UNIT 1 - LIVINGSTON AVENUE. Ripy Street to Biddison Street,, No objections to the paving were made at the Neighborhood Hearing, UNITS ? THRU 7 - McCART STREETS Covert Street to 3009 south of Gambrell. This portion of McCart Street has an existing penetration asphalt surface without curb and gutter. Drainage water is carried in ditches on both sides of the roadway and the existing street is comparable to a county road facility. Several property owners objected to the improvements stating that they presently have a p-aged street and the widening will increase the traffic adjacent to their residences. Other property owners objected to their assess- ments on the basis that the improvements will not benefit them proportionately. Nine property owners objected to the assessments for curb and gutter stating that when they purchased their property they were told verbally that curb and gutter would be installed on McCart at no cost to them, The Public Works Department has investigated this matter and found that there is no developer's agreement or contract involved obligating the City to make the curb and gutter improvements,, Improvement of the six units on McCart Street was initiated by a petition signed by a majority of the property owners. The assessment paving units on McCart will be linked in the future with Seminary Drive by reconstructed paving which was authorized for advertisement of bids on April 20, 1964. (M&C G-636) Also authorized for reconstruction at that time was Yates Street from McCart to Lubbock in connection with the construction of the Seminary Hill Addition Storm Drain, which will extend from a point-one-half block east of McCart westward across McCart to the intersection of Yates and Lubbock Streets, Bids for the storm drain project were received on August 11, 19640 with the low bid being $48,388.22. It is planned to coordinate the storm drainage construction with the proposed assessment paving on MgCart Street, UNITS 8 THRU 10 A DEVITT STREET; Bryan Street to South Grove Street. The three units were initiated by the City in order to improve traffic circulation in the general area, The paving of South Jones, which is included by petition in this contract, emphasized the need to provide an outlet to the north for South Jones and South Grove Streets, Rather than extend South Grove and South Jones Streets to the north across the railroad tracks to Berry Street, it is recommended, as a safer and more economical alter- natives that traffic be carried west on Devitt Street then north on Bryan Street to Berry Street, There were no objections to the paving of Devitt Street at the Neighborhood Hearing, ATTACHMENT "A" Page 2 of 2 UNITS 11 and 12 - SOUTH JONES STREET: Bewick to Devitt Street, Several owners objected to the paving by stating that Jones Street is unopen on te ground, and the property is residentially zoned although unsuited for residential development because it is located in an industrial area. They felt the property would not be benefitted unless the zoning was changed to commercial. In summary, the objection was to the zoning rather than the paving improvements. No other objections were stated at the Neighborhood Hearing, UNIT 13 - SOUTH JONES STREET: Biddison Street to Bewick Street. No objections to the paving were made at the Neighborhood Hearing. UNIT 14 - STUART STREETS Biddison Street to Bewick Street. No objections to the paving were made at the Neighborhood Hearing. UNIT 15 - FOGG STREETS May Street to St. Louis Street. This unit was deleted by City Council action August 109 1964, WC C-339. UNITS 16'"OUGH 18 - FOGG STREET: St, Louis Street to N-S Freeway. Unit 18 was initiated by the City in order to close an unpaved gap. This unit will connect units 16 and 17 with the N-S Freeway. No objections were stated to the paving of the three units at the Neighborhood Hearing. UNITS 19 THROUGH 24 - FAIRPARK BOULEVARD: Prince Street to Blodgett Avenue. No objections to the paving were made at the Neighborhood Hearing. UNIT 25 - DEBBIE STREET and UNIT 26 - AMSPOKER AVENUE: Fairpark Boulevard to existing paving, 500' to the east. The two units have been initiated by the City in order to complete street paving needed for traffic circulation of the general area. The proposed paving of Fairpark Boulevard, a collector street, indicated that the paving of Debbie Street and Amspoker Avenue would provide a connection of paved streets with Fairpark Boulevard. No objections to the paving of these streets were made at the Neighborhood Hearing. Attac;timenxt nB°0 Page 1of27 26 LOCATIONS IN SOUTH SIDE No,, 097-24000—4,22.
