AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GOLDEN TRIANGLE BOULEVARD AND HARMON ROAD PROJECT IN THE AMOUNT
OF$2,973,967.49, FROM AVAILABLE FUNDS, IN THE TRANSPORTATION IMPACT FEE
CAPITAL FUND; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2019-2020 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Golden
Triangle Boulevard And Harmon Road Project in the amount of$2,973,967.49,from available funds, in the
Transportation Impact Fee Capital Fund.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision,opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23835-09-2019 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Amendment No. 1 to the Professional Engineering Services Agreement with Wier&Associates, Inc., in an Amount Not to Exceed of
$574,237.00,and Update the Fiscal Year 2020-2024 Capital Improvement Plan(2018 Bond Program)(COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council:
1. Revise the scope of the Golden Triangle Boulevard 135-Harmon Road project from the 2018 Bond Program to expand boundaries to
include immediately adjacent Master Thoroughfare Plan compliant roadway improvements to be funded primarily from transportation impact
fee revenue (City Project No. 101013);
2. Adopt the attached Appropriation Ordinance increasing the estimated receipts and appropriations for the expanded Golden Triangle
Boulevard 135-Harmon Road project in the amount of$1,526,032.51 from available funds within the Transportation Impact Fee Capital
Legacy Fund;
3. Adopt the attached Appropriation Ordinance increasing the estimated receipts and appropriations for the expanded Golden Triangle
Boulevard 135-Harmon project in the amount of$2,973,967.49 from available funds within the Transportation Impact Fee Capital Fund;and
4. Authorize the execution of Amendment No. 1 to the Professional Engineering Services Agreement with Wier&Associates, Inc.,City
Secretary Contract No.51009, in an amount not to exceed$574,237.00 for a total revised contract amount of$799,237.00 for the expanded
Golden Triangle Boulevard 135-Harmon Road project.
DISCUSSION:
The purpose of this Mayor and Council Communication(M&C)is to take actions to expand the scope the Golden Triangle Boulevard 135-
Harmon Road project from the 2018 Bond Program to include immediately adjacent impact-fee-funded roadway improvements outside the
boundaries described in the bond program booklet. The process consists of four steps: re-scoping the Golden Triangle Boulevard 135-
Harmon Road Project to reflect the change in scope,authorize appropriations to fund the increased scope of work,execute Amendment
No. 1 to the Professional Engineering Services Agreement to provide engineering services for the expanded scope,and to update the
Fiscal Year 2020-2024 Capital Improvements Plan.
The 2018 Bond Book identified a street construction/reconstruction/rehabilitation project on Golden Triangle Boulevard described as a
"new roundabout at Harmon Road with associated infrastructure,including,but not limited to,drainage,sidewalks and street lights"with
limits noted as being from Misty Redwood Trail to Interstate Highway 35.
The roundabout project was reconsidered in January 2019 based on an intersection control analysis and after meeting with Property
Owners and Developers who raised concern about the ability of trucks to negotiate the geometry of the roundabout. In addition,the
alignment of the proposed roundabout differed from that shown on the Master Thoroughfare Plan. On August 20,2019,project scope was
revised to replace the roundabout with a traditional intersection(M&C 19-0061). The construction of concrete intersection improvements
alone would leave a 1,500 linear foot stretch of asphalt roadway to the south of the intersection before joining the concrete paved Golden
Triangle Boulevard at Misty Redwood Trail,and a 1,200 linear foot stretch of asphalt roadway to the east of the intersection before joining
the proposed concrete service roads of Interstate Highway 35. To alleviate these gaps in concrete pavement,city staff recommends to
expand the scope for the Golden Triangle Boulevard project beyond the boundaries noted in the 2018 Bond Book to include both
intersection improvements on Golden Triangle Boulevard at Harmon Road and Master Thoroughfare Plan compliant roadway
improvements beyond the boundaries of Misty Redwood Trail and Interstate Highway 35 that were identified in the bond booklet.
Golden Triangle Boulevard from Misty Redwood Trail to Interstate Highway 35 is approximately 4,700 linear feet in length and identified in
the City's Master Thoroughfare Plan as a six-lane divided commercial connector with sidewalks. The preliminary cost estimate for the
expanded Golden Triangle Boulevard and Harmon Road widening and intersection improvement project is$7,700,000.00. This project
requires additional right-of-way(ROW)for the intersection improvements. The project is located within Transportation Impact Fee Service
Area C and is eligible for transportation impact fee funding. Currently,$3,070,000.00 is available for design and construction of this
roadway. City staff recommends City Council support the use of transportation impact fee revenues in the amount of$4,500,000.00 for
design and construction to widen Golden Triangle Boulevard from Misty Redwood Trail to Interstate Highway 35. TPW anticipates obtaining
funds which have been obligated from the Developer Contribution as required per the Community Facilities Agreement policy to bridge the
$130,000.00 funding gap.
Due to the expanded scope,extended project limits and roadway alignment revision,the design for the project will need to be completely
revised. Amendment No. 1 to the Professional Engineering Services Agreement takes into account the remaining budget within the
original contract for the services not undertaken for the original Bond Book scope. City staff recommends City Council support the
execution of Amendment No. 1 to the Professional Engineering Services Agreement with Wier&Associates,Inc.,City Secretary Contract
No.51009,in an amount not to exceed$574,237.00 for a Total Revised Contract Amount of$799,910.00 for the Golden Triangle Road
widening and intersection improvement project.

Wier&Associates, Inc.is in compliance with the City's BDE Ordinance by committing to 26%SBE participation on this amendment.
The project is in COUNCIL DISTRICT 7.This additional appropriation for this project was not included in the FY2020-2024 Capital Improvement
Plan. Recently an opportunity was identified to leverage transportation impact fees and expand the project scope. The action in this M&C will
update the FY2020-2024 Capital Improvement Plan.

The Director of Finance certifies upon approval of the above recommendations and adoption of the attached appropriation ordinances,funds will
be available in the Transportation Impact Fee Capital and Transportation Impact Fee Capital Legacy(Trans Impact Fee Cap Legacy)Funds
Golden Triangle Boulevard(135—Harmon Rd)project.Prior to an expenditure being incurred,the Transportation&Public Works Department has
the responsibility of verifying the availability of funds.
