensation is received and there is no hope
of reward, shall obtain an annual permit, which permit shall be issued
by- the city physician without charge shall not be transferable to
other persons or other premises, and sha11 expire the 31st day of
December next following the issuance. The application for such permit
shall state the name and the address of the applicant, the specific
location of the building used, and the number of inmates which may be
boarded there at one time, the exact nature of the business the applicant
intends to conduct and the application shall be approved by the said
city physician. No greater number of inmates shall be housed at one
time in the building than is authorized by the permit, ant- no pregnant
woman or infant shall be kept in a building or place not designated
in the permit.
Section 2.The city physician or any officer authorized by him shall have
free and unrestricted access to such building or place and to all
records kept there as herein required for the purpose of inspection
at all times.

SECTION 3.
The holder of the permit shall keep a record of every
inmate in the building which record shall show the name,
address, age, color and t#a date that the inmate was received.
SECTION 4.
Every such permittee shall within forty-eight hours next
after it occ$rs, report the birth of any child, including
stillborn or prematurely born children at such place; the
arrival of any child, stating the name, sex, age, color, from
whom received and the name of the dodtor who delivered said
child: ; and the removal of any child, stating its name, age
and the disposition mane of it.

The holder of the permit in making the report to the city
physician as elsewhere required, may assign a number to each
inmate and refer to tliat one by such number, but the records
kept at ,the buildibng, or place must contain the name of the
person...
SECTION 6.
Each day that one operates a house in violation of any
of the provisions of this ordinance shall constitute a sep-
arate offense.
SECTION 7.
Should any section or part od a section of this ordinance
be declared invalid by any court of competent jurisdiction
such decision or judgment shall in no way affect other sections
or parts of sections of this ordinance Whtft ccntittue to
be in full force and effect.
SECTION 8.
Any person, firm or corporation violating any of the pro-
visions of this ordinance, or failing or refusing to do any ,
of the things herein required shall be deemed guilty of a mis-
demeanor and upon conviction thereot, shall=Ue puniAhed by a
fine not to exceed One Hundred Dollar' s-

SICTION 9.
This ordinance shall take effect and be in full force and
effect from and after its passage and publication as required
by law.
