HomeMy WebLinkAboutIR 89459111-11 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. To the Mayor and Members of the City Council May 20, 2008 ax Page 1 of 1 SUBJECT: OWNER - INITIATED ANNEXATION OF CERTAIN PROPERTY BEING " THE EXISTING OLD DECATUR ROAD RIGHT -OF -WAY BETWEEN LONGHORN ROAD AND MOSAIC DRIVE IN THE FAR NORTHWEST SECTOR The May 27 City Council agenda will contain an ordinance to approve the annexation of an enclave in Far Northwest Fort Worth. The property owner, Tarrant County, has submitted a petition requesting annexation. This request meets the criteria defined in Texas Local Government Code Section 43.028 for owner - initiated annexation and will not require public hearings. The site contains 2.7 acres and is situated within the extraterritorial jurisdiction of the City of Fort Worth. The property is an enclave surrounded by the City of Fort Worth. The subject property is currently developed as the existing Old Decatur Road right -of -way between Longhorn Road and Mosaic Drive. The land will continue to be used as right -of -way. Attached is a fiscal impact analysis and exhibit map for reference. Staff has conducted a fiscal impact analysis, which indicates the annexation will have a negative impact on the General Fund and will require capital improvements to upgrade the roadway. However, the area is classified as an enclave, and the annexation policy does not require enclaves to produce a positive fiscal impact due to the efficiencies gained in service delivery. Staff has determined that the City is able to provide municipal services upon annexation in I ccordance with State law, without negatively impacting service provision within the city. Annexation of this site is thus consistent with the City's annexation policy. The annexation, if adopted, will be an addition to Council District 7. The Police Department estimates the call activity upon annexation will be low, averaging 5 - 11 calls for service per year. I a Solid Waste / Environmental M Fiscal Impact Analysis Old Decatur Road ROW AX-08-002 j, Storm Water Management (Drainage) o This area will be included in the City's Storm Water Utility service area. Properties in this area will be assessed a monthly fee based on the amount of impervious surface. The fees will cover the direct and indirect costs of storm water management services, including routine maintenance of public drainage facilities. Any drainage deficiencies will be added to the City's capital needs list and will be funded according to priority as funds become available. o All storm water facilities in new developments will be at the developer's cost, with size and configuration based upon the drainage study provided by the developer's engineer. Any City participation on storm water facilities will be in accordance with the "Installation Policy of Community Facilities." Water and Wastewater • The property in question is currently developed as right-of-way, and water and sewer extensions will be installed by the Developer in accordance with the "Policy for the Installation of Community Facilities". Existing water and sewer lines are located within the right-of-way. • All water and wastewater facilities will be at the developer's cost. Water and sewer line sizes will be determined based upon the water/sewer study provided by the developer's engineer. Any City participation on water and sewer facilities will be in accordance with the "Installation Policy of Community Facilities". Summaty Water, Sewer, Stonn Water, and Solid 'Waste Funds will not be impacted because those Funds will recover costs from their customers, and revenues will equal expenditurf-s.
