The Texas Association of Community Action Agencies, Inc. ("Agency"), upon execution
of this Amendment, hereby amends its Contract with City of Fort Worth ("Contractor").
In addition to the terms set forth in the original subcontract, as amended, the parties
hereby agree to revise the allowable expenditures under the current contract period, as
follows.
TACAA allocated an amount not to exceed $612,000.00 for the current contract period,
November 1, 2011, through October 31, 2012. Now, the Parties agree to amend the
Contract for the current project period from the existing $612,000.00 to a new total not
to exceed $608,629.04,
All other provisions of the original contract and the subcontract amendments not
specifically amended herein are continued in TO force and effect.
By their signatures below, the parties hereby bind themselves.

Community Action Agencies for a low income Weatherization Program;
2. Authorize execution o� an amendment to -City -Secretary-C�orrtract iti-o. 377�7 -with the Texas
Association of Community Action Agencies to accept the additional grant funds and extend the
contract for an additional term beginning November 1, 2011 and ending October 31, 2012;
. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in
., Grants Fund by $612,000.00 subject to receipt of the grant.

used to assist with Weatherization and energy efficiency efforts in the homes of low income
individuals.
The Weatherization Assistance Program (WA-P`) was transferred to *he -Parks and' Corr��rnunity
Services Department from the Housing and Economic Development Department on October 1,
2011. The WAP program has been operated by the City of Fort Worth since 1982. The bulk of the
funding for the priigrarti comes from the Texas Department of Housing and Community Affairs, which
administers grant funds from the Department of Energy and the United States Department of Health
and Human Services. Additional funds are supplied by the Texas Association of Community Action
Agencies(TAG'AA),-whrch�admirrrsters-monies atFocated-by-Oncor-Electric-Delaveryte�-provide-a-E:ow
income Weatherization Program that complements the federally funded WAP and provides
assistance to Oncor's low income customers for energy efficiency measures.

The primary objective of the TACAA program is a cost effective reduction of energy use iri t -e orrice
ofi eligible families. To qualify, a family's income must be less than 200 percent of the Federal poverty
level, and they must be connected to Oncor's electric system. Eligible services may include attic
insulation, weather stripping, ca�ifking, window and door repairs andtor replacement, installation of
compact fluorescent lighting and installation of water saver devices and Energy-Star-Ftated air
conditioners and refrigerators. Final determination of services is made through the performance of an
energy audit or in accordance with an approved priority list.
July 15, 2008, the City Council approved the acceptance of a grant from TAACA for the program
_and. authorized execution of an agreement for the project (M&C C-22917). The Contract (City
Secretary Contract No. 37797) has been amended several times to allow for acceptance of additional
funds and extend the program for additional terms (City Secretary Contract Nos. 37797-A1, 37797-
A2, 37797-A3, 37797-A4, and 37797-A4A). Staff recommends that the City Council authorize
