HomeMy WebLinkAboutIR 8928FORMAL REPORT TO CITY COUNCIL MEMBERS To the Mayor and Members of the City Council No. 8928 April 1, 2008 Page 1 of 2 SUBJECT: February 29, 2008, Southwest Fort Worth Water Service Disruption The purpose of this Informal Report is to advise the City Council on the causes of the water service disruption in southwest Fort Worth from February 29 to March 1, 2008 and the steps that the Water Department is taking to try to minimize the effects of this type of incident. Background On the morning of February 29, 2008 a squirrel caused the failure of two transformers at the Oncor substation that provides power to the Alta Mesa and Russom Ranch Pump Stations. The pump stations were just beginning to fill the elevated storage tanks at Sun County and Armstrong Ranch. The loss of power and water demand resulted in the two elevated storage tanks being drained and the system pressure in this area of Fort Worth dropping below the state requirement of 20 pounds per square inch (psi). The power was quickly restored and water pressure brought back up to state standards. Because the system pressure dropped below 20 psi a boil water notice was required by the Texas Commission on Environmental Quality regulations in conformance with Texas Administrative Code 30 Chapter 290.46(s). The boil water notice was rescinded on March 1, 2008 after required bacteriological testing showed negative results. System Redundancy This area of Fort Worth is served by the Alta Mesa and the Russom Ranch pump station. These pump stations pump water into the Armstrong Ranch and the Sun Country elevated storage tanks. The elevated storage tanks maintain and stabilize system pressure within this area. The Water Department employs a process of cycling the tank levels in order to minimize water age and maintain water quality. The process of cycling the tanks consists of allowing the system usage to significantly lower the tank water levels prior to refilling the tanks using the pumping stations, thereby ensuring the water in the tank remains fresh. This procedure has worked well over the years in ensuring high water quality in the distribution system. All pumping stations and elevated storage tanks are equipped with supervisory control and data acquisition (SCADA) equipment, which allows staff to monitor and control equipment and processes at all times from the Holly Water Treatment Plant. At the time of the power outage, the SCADA control room notified supervisors who contacted Oncor regarding the cause and expected duration of the outage. The response from Oncor and Water Department staff was rapid and corrected the problem within one hour. Redundancy to this area of Fort Worth will be substantially improved in the near future, with a third pump station, the McCart Pump Station, expected to begin operation in three months. The McCart Pump Station is located at the intersection of McCart and Risinger Road, approximately five miles south of the Alta Mesa Pump Station. The geographic separation, coupled with a separate source of power from a different substation, will improve the overall reliability to this area of Fort Worth.
