Computer Aided Dispatch Capabilities and In-Vehicle Printing i On March 4, 2008 City Council requested an Informal Report showing what Computer Aided Dispatch (CAD) capabilities other cities and counties are using, including information on in-vehicle printing options and funding issues. The Police Department conducted a survey of police agencies requesting information about additional CAD capabilities that are utilized with their mobile data computers (MDC) including the ability to print within the vehicle. Twenty-six agencies responded to the survey with varying levels of capabilities. * Automated Vehicle Locator(AVQ—Nine agencies are utilizing AVL. • High Speed Wireless Network — Eleven utilize high speed networks. Three are investigating cellular based solutions. * Field Based Reporting—Five agencies utilize field based reporting. Hand Held Ticket Writer — Six use hand held writers. Five are using software on the MDC to write citations. i In Vehicle Printing — Eleven agencies use printers in the vehicle. These printers are used exclusively for printing citation receipts. None of the agencies are using printers for photographs or other documents in the car. The survey gathered information on the manufacturers and costs for those printers should that information be needed. • Records Management System with Mug Shot Access — Three agencies provide access to their full version Records Management System and Mug Shots. ! In Vehicle Video—One agency utilized a high speed network to download the DWI camera video into the Digital Video Recorder for the department. • Remote Video—One agency utilized the high speed network to view a feed from digital security cameras. This solution was in only one vehicle. A Driver's License Card Swipe readers -- Eight agencies had access to card swipe readers. Three of those i eight reported performance issues that caused the devices to not be used. i The Td-tech Computer Aided Dispatch and Mobile Data System coupled with the AT&T Wireless Solution provide i access to AFL Field Based Repoing, and Records Management Systems with Mug Shots. Tr-tech CAD has 1 over installations that also incorporate both hand held ticket writers and citation software running on the laptop computer. Each divisional detective unit received a laptop and portable printer that provides the ability to print statements, warrants and other such documents in the field. All attendees agreed that the capability to print their daily paperwork and jail booking paperwork to network printers within police facilities would meet their daily printing needs. No additional technology needs were identified outside of the added ;functionality with the Tri-tech Mobile Data Solution and the wireless network, therefore, no additional funding is necessary. The agencies participating in the survey are listed below: Texas: El Paso, San Antonio, Carrollton, Dallas County, Dallas, Garland, Grand Prairie, Richardson, Irving, Mesquite, Plano, and Austin. Nationally: St. Paul Minnesota; Las Tucson, Arizona; Tulsa, Oklahoma; Philadelphia, Pennsylvania; Seattle, Washington; Vegas, Nevada; Atlanta, Georgia; Gresham, Oregon; Prince William County, Virginia; Quincy, Illinois; Anchorage, Alaska; Toledo, Ohio; Kansas City, Kansas; and Milwaukee, Wisconsin Dale A.
