sioners of the City of Fort Worth hold in the council
chamber at the city hall in said city on the 9th day of
August, A. D. 1924, at which meeting were present E. R.
Cockrell, mayor, John Alderman, Commissioner of Fire &
Police, Chester L. Jones, Commissioner of Finance and act-
ing Commissioner of Streets and Public Buildings, and
J. C. Lord, Commissioner of Water & Sewers, constituting
a majority and quorum of said Board, the following proceed-
ings among other things were had and done:
Commissioner Jones, seconded by Commissioner
Alderman, moved the adoption of the following ordinance:

WHEREAS, it appearing to the Board of Commis-
sioners of the City of Fort Worth that July 1st of each
year has heretofore been f1md as the begiwiing ag the fis-
oal year for the City of Fort Worth; and
WHEREAS, it further appearing to said Board
that the charter of the City of Fort Worth provides that
the Board of Commissioners shall make a careful estimate
of the probable revenue for the current fiscal year and
apportion the same to the several departments of the city
government; and
TMEREAS, it appearing to said Board that the
heads of all departments in said city have, more than
thirty days prior to the first of July, 1924, filed with
said Board the aggregate sum required in their several
departments with itemized statements accompanying same show-
ing the amounts needed for the proper conduct of each of
their departments respectively for the present ensuing fie-
cal year, and each of said estimates has been certified to
by the parties making them and specified in detail the ob-
jects thereof and the items required for their respective
departments including a statement of each of the salaries
of the officers, employes, deputies and subordinates in each
department; and
WHEREAS, it appearing to said Board of Commie-
sioners after a careful consideration and full investiga-
tion of each and every estimate submitted, together with
all statements and items attached thereto, that said es-
timates are fair and reasonable, and in the light of our
experiences will be required for this ensuing fiscal year;
and
M EREAS, it appearing to said Board of Commission-
ers, based upon the taxable values of the City of Fort Worth
and the income that will be derived from all available
sources in the light of reason and past experiences of
said city; there will be sufficient revenue in the Treasury
to meet the amounts set forth in the above estimates and
to take care of all other reasonable requirements of said
city in the proper and orderly conduct and administration
of its affairs; NOW, THEREFORE:
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS
OF THE CITY OF FORT WORTH
SECTION I
That the following estimate or budget with the
items together with the amounts therein set forth be adopted
as the estimates and amounts to be used by each of the depart-
ments therein named for the fiscal year beginning July, 1924:

SECTION II
Be it further ordained by the Board of Com-
missioners of the City of Fort Worth that the head of
each department shall apportion his estimate for his de-
partment in such manner that no more than a reasonable
portion of his estimate shall be spent in any one month
in order c ,t the amount so set apart to each department
will meet the expenses and requirements of that depart-
ment for all of the twelve months in the said fiscal
year. And it shall be the duty of the auditor and the
purchasing agent to see that this provision is care-
fully observed by all departments except in cases of
emergency.
SECTION III
This ordinance shall take effeot and be in
force from and after the first day of July, A. D. 1924,
Whereupon the Mayor, presiding at said meeting,
submitted the foregoing ordinance to a vote and all of the
Commissioners including the Mayor voted aye and none
voted no, and the said ordinance was declared to be unan-
imously passed.
