Last year the City implemented a new Capital Project Management System (CPMS) which
provides more consistency and transparency to our project financial tracking process. During
development of CPMS, staff also identified the need to improve capital project delivery by
enhancing project management, contractor capacity, business processes and standard
operating procedures in order to achieve our goal of "national recognition that Fort Worth is the
leader in planning, designing, managing and constructing capital infrastructure by delivering
projects within scope, schedule, and budget."
Last December staff presented this goal and several capital delivery challenges that we would
face in delivering the current and future capital bond projects. While the existing delivery
system has been adequate for previous programs, we need to increase the capital project
delivery capabilities/capacity if we are to meet future needs. As you know, we are preparing
for a potential May 2008 Bond referendum totaling at least $150 million. These projects will be
layered on top of the existing programs: the remainder of the 2004 Bond Program, the
Water/Wastewater Bond Program, the Storm Water Bond Program, and the Critical Capital
Certificate of Obligation Program. All these programs will total about $1 billion of capital
projects that must be delivered over the next five years.
To accomplish the established goal, staff developed a "strategy for success" which will:
• Evaluate and revise the City's capital project related business processes and
procedures using "best practices" from other US cities,
• Develop and establish a "single standard" for capital project delivery throughout the
entire City organization,
• Establish and implement performance measures to ensure compliance with project
scope, schedule, and budget,
• Develop and retain additional highly capable Project Managers and Construction
Inspectors,
• Develop and attract additional construction contractors to increase construction capacity
within our community.
Staff believes that the best way to implement this "strategy for success" will be to form an
integrated city /consultant team dedicated to:
1. Re- engineering the City's capital project delivery processes.
2. Helping deliver projects — program management.
3. Transferring additional project management and construction inspection skills to
City staff.
To form this integrated team, earlier this year staff issued a Request for Qualifications to seek
the most qualified and experienced firm to provide these services. With the help of a broad

based employee selection committee, the CH21V! Hill team was determined to be the most
qualified and experienced.
Staff will be providing Council with a Pre - Council briefing on December 11th . Based on your
direction, we then anticipate bringing forward an M &C for the consultant contract prior to the
end of the year to proceed with Phase 1 of a multi - phased program that is anticipated to
continue over the next three years.
