HomeMy WebLinkAboutOrdinance 24102-04-2020 Ordinance No.24102-04-2020 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE ITS CAPITAL FUND, TRANSFERRED FROM AVAILABLE FUNDS IN THE BOTANIC SPECIAL REVENUE FUND, IN THE AMOUNT OF $80,434.00, FOR THE PURPOSE OF FUNDING THE BRIT INFRASTRUCTURE PROJECT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2019-2020 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the ITS Capital Fund in the amount of $80,434.00, transferred from available funds in the Botanic Garden Special Revenue Fund, for the purpose of funding the BRIT infrastructure project. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 23392-09-2019 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the re-categorization of FY2020 appropriations in the Botanic Garden Special Revenue Fund in the amount of$80,434.00 from the General Operating and Maintenance category to the Transfers&Other category to facilitate a transfer to the ITS Capital Projects Fund; 2.Adopt the attached ordinance increasing estimated receipts and appropriations in the ITS Capital Fund by$80,434.00 for the purpose of funding the BRIT Infrastructure project(City Project No. 102640). DISCUSSION: The purpose of this Mayor and Council Communication(M&C)is to re-categorize Operating and Maintenance funds within the Botanic Garden Special Revenue Fund(25011)previously allocated in the Park&Recreation Department to the Transfers&Other category to facilitate a transfer of these funds to a static capital project within the ITS Capital Fund(30112).The project is needed for the proper accounting of expenditures incurred for the technology infrastructure implementation upon the transition of services from the Botanic Garden to the Botanical Research Institute of Texas(BRIT).In preparation for the transfer of these services,the technology infrastructure needs must be addressed.The funding will provide for the procurement and installation of network cabling,controllers and switches for Wi-Fi connectivity,landlines for services(desktop devices and fax lines)along with printer copier devices. The Botanical Research Institute of Texas Project is physically located in(COUNCIL DISTRICT 7),but will serve Fort Worth residents in(ALL COUNCIL DISTRICTS) A Form 1295 is not required because:This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that funds are available in the Botanic Garden Special Revenue Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available in the ITS Capital Fund,BRIT Infrastructure Project.Prior to an expenditure being incurred,the ITS Department has the responsibility of verifying the availability of funds.
