This definition for PPD 4 does not fully address the issues of high land values and lack of available undeveloped property in the City's core which were the key elements leading to the most recent revision to the policy. Staff will be seeking public input to determine if the boundaries for PPD 4 should be revised to address those concerns. The other issue a policy review would address relates to funding for community parks. Under the current policy, funds for acquisition of community parkland come from the fees collected for that particular CPU. The policy does allow staff to draw funds from an adjoining CPU when considering community parkland acquisition. Community parks are defined as 30 to 50 acre sites and include recreational facilities and amenities that serve a wide segment of the population. Although significant development has occurred in the newly developing areas outside of Loop 820, the fees collected for community parkland acquisition are spread between several of the current 31 CPUs. During the development of the policy in 2000, staff anticipated a more orderly growth pattern which would have generated community park acquisition fees in a progressive and logical manner. However, leap frog" development continues to occur resulting in a dilution of funds spread among several CPUs outside of Loop 820. Because of this, staff has been unable to assimilate a sufficient amount of funds under the current policy to enable purchases of community parks of sufficient size (30 to 50 acres). Public input will be sought on the current policy for community park acquisition to determine revisions to the policy that would enable more flexibility in utilizing funds for these purchases. Staff intends to review the policy with the Development Advisory Council (DAC) on December 17, 2007, seeking their comment and input. Any recommendations will be presented to the Parks and Community Services Advisory Board (PACSAB) as a briefing item on January 23, 2008. Recommendations for revisions to the policy would then be considered by the PACSAB on February 27, 2008. Pending approval by the PACSAB, staff would then forward those recommendations to the City Council for consideration. This schedule is somewhat fluid based on the degree of public input, research required and formulation of possible revisions.
