x SUBJECT: OWNER - INITIATED ANNEXATION OF CERTAIN PROPERTY
„n SOUTH OF TIMBERLAND BOULEVARD AND WEST OF
RIDGEVIEW CIRCLE IN FAR NORTH FORT WORTH
The January 24th City Council agenda will contain an ordinance to approve the annexation of a portion
of an enclave in Far North Fort Worth The property owner, Keller Independent School District, has
requested. annexation. This request meets the criteria defined in Texas Local Government Code
Section 43.028 for owner - initiated annexation and will not require public hearings. The Keller ISD site
contains 23.0 acres and is currently vacant. An expansion of the future Keller High School #4 site is
proposed; this tract is intended to provide improved athletic fields for the high school. Attached is a
Fiscal Impact Analysis and exhibit map for reference.
Keller ISD's property lies south of the main portion of the future Keller High School #4 campus and
east of a mobile home park within Fort Worth's extraterritorial jurisdiction. The Fort Worth city limits
directly adjoin the site along the north side. The annexation area is within Area 12, an enclave added
to the Annexation Plan on November 27, 2007.
The January 24`h City Council agenda will also contain a resolution to remove this 23.0 acre tract from
the Plan. A final plat was submitted for the property on November 5, 2007. The property will
automatically be zoned "AG" Agricultural upon annexation but the property owner may initiate a
zoning change if desired.
Staff has conducted a Fiscal Impact Analysis which indicates the annexation will have a slightly
negative impact on the General Fund but would not require any capital improvements to serve the area.
Staff has determined that the City is able to provide municipal services upon annexation in accordance
with State law without negatively impacting service provision within the City. Annexation of this site
is thus consistent with the City's annexation policy.
The annexation, if adopted, will be an addition to Council District 2.

annexation. The Police Department conducted an analysis of call demand
for the subject annexation area. The Police Department estimates the call
activity upon annexation will be low, averaging 7 - 12 calls for service per
year. Based upon an average cost per call of $51, the first year cost i

and activity level,
Fire and EMS first responder services will be dispatched from existing
Fire Station 37, located at 4721 Ray White Road, to the proposed

These estimated response times were calculated using GIS software;

c Basic Life Support (BLS) emergency medical services by existing
personnel and equipment of the Fort Worth Fire Department will be
provided to the annexation area commencing on the effective date of the
annexation. The Fort Worth Fire Department serves as the first responder
on life threatening medical emergencies as a part of the MedStar system.
All Fort Worth Fire Department personnel are certified as Emergency
Medical Technician basic level or higher. All engines, trucks, and rescue
units carry Automated External Defibrillators for use with victims who are
in cardiac arrest.
o Advanced Life Support response provided by MedStar is greater than 9
minutes to the proposed annexation area with a potential of at least a 30-
minute transport time to the nearest trauma center.
j Roads and Streets:
o No roads are located adjacent to the annexation area. There are no costs
for startup services, major maintenance, or future capital improvements,
o There are no future maintenance costs for streets, pavement markings,

c With constant expansion of the city's boundary through annexation, and
increased commercial and residential build-out of existing undeveloped
land within the city, there will be a need to provide additional staffing to
provide adequate service to the City's residents. Eventually, this District
will need to increase its staffing level.

• Area would be added to the North operations district of the Parks and
Community Services Department
• Since there are no new streets in the area, there would be no forestry costs
at this time.
• Parks and Forestry services will be extended at no anticipated additional
costs directly related to this annexation.
• If this area is annexed and residential development occurs, fees in lieu of
dedication or dedication of parkland would provide for neighborhood and
community park facilities through the participation of the developer.
Additionally, the City of Fort Worth will need to dedicate additional
funding for recurring maintenance of the newly developed park property.
• If the area is annexed, additional medians and, or rights-of-way within the
annexed area are to be maintained by the City and funding will be needed
for the additional maintenance. An Agreement may be required between
City and Developer and/or Homeowner's Association to maintain
additional plantings on medians or rights-of-way.

impounded animals and education and promotion of responsible pet
r ownership at the high school. Currently, the division provides eery limited
response through a contract with Tarrant County. Costs should be 5375
per year for the handling of three service requests and two hours of
educational activity.
❑ Solid Waste /'Environmental
• Service to single- family and duplex residential units in this annexation
area would be provided through the existing City residential solid waste
contract. Customers would pay monthly charges through their water bill
that cover the direct and indirect costs of these services.
• Private service providers at the discretion of the customer may continue to
provide solid waste collection services for businesses and multi - family
dwelling complexes having three or more units. Private solid waste
collection providers must have an active Grant of Privilege to provide
service within the city limits.
• Storm Water Quality Protection services will be extended at no anticipated
additional costs directly related to this annexation.
❑ Storm eater Management ( Drainage)
• This area will be included in the City's Storm grater Utility service area.
Properties in this area will be assessed a monthly fee based on the amount
AN of impervious surface. The fees will cover the direct and indirect costs of

public drainage facilities. Any drainage deficiencies will be added to the
City's capital needs list and will be funded according to priority as funds
become available.
• All storm water facilities in new developments will be at the developer's
cost, with size and configuration based upon the drainage study provided
by the developer's engineer. Any City participation on storm water
facilities will be in accordance with the "Installation Policy of Community
Facilities."
Water and Wastewater

The owner-initiated annexation of the Keller ISD tract (AX-07-008) has a final plat on
file as of December 17, 2007. Therefore, existing conditions.
, proposed Institutional land
use, and future development were considered while assessing the financial impact to the
General Fund. This land is currently taxed as commercial with an absolute government
exemption and produces property tax revenue of approximately $0 annually, Based on
the projected revenue for this property and operating costs projected from the Police,
Code Compliance, Transportation and Public Works, and Public Health and Animal Care
and Control Departments, the fiscal impact would be slightly negative to the General
Fund. Assuming conditions remain constant, this area is eligible for annexation as an
enclave, under the Annexation Criteria and Procedure section of the Annexation Policy.
Therefore, due to the enclave status, this development warrants the anticipated cost of
City services, assuming current tax rates.
Water, Sewer, Storm Water, and Solid Waste Funds will not be impacted because those
Funds will recover costs from their customers, and revenues will equal expenditures.
Additionally, all on-site storm water, water, and wastewater facilities will be at the
developer's cost.
Therefore, due to the enclave status of the property and the ability of the area to meet the
City's criteria for full-purpose annexation, staff recommends that the Keller ISD tract
(AX-07-008) be considered for fall-purpose annexation at this time.
