Procedures concerning owner participation in the cost, method and policies of deter- mining assessments, street construction standards and methods of payment were explained by Mr. Schmidt to the seven persons in attendance. The meeting was then opened for the question and answer period. Unit 1, Stalcup Road; Mr. James Haywood, 3861 Stalcup Road, owner of Lot 34, Block 4, Astoria Addition, asked if the City would be buying land for right-of-way. Mr. Schmidt told him that the City had sufficient right-of-way. Mrs. Lela Morris, 3317 Todd, owner of Lot 37, Block 4, Astoria Addition, asked to have a driveway constructed on her lot. Unit 2, Eastland Street; Mr. T. J. Neel, 5228 Eastland Street, owner of Tract 12-A-1, J. M. Daniel Survey, inquired about the sewer line. He said he thought the sewer should be put in before they put down permanent type paving. He was assured that it was City policy to have facilities installed before the paving was done. Mr. Leroy Rawdon, 5224 Eastland Street, owner of Tract 12-I, J. M. Daniel Survey, was also concerned about the sewer. He also requested that one driveway on his property be deleted.
