SUBJECT: FORT WORTH GRAFFITI ABATEMENT STAFFING LEVELS AND
PROGRAM CHANGES.
This Informal Report is to notify the Mayor and City Council of the progress the Parks and
Community Services Department Graffiti Abatement Program has made since the modifications to
the program in May 2007.
As a reminder, the Parks and Community Services Department indicated to the City Council on
April 17, 2007, and the Crime Control and Prevention District Board on June 6, 2007, the need for
an increase in staffing levels and program changes with the Fort Worth Graffiti Abatement Program.
Staff recommendations included:
• Creating a Field position to evaluate graffiti sites and determine course of abatement action
(1 AP)
• Additional program services support and coordination of work logs, records management,
purchase of supplies, statistical reports (1 AP)
• Abatement Crew to address natural surfaces & white paint out of private and commercial
sites (3 AP)
• Maintain contracted "Color Paint to Match" program at a reduced budget of $87,670
annually.
At the direction of the City Council, and the CCPD Board, the Parks and Community Services
Department staff:
• Created a Field position to investigate graffiti complaints to determine proper course of
action: correct location, determine responsibility of abatement (PACS, Contractor, Owner,
TxDOT); and abate small (less than 16 sq ft) sites with valid permission.
• Added Office Assistant II position, which enters completed work logs, purchases supplies,
assist with statistical information and maintains office records.
• Added one (1) AP and two (2) temporary Senior Maintenance positions (SO1 s).
Since June, staff has continued to investigate options to control the escalating costs of abating
graffiti and determine other program efficiencies. To accomplish this, a time and motion study was
conducted that indicates the following:
• By dividing the city into five sections for abatement, staff is able to be proactive rather than
reactive by abating both graffiti that is observed and that which has been reported.
• Temporary positions working 20 hours per week can abate 5 sites/day /person or 10 daily,
including drive time, set up, abatement and clean up.
• By comparison one full time position can abate 12 sites /day including drive time, set up,
abatement and clean up.
• The net effect of using 1 full time position verses 2 part time positions is 520 more sites per
year.

Currents statistics for the Graffiti Abatement Team indicate significant improvement in its ability to
abate graffiti.
• In September - 26,855 s.f.; 229 sites were reported and 552 sites abated: 23 by contractor
• In October — 31,574 s.f.; 323 sites were reported and 671 sites abated; 26 by contractor
• In November — 32,677 s.f.; 393 sites were reported and 592 sites abated, 13 by contractor
On November 15, 2007, the Parks and Community Service Department staff recommended the
following course of action to the CCPD Board:
• Continuation of the field position — evaluation /abatements (1AP).
• Continuation for coordination /support services (1 AP).
• Continue the Abatement Crew to address natural surfaces and white paint out of private and
commercial sites.

o Merge two temporary staff (1040 hrs /year) into 1 AP
• Add funding for supplies needed as a result of the increased site abatement and aerial liftVM
truck abatement,
o Printing and forms for increased number of sites - $3,000
o $9,329 for abatement by contractor with aerial lift on multi -story sites
The CCPD Board concurred with staffs recommendation and directed that funding be included in
the CCPD midyear adjustment request. The City Council approved this budget adjustment
(M &C15995) on December 11, 2007.
