HomeMy WebLinkAboutIR 8923INFORMAL REPORT TO CITY COUNCIL MEMBERS ,irk To the Mayor and Members of the City Council SUBJECT: Bond Program and Arterials No. 8923 March 25, 2008 Page 1 of 2 The proposed Riverside Drive Bridge over Fossil Creek project will connect two existing sections of Riverside Drive by constructing a bridge stretching about 300' over the creek and approximately 600' of street connecting to the existing street sections. The new bridge and street sections will contain four traffic lanes with a center median and sidewalks on both sides for pedestrian connectivity. Riverside Drive over Fossil Creek Bridge — Budget Details • Estimated Project Cost: $5,000,000 • Construction — Paving & Drainage = $3,770,000 • Engineering & Surveying = $452,000 • Project Management = $113,000 • Inspection/Testing = $302,000 • Right -of -Way = $250,000 • Utilities/Environmental = $113,000 Project Justification This project was included in the staff recommendation for arterial projects in the proposed 2008 Bond Program for a number of reasons. This project was previously considered for implementation under the 2004 Capital Improvement Program (CIP) but narrowly missed final recommendation. Under the technical criteria developed by T /PW staff to evaluate arterial projects for the 2008 program, this project scored 6t' out of the 76 projects considered. This high ranking resulted form the fact that this project completes an existing gap in the arterial network and improves safety for emergency vehicles. The project is also consistent with growth management strategies in the City's comprehensive plan. This project will also provide an important north -south connection for the entire region as a reliever route to Beach Street and 1 -35W between north Fort Worth and the 1 -820 corridor. While there is already an enormous demand for improved north -south mobility in north Fort Worth, this demand will only increase with TxDOT's upcoming North Tarrant Express project on 1 -35W and 1 -820. A continuous Riverside Drive connection will be critical to accommodate that demand. Because only about 25% of the length this Riverside project involves the construction of a bridge structure, it was designated as an arterial improvement. This is in keeping with similar projects funded in the previous bond election of 2004. Both Golden Triangle and East Rosedale projects included bridge structures, but were given the arterial designation. The proposed 2008 Bond Program includes other arterial/bridge projects, i.e., the Garden Acres Bridge over Interstate 35 and the bridge structure associated with Summer Creek. These too, were listed as arterial projects.
