CROWLEY CLEBURNE ROAD AT CROWLEY ROAD The November 27 City Council agenda will contain an ordinance to approve the annexation of a portion of the enclave identified as area 48 in southwest Fort Worth. The property owner, Crowley Independent School District, has requested annexation. Texas Local Government Code does not require public hearings for owner - initiated annexation. The Crowley ISD site contains 19.9 acres and is the bus maintenance facility for the school district. Attached is a Fiscal Impact Analysis and exhibit map for reference. Crowley ISD's property lies east of the Burlington Northern Santa Fe railroad and a platted residential subdivision within the City of Fort Worth's extraterritorial jurisdiction. Fort Worth city limits directly adjoin the site along the N. Crowley Cleburne Road and Crowley Road rights -of -way. Annexing this site will allow for orderly development of the property's vacant portion and minimization of the existing urban- style development's impacts. Because the property proposed for annexation is part of an enclave, the enclave meets the criteria both for the orderly and efficient provision of services and for municipal service to this site does not negatively impact service provision within the City. No preliminary plats or conceptual plans have been filed for the property at this time. The City PIan 'ommission has recommended "CF" Community Facility zoning for this property. The property will be zoned "AG" Agricultural upon annexation, and the property owner may initiate a zoning change if desired. Staff has conducted a fiscal impact analysis, which indicates the annexation will have a slightly negative impact on the General Fund but would not require any capital improvements to serve the area. Staff has determined that the City is able to provide municipal services upon annexation in accordance with State law, without negatively impacting service provision within the city. Annexation of this site is thus consistent with the City's annexation policy. The annexation, if adopted, will be an addition to Council District 6. The Police Department conducted an analysis of call demand for the subject annexation area. The Police Department estimates the call activity upon annexation will be very low. averaging I - 4 calls for service per year. Based upon an average cost per call of $51, the first year cost is estimated at $204. Costs after five years will be dependent on land use and activity level. Current Estimated RI-sponse Criteria to the Proposed Annexation Area- Fiscal Impact Analysis Crowley ISD AX -07 -007 These estimated response times were calculated using GIS software, traffic congestion, road conditions, time of day, and weather conditions have not been factored in. • Basic Life Support (BLS) emergency medical services by existing personnel and equipment of the Fort Worth Fire Department will be provided to the annexation area commencing on the effective date of the annexation. The Fort Worth Fire Department serves as the first responder on life threatening medical emergencies as a part of the MedStar system. All Fort Worth Fire Department personnel are certified as Emergency Medical Technician basic level or higher. All engines, trucks, and rescue units carry Automated External Defibrillators for use with victims who are in cardiac arrest. • Advanced Life Support response provided by MedStar is greater than 9 minutes to the proposed annexation area with a potential of at least a 30- minute transport time to the nearest trauma center. Costs 30,961 47,546 71,320 95,093 j Parks / Forestry • Area would be added to the South operations district of the Parks and Community Services Department • Since there are no new streets in the area, there would be no forestry costs at this time. • Parks and Forestry services will be extended at no anticipated additional costs directly related to this annexation. • If this area is annexed and residential development occurs, fees in lieu of dedication or dedication of parkland would provide for neighborhood and community park facilities through the participation of the developer. Additionally, the City of Fort Worth will need to dedicate additional funding for recurring maintenance of the newly developed park property. • If the area is annexed, additional medians and/or rights-of-way within the annexed area are to be maintained by the City and funding will be needed for the additional maintenance. An Agreement may be required between City and Developer and/or Homeowner's Association to maintain additional plantings on medians or rights-of-way. Servicing this area will consist of impounding animals causing traffic hazards and rescue of injured animals. Costs should be limited to less than $ 100 per year. -1 Solid Waste / Environmental • Service to single-family and duplex residential units in this annexation area would be provided through the existing City residential solid waste contract. Customers would pay monthly charges through their water bill that cover the direct and indirect costs of these services. • Private service providers at the discretion of the customer may continue to provide solid waste collection services for businesses and multi-family dwelling complexes having three or more units. Private solid waste collection providers must have an active Grant of Privilege to provide service within the city limits. • Storm Water Quality Protection services will be extended at no anticipated additional costs directly related to this annexation. i Storm Water Management (Drainage) • This area will be included in the City's Storm Water Utility service area. Properties in this area will be assessed a monthly fee based on the amount of impervious surface. The fees will cover the direct and indirect costs of storm water management services, including routine maintenance of public drainage facilities. Any drainage deficiencies will be added to the City's capital needs list and will be funded according to priority as funds become available. • All storm water facilities in new developments will be at the developer's cost, with size and configuration based upon the drainage study provided by the developer's engineer. Any City participation on storm water facilities will be in accordance with the "Installation Policy of Community Facilities." ❑ Water and Wastewater o The property in question is developed, and water and sewer extensions will be installed by the Developer in accordance with the "Policy for the Installation of Community Facilities". This land is currently taxed as commercial with an absolute government exemption and produces property tax revenue of approximately $0 annually. Based on the projected revenue for this property and operating costs projected from the Police, Code Compliance, Transportation and Public Works, and Public Health and Animal Care and Control Departments, the fiscal impact would be slightly negative to the General Fund. Assuming conditions remain constant, this area is eligible for annexation as an adverse impact, under the Annexation Criteria and Procedure section of the Annexation Policy. Therefore, due to the adverse impact, this development warrants the anticipated cost of City services, assuming current tax rates and no additional development. Water, Sewer, Storm Water, and Solid Waste Funds will not be impacted because those Funds will recover costs from their customers, and revenues will equal expenditures. Additionally, all on-site storm water, water, and wastewater facilities will be at the developer's cost. Therefore, due to the adverse impact of the existing development and the ability of the area to meet the City's criteria for full-purpose annexation, staff recommends that the Crowley ISD tract (AX-07-007) be considered for full-purpose annexation at this time.
