AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS OPERATING FEDERAL FUND, SUBJECT TO RECEIPT OF THE GRANT, IN
THE AMOUNT OF $167,000.02, FOR THE PURPOSE OF FUNDING HOMELAND
SECURITY RELATED EQUIPMENT AND SERVICES;PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2020 in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund, subject to the receipt of grants, in the amount of$167,000.02, for the purpose of
funding homeland security related equipment and services.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision,opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23835-09-2019 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of an Additional Award in the Amount of$167,000.02 in Fiscal Year 2018 Homeland Security Grant Program Funds from
the United States Department of Homeland Security through the State of Texas, Office of the Governor,Authorize Execution of Related Documents,
and Adopt Appropriation Ordinance(ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1.Authorize the acceptance of an additional award in the amount of$167,000.02 in Fiscal Year 2018 Homeland Security Grant Funds from the
United States Department of Homeland Security through the State of Texas,Office of the Governor;
2.Authorize the execution of all related documents to effect the acceptance of the grant award;and
3.Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in the
amount of$167,000.02,subject to receipt of the additional award.
DISCUSSION:
On August 21,2018,the City Council authorized the acceptance of the Fiscal Year 2018 Homeland Security Grant Program(HSGP)administered
by the State of Texas,Office of the Governor via the approval of Mayor and Council Communication(M&C G-19347).As a result,the City of Fort
Worth(City)was awarded a credit in the amount of$2,906,202 under the Homeland Security Grant Program-Urban Area Security Initiative
(HSGP-UASI)for the procurement of homeland security related equipment and services.
On October 15,2019,the City Council authorized the acceptance of an additional award of$1,196.38 to the City from uncommitted State and
Regional 2018 HSGP-UASI funds for a total award of$2,907,398.38 via the approval of M&C 19-0224.
An additional award of$167,000.02 has been granted to the City from uncommitted State and Regional 2018 HSGP-UASI funds for a total award
of$3,074,398.40.The additional funding received under the 2018 HSGP-UASI program will be allocated towards towards Grant 2981404,JEOC
Sustainment project in the amount of$100,000.00.This funding will go towards the purchase of technology and supplies for the JEOC and Incident
Command Post.Additionally,funding will be allocated towards Grant 2981504, Fire Enhancement Project in the amount of$67,000.02.This
funding will go towards the replacement of the back-up power supply at the Fort Worth Public Safety Answering Point(PSAP)and for the purchase
of mics for Fire Department radios.
Indirect costs are allowable under this program as described in 2 C.F.R.200.414 and have been requested.
The grant has no local match requirement.
This M&C serves ALL COUNCIL DISTRICTS.
A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:State
of Texas-Office of the Governor
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant,and adoption of the attached
appropriation ordinance,funds will be available in the current operating budget,as appropriated,of the Grants Operating Federal Fund.Funds will
be reimbursed by grantor after expenditures are made.The Fire Department will be responsible for the collection and deposit of funds due to the
City.Prior to expenditures being made,the Fire Department has the responsibility to validate the availability of funds.
