AN ORDINANCE AMENDING ORDINANCE NO. 3011, THE COMPREHENSIVE ZONIN
ADDING A NEW USE, SELF-SERVICE CAR WASH FACILITIES, TO SECTION 9, "E" COMMEP.CIAL
DISTRICT, USE REGUTA TIONS: PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE; PRO-
VIDING FOR SEVERABILITY; PROVIDING FOR A FINE OF NOT LESS THAN $5.00 NOR MORE THAN
$200.00 FOR VIOLATION CF THE TERMS OF 'T'EIS ORDINANCE AND THAT EACH DAY THAT A VIO-
LATION EXISTS SHALL CONSTITUTE A SEPARATE OFFENSE; AND NAMING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT 40RTH, TEXAS:
SECTION 1.
That Section 9, "E" COMMERCIAL DISTRICT, USE REGULATIONS, of Ordinance No. 3011 be
and the same is hereby amended to include the following additional use:
Item 12A - Self-Service Car Wash Facilities Subject to the Following:
1. All washing facilities shall be completely within an enclosed building;
2. Vacuuming facilities may be outside the building but shall not be in
the front yard and shall not be closer than twenty-five (25) feet from
"B", "C-R", "C" or "D" Districts,
?. The building surfaces shall be faced with masonry, porcelainized steel,
ba'.{ed enamel steel or other material equal in durability and appearance;
4. The building shall not be less than one hundred (100) feet from "A", "B",
"C-R", "C", or "D" Districts;
5. The building shall set back not less than twenty-five (25) feet from the
front property line;
b. Off-street parking shall be provided on the property in the ratio of not
less than three (3) parking spaces for each washing stall;
7. All off-street parking areas shall be hard-surfaced and dust-free;
S. Any lights used to illuminate the area shall be directed away from adja-
cent residential properties;
9. A permanent screening fence or wall not less than five (5) feet in
height shall be constructed along any site property line which abuts prop-
erty zoned for residential use.
SECTION 2.
The zoning regulations and districts, as herein established, have been made in accor-
dance with the comprehensive plan for the purpose of promoting health, safety, morals
and the general welfaie of the community. They have been designed to lessen congestion
in the streets; to secure safety from fire, panic, flood -and other dangers; to provide
adequate light and air; to prevent overcrowding of land; to avoid undue concentration
of population; to facilitate the adequate provision of transportation, water, sewerage,
parks and other public requirements. They have been made after a full and complete
public hearing with reasonable consideration, among other things, of the character of
the district and its particular uses and with a view of conserving the value of build-
ings and encouraging the most appropriate use of land throughout the community.
SECTION 3.
This ordinance shall be cumulative of all other ordinances of the City of Fort Worth
affecting zoning and shall not repeal any of the provisions of said ordinance except
in those instances where provisions of those ordinances are in direct conflict with
the provisions of this ordinance.
SECTION 4.
Should any section, clause or provision of this ordinance be declared by the court to
be invalid, the same shall not affect the validity of the ordinance as a whole or any
part thereof, other than the part so declared to be invalid.
SECTION 5.
Any person, firm or corporation who violates, disobeys, omits, neglects or refuses to
comply with or who resists the enforcement of any of the provisions of this ordinance
shall be fined not less than Five and No/100 Dollars ($5.00) nor more than Two Hundred
and N0/100 Dollars ($200.00) for each offense. Each day that a violation is permitted
to exist shall constitute a separate offense.
SECTION 6.
This ordinance will take effect and be in full force and effect from after its
passage and publication as required by law.

On January 21, 1964, the Zoning Commission held a public hearing and adopted
a recommendation that the City Council approve a proposed amendment to the
Comprehensive Zoning Ordinance to permit the location, construction and
operation of self-service car wash facilities in "E" commercial districts.
A copy of the proposed ordinance is attached.
The self-service car wash facility is a relatively new land use, which pro-
vides coin operated chemical and water washing services without mechanized
washing or drying processes. Conventional car wash facilities, using high
speed blowers and assembly line techniques, are restricted to "F" commercial
and industrial districts by the zoning ordinance. No change is recommended
in the zoning for conventional establishments.
Requests have been received from backers of three self-service car wash in-
stallations to locate in existing "E" commercial districts, and the search
for other locations is awaiting a decision on the proposed ordinance amend-
ment. A City Planning Department study indicates the use would be compatible
in "E" commercial districts, provided standards are established as suggested
in the proposed ordinance to protect adjacent residential properties.
City Council action on the Zoning Commission recommendation is requested.
