HomeMy WebLinkAboutIR 8881INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8881 To the Mayor and Members of the City Council October 2, 2007 Page 1 of 2 SUBJECT: STREET NAME CHANGE POLICY The request to have the name of a street changed is submitted to the Planning and Development Department on the form "Street Name Change Application Request to the City Council." The form is available on the City of Fort Worth's web site or at the office of the Planning and Development Department. Requirements for Changing a Street Name: • The application fee, unless waived by City Council, is to be submitted with the completed form. The application fee is non - refundable. • Names, addresses and signatures of all abutting property owners concurring with the proposed street name change. • As indicated on the form, `By City Policy Resolution of 08/26/80, any application... `requesting to name any public facility after an individual must be accompanied by a biographical sketch of the individual far Council consideration and action, and the individual must be deceased. "' • The applicant is responsible for all public costs incurred and associated with changing the street name. Planning and Development Department's Street Name Change Policy and Procedures: 1. Prior to filing an application for a street name change with the Planning and Development Department, the applicant is encouraged to first discuss same with: ■ The Fire Department - to ensure the appropriateness, feasibility and availability of the selected new name. • The Planning and Development Department - to ascertain current public policy regarding street name changes, and to obtain an application / informational sheet reflecting standard processing procedures. • TPW Department - to obtain a preliminary cost estimate for which the applicant will be liable to assume, as a basis for reimbursing the City for labor and material costs regarding street sign removal and replacement, etc. 2. The Division's Case Coordinator will, at the applicant's request, arrange for a conference with the applicant and representatives of the aforementioned departments, to collectively examine the issues described above; or the applicant may opt to individually seek the desired information directly with the respective departments. 3. The Planning and Development Department will process the application request for name changes by: a Reviewing the application fot completenesa including required exhibit attachments, concurring signatures of adjoining affected property owners, and receipt of filing fee. Preparing and mailing a written notice to property owners, along both sides of the affected street. Said notice shall extend from street intersection to street intersection. The notice shall include a map clearly depicting the location and extent of the name change. Schedule and confirm with Deputy Director, an appropriate hearing date in which Council can hear the case. A I5 -day public notice posting is required (both on the City bulletin board, mailing notification, and web site). Prepare a draft M &C for review by Deputy Director, and approval by Director, prior to the Council's public hearing on the case. f. Processing an M &C before Citv Council, as an action item requiring an ordinance. 4. TPW shall, after receipt of Council approval action (from either the Planning and Development Department or City Secretary's Office) notify and request payment receipt from the applicant of all estimated City sign change costs. 5. Upon receipt of the applicant's fee payment, TPW shall notify its Sign Shop to proceed with sign(s) replacement, and coordinate same with its Traffic Engineering Division, as to any associated speed limit or ordinance modifications. 6. TPW shall establish a date for which street re- naming is to become effective (new signs installed), and also notify the Planning and Development, Fire and Police Departments in writing of the selected effective date (allowing the Planning and Development Department at least one calendar week for notification to affected property owners). 7. The Fire Department shall, upon receipt of the approved Council M &C, notify the Tarrant County `91 Y system, TAD, City and Planning and Development Department GIS, United States Postal Service, TXU, ATMOS Energy, and AT &T (SBC). 8. The Planning and Development Department shall then notify the applicant of TPW's expected `name - change' operational date (attaching a copy of the Council adopted ordinance therein). 9. The Planning and Development Department shall likewise notify by mail, all affected residents (referenced in 2.c. above) of the expected `street name - change' operational date. cz4v. Charles R.
