AN ORDINANCE SETTING FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH DEPARTMENT, DIVISION AND OFFICE OF THE MUNICIPAL GOVERNMENT OF THE CITY OF FORT WORTH FOR THE ENSUING FISCAL YEAR AND APPROPRIATING MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ES- TIMATE; APPROPRIATING MONEY TO PAY INTEREST AND PRIN- CIPAL SINKING FUND REQUIREMENTS ON ALL OUTSTANDING INDEBTEDNESS; PROVIDING FOR PUBLIC HEARINGS UPON THIS ORDINANCE BEFORE THE ENTIRE CITY COUNCIL SITTING AS A COMMITTEE OF THE WHOLE; AND PROVIDING A SAVINGS CLAUSE FOR THE REPEAL OF ALL ORDINANCES AND APPROPRIATIONS IN CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE AND FOR THE PUBLICATION AND FINAL PASSAGE THEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That the appropriation for the ensuing fiscal year begin- ning October 1, 1965, and ending September 30, 1966, for the different departments and purposes of the City of Fort Worth be fixed and determined as follows: I. GENERAL FUND 1. Mayor and Council $ 19,505 2. Office of City Manager 90,333 3. Research and Budget 64,854 4. Secretary-Treasurer 270,336 5. Law 127,860 6. Finance 951,623 7. Personnel and Civil Service 83,453 8. Retirement 33,414 9. Public Works 5,224,758 10. City Planning 244,866 11. Municipal Buildings West 286,243 12. Police 4,471,084 13. Civil Defense 61,222 I. GENERAL FUND (CONTINUED) 14. Traffic 933,152 15. Fire 3,498,063 16. Public Health 856,098 17. Non-departmental 1,824,265 18. Debt Service 3,040,000 GRAND TOTAL GENERAL FUND $24,081,129 II. AIRPORT FUND The Aviation Department shall be provided with such revenue as may be secured from the various sources included in the budget of the City Manager, and such money shall be used to meet the requirements of that department as provided in the budget of the City Manager, which includes a total Aviation Department appropriation of $945,578. III. WATERWORKS FUND BUDGET The Water and Sewer Department shall be provided with such revenue as may be secured from the sale of water and other sources as shown by other ordinances heretofore passed, and such money shall be used to meet the requirements of that de- partment as provided in the budget of the City Manager, which includes a total Water and Sewer Department appropriation of $10,297,432. IV. PARKS AND RECREATION The Department of Public Parks and Recreation shall be pro- vided with funds realized from a tax levy of 13 cents on each $100.00 of assessed value of all real, personal and mixed prop- erty in the City of Fort Worth not exempt from taxation by law, and such money shall be used to meet the requirements of that department as provided in the budget of the City Manager, which includes a total Parks and Recreation Department appropriation of $2,043,054. V. LIBRARY The Public Library shall be provided with funds realized from a tax levy of 5 cents on each $100.00 of assessed value of all real, personal and mixed property in the City of Fort Worth not exempt from taxation, and such money shall be used to meet the requirements of that department as provided in the budget of the City Manager, which includes a total Library De- partment appropriation of $691,719. SECTION 2. That the distribution and division of the above named ap- propriations be made in accordance with the budget of expenditures submitted by the City Manager and as revised by the City Council in accordance with the provisions of the City Charter and adopted by the City Council, which budget is made a part of this ordinance by reference thereto and shall be considered in connection with the expenditures of the above appropriation. SECTION 3. That the City Council of the City of Fort Worth shall sit as a committee of the whole in the Council Chamber at the City Hall in the City of Fort Worth on the 16th day of August, A. D. 1965, at 9:30 o'clock A. M., to hear any complaints, suggestions or observations that any citizen, taxpayer or party interested may desire to make with reference to any or all the provisions of this ordinance, and such committee shall continue its de- liberations until the public has been given a full opportunity to be heard. SECTION 4. That following the public hearings for which provision has been made in the preceding section, this ordinance shall be published two times, one of which publications shall not be ��r— SECTION 4. (CONTINUED) less than ten (10) days before the second reading and final passage of the ordinance, in the official newspaper of the City of Fort Worth, which newspaper is one of general circulation in said City, together with a separate schedule setting forth the items in the estimate of the City Manager which were omitted or changed by the City Council, and the reason for such omission or change, as required by the Charter of said City. SECTION 5. That this ordinance shall not be presented for final pas- sage until ten (10) full days have elapsed after its publica- tion, as provided by the Charter of said City. SECTION 6. Should any part, portion, section or part of a section of this ordinance be declared invalid or inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way affect the remaining por- tions, parts, sections or parts of sections of this ordinance, which provisions shall be, remain and continue to be in full force and effect. SECTION 7. That all ordinances and appropriations for which provision has heretofore been made are hereby expressly repealed if in conflict with the provisions of this ordinance. SECTION 8. That this ordinance shall take effect and be in full force and effect from and after the date of its passage and publi- cation as required by the Charter of the City of Fort Worth.
