The property owner, American Residential Communities, has requested annexation for Meadow Glen Estates manufactured home park. This manufactured home park contains 68.8 acres and has over 800 residents. Attached is a fiscal impact analysis and exhibit map for reference. American Residential Communities' property lies south of the main portion of the future Keller High School #4 campus and west of a recent annexation for Keller ISD's athletic field expansion. The Fort Worth city limits also directly adjoin the site along the north side. The annexation area is within Area 12, an enclave added to the Annexation Plan on November 27, 2007, for annexation consideration in late 2010. The property has recently changed ownership and the new owner would like to tie onto the existing City sewer system rather than maintain a wastewater treatment package plant. The operation of a wastewater treatment plant in an urban area is a public health issue. Eliminating the wastewater treatment plant at this time would be a benefit to the City. Staff has conducted a fiscal impact analysis, which indicates the annexation will have a negative impact on the General Fund. The City is able to provide municipal services upon annexation in accordance with State law, without negatively impacting service provision within the city. The annexation of this property and the subsequent elimination of the on-site package wastewater treatment plant will benefit the City's goal of orderly growth. Annexation of this site is consistent with the City's annexation policy by meeting the enclave and adverse impact criteria. The June 3 City Council agenda will contain a resolution to remove this 68.8 acre tract from the Annexation Plan and an M&C to adopt the annexation. A final plat was approved for the prope in 1985. Based upon an average cost per call of $267, the first year cost is estimated at $37,647. Based on 407 households, the cost of delivering vo these services would include: 0.04 Animal Control Officer, vehicle and equipment = $6,806; 0.04 Animal Attendant and equipment = $3,250; 0.02 Customer Service Rep 11= $925, 0.04 Customer Service Rep I = $724 for an estimated total of $11,705. :i Solid Waste / Environmental • Service to single-family and duplex residential units in this annexation area would be provided through the existing City residential solid waste contract. Customers would pay monthly charges through their water bill that cover the direct and indirect costs of these services. • Private service providers at the discretion of the customer may continue to provide solid waste collection services for businesses and multi-family dwelling complexes having three or more units. Private solid waste collection providers must have an active Grant of Privilege to provide service within the city limits. • Storm Water Quality Protection services will be extended at no anticipated additional costs directly related to this annexation. ❑ Storm Water Management (Drainage) • This area will be included in the Citys Storm Water Utility service area. Properties in this area will be assessed a monthly fee based on the amount of A impervious surface. The fees will cover the direct and indirect costs of storm IN V water management services, including routine maintenance of public drainage facilities. Any drainage deficiencies will be added to the City's capital needs list and will be funded according to priority as funds become available. • All storm water facilities in new developments will be at the developer's cost, with size and configuration based upon the drainage study provided by the developer's engineer. Any City participation on storm water facilities will be in accordance with the "Installation Policy of Community Facilities." AX-08-004 taxed as a manufacture housing park and produces property tax revenue of approximately $29,040 annuallv. Based on the projected revenue for this property and operating costs projected from the Police, Code Compliance, Transportation and Public Works. and Public Health Department (Consumer Health and Animal Control Divisions), the fisaal impact for the first year of annexation would be slightly positive to the General Fund. Assuming conditions remain constant this area would see a cumulative negative fiscal impact to the General Fund over the life of the development. This area is eligible for annexation as an enclave, under the Annexation Criteria and Procedure section of the Annexation Policy. Due to the enclave status, this development warrants the anticipated cost of City services, using cuirLe-tt t.,?.x rates. In addition to the enclave status, the site contains an existing manufactured housing park with 407 spaces. Currently, the site is approximately seventy percent occupied. The manufactured housing park's wastewater is treated with an on-site package wastewater treatment plant. The property owners are interested in ceasing their on-site treatment operations and connecting to the City's sewer line that lies north of the manufactured home park. The operation of a wastewater treatment package plant in an urban area is a public health issue and it would benefit the City to have it taken out of operation. The area meets the criteria for an adverse impact. Water, Sewer, Storm Water, and Solid Waste Funds will not be impacted because those Funds will recover costs from their customers, and revenues will equal expenditures. Additionally, A all on-site storm water, water, and wastewater facilities will be at the developers cost. IN Therefore, due to the enclave status of the property, the adverse impact implications, and the ability of the area to meet the City's criteria for fall-purpose annexation, staff recommends that the Meadow Glen Estates MHP (AX-08-004) be considered for full-purpose annexation at this time.
