HomeMy WebLinkAboutIR 8915INFORMAL REPORT TO CITY COUNCIL MEMBERS To the Mayor and Members of the City Council SUBJECT: FEMA Flood Mitigation Grant ISIS No. 8915 February 5, 2008 Page 1 of 1 The City has been notified by the Governor's Division of Emergency Management that the City has been awarded a Hazard Mitigation Grant from the Federal Emergency Management Agency (FEMA) for the acquisition of flood prone properties along Lebow Channel. Lebow Channel is in Council District 2 (see attached map for more detailed location). The $1 million grant requires a 25% local match which is available from current project funds. Grant funds will be used to expand the current property acquisition program which has already acquired 33 parcels out of 101 parcels that have been identified for possible acquisition, in whole or part. The FEMA Hazard Mitigation Grant Program provides grants to states and local governments to implement long -term hazard mitigation measures which reduce the loss of life and property due to natural disasters. Mitigation project activities include the voluntary acquisition of real property and its conversion to permanent open space. The Lebow project, which is currently funded through $2.5 million from the 2004 Capital Improvement Program, is targeted at acquiring flood prone properties, eliminating dangerous low water crossings, restoring the channel to a more natural condition, and creating a linear park with trails and other community amenities. As part of a comprehensive, multi - phased approach, detailed planning studies have been completed, two low water crossings have been closed, street improvements are under way which will allow two additional low water crossings to be eliminated (Oscar and NE 32 "d), an assessment of environmental impacts is in progress, and design is being completed to improve three roadway crossings. Transportation Public Works will be working with the City's Emergency Management Office and Department of Engineering to implement and manage the grant, including the execution of a grant agreement and modification of an engineering service contract.
