With a quorum of the committee members present, Chairman Jungus Jordan called the
meeting of the Housing and Economic Committee to order at 1:48 p.m., on Tuesday, March 2,
2010, in the Pre - Council Chamber of the Fort Worth Municipal Building, 1000 Throckmorton,
Fort Worth, Texas 76102.

Chairman Jordan opened the floor for a motion on the approval of the minutes.
MOTION: Upon a motion made by Committee Member Moss and seconded by Committee
Member Espino, the Committee Members voted eight (8) and zero (0) "nays ",
with Committee Member Hicks absent, to approve the minutes of the February 2,
2010, Housing and Economic Development Committee meeting. The motion
carried unanimously.

Chairman Jordan referenced the following written reports and opened the floor for

Chairman Jordan adjourned the regular session of the Housing and Economic

Jay Chapa, Director of Housing and Economic Development Department, introduced Ms.
Barbara Holston, President and CEO, Fort Worth Housing Authority (FWHA) and their Board
Chairman Ms. Terri Attaway. She recognized other board members that were present: Mark
Presswood, Daniel Hernandez, Patsy Lemons and Erma Johnson Hadley. She spoke about their
presentation being given today and turned the presentation over to Ms. Holston.
Ms. Holston started her presentation with a brief video of their programs and services.
Her staff distributed packets of information to the committee members. Ms. Holston spoke
before the committee on the FWHA's programs and properties. Using a PowerPoint
presentation, she reviewed their housing developments. She presented a chart showing the
housing communities owned by the Housing Authority to date. Those included the following:

She advised that they had other scattered sites with 85 public housing units. She pointed
out that those equaled 1,382 public housing units, 1,589 for affordable and 525 for market rate
for a grand total of 3,496 units. The chart also reflected that there were public housing units
pending the Housing and Urban Development Department's (HUD) approval at Wind River for
34; Spring Hill and Spring Glen at 32, which were Ripley Arnold replacement units.
Ms. Holston showed a location map of all of the housing units located throughout Fort
Worth. Ms. Holston then presented a chart showing the FWHA's 10 -year growth pattern for the
years 2000 through 2010 as follows:

She advised that 66 public housing units were to be approved by HUD and 16 public housing
units were sold to low income families. She added that since 2002, FWHA's affordable housing
portfolio increased its inventory by 1,382 units and that the total number of housing units owned

by FWHA increased by 1,611 (85 %) during this period. She further stated that FWHA currently
served 12,971 affordable households and 5,391 low and moderate income individuals.
Ms. Holston presented a slide showing the Ripley Arnold Redevelopment, which resulted
in seven (7) locations, 268 public housing units, 1,660 total housing units (excluding Sycamore)
and with public housing units being 16% of all units at a cost of $20,000,000. The breakdown
was Overton Park, with 216 total units, with 54 public housing units or 25 %; Villas of Oak Hill,
with 583 total units, with 58 public housing units, or 10 %; Sycamore, with 280 total units, with
47 public housing units or 17 %; Wind River, with 168 total units, with 34 public housing units,
or 20 %, and Spring Hill and Spring Glen, with 430 total units, with 32 public housing units or
7 %.

She then reviewed the FWHA Homeownership Programs such as the Housing Choice
Voucher (HCV) Homeownership Program. She advised that the HCV Homeownership Program
provided eligible program participants the option of purchasing a home using their housing
voucher to assist with mortgage payments. She stated that 78 purchases had been made, with 10
additional closings expected within the next 30 to 60 pays. She stated the average sale price was
$91,544, with 93% of all HCV Homeownership families' utilizing funds offered by the City of
Fort Worth, with three (3) families purchasing foreclosed properties.
Ms. Holston advised that the Section 32 Public Housing Homeownership Program was
when the Program allowed eligible families to purchase single family homes from the public
housing scattered site program. Ms. Holston advised that 17 homes had been sold, with eight (8)
additional closings expected within the next 30 to 60 days; with the average sale price at
$73,000.00. She pointed out that 11 families utilized funds from the City of Fort Worth and had
been awarded $250,000 in Texas Department of Housing and Community Affairs Grant for first -
time homebuyer assistance.
Ms. Holston presented information on the City of Fort Worth Partnership
Homeownership. She advised that through a long- standing contractual agreement with FWHA,
the City of Fort Worth Housing and Economic Development Department provided additional

ongoing support services to FWHA residents that included pre- and post - purchase counseling
and HQS inspections. She added that the City of Fort Worth's Housing and Economic
Development Homebuyer Assistance Program provided down payment and closing cost
assistance to eligible first -time homebuyers.
Ms. Holston then spoke about addressing homelessness. She provided a chart showing
the FWHS homeless programs as follows:

Ms. Holston explained that the City of Fort Worth provided $880,800 in 2009 for
Directions Home housing assistance vouchers and $768,250 for United Way's voucher - linked
supportive services for 100 Directions Home voucher holders and 100 Shelter Plus Care voucher
holders. She added that from December 31, 2008, to December 31, 2009, the number of
homeless housed by FWHA homeless programs had increased from 620 to 829, representing an
additional 209 households. In 2010, the City of Fort Worth will provide funds to house 116
households in the Mayor's Directions Home Program. The City of Fort Worth will fund
supportive services for an additional 108 Shelter Plus Care households.
Ms. Holston advised the committee members that they would be invited to a tour of the
FWHA properties, which would be scheduled in April 2010. She added more details would
follow soon.
Ms. Holston concluded her presentation with a short video of interviews with
homeowners who had received the assistance of the FWHA's programs to purchase their homes.
Chairman Jordan opened the floor for discussion and /or comments. Chairman Jordan
spoke about the fact that when most of the City Council Members were elected to the City
Council about five years ago, it was during a housing boom. He pointed out that obviously home
ownership was the dream of all Americans. He added that several important things had occurred
since that time. He spoke about the recession that everyone was faced with today and how it had
changed the housing climate in Fort Worth. He added that the City's partnership with the
FWHA had benefitted from the vision of Committee Member Sal Espino, as a City Council

Member and as Chairman of the Quality Affordable Accessible Housing Task Force and the
vision of Committee Member Mike Moncrief as Mayor and his Mayor's Directions Home
Program. He added that these programs have been partnerships that have been gained together
by the Fort Worth Housing Authority and the City of Fort Worth. He stated that as the economic
crisis had finally reached the City, it had not been as large a crisis in Fort Worth, Texas, because
of these visions. He expressed his appreciation to both of the gentlemen. He stated that it had
been a pleasure to watch this come together. He added that he did not see it coming and he felt if
it were not for those partnerships, the City of Fort Worth would be a much different city in his
opinion. He expressed appreciation for the presentation.
Committee Member Espino expressed appreciation for the presentation and for the
statements made by Chairman Jordan. He stated that he was very impressed with the FWHA's
housing efforts and he looked forward to the tour of the properties. He referenced the project of
The Pavilion at Samuel's Avenue and indicated it was a beautiful place. He stated in 2010, the
FWHA had done a remarkable job. He indicated that he wanted to continue to see that spirit of
partnership between the FWHA and the City to continue to identify opportunities where multi -.
family projects could be put together and single - family projects put together because he felt the
FWHA was very good at what it did and in partnering with the City to provide quality,
affordable, accessible housing. Committee Member Espino indicated that it had been a pleasure
to work with the FWHA staff and board members in this remarkable work. He added he would
look forward for what would occur from now until 2020 in addressing the housing issues and
making Fort Worth an exciting place where the City could address the affordable housing gap
that the City had and emphasized the FWHA was at the forefront of this issue. He again
expressed appreciation.
Committee Member Moncrief also express appreciation to Chairman Jordan, but added
that he felt it was a team effort and part of it was carrying messages to his colleagues and
listening to the messages by his colleagues. He added this was what the City Council's job was
all about and listening to the City staff and their recommendations and encouraging them to think
outside of the preverbal box. He indicated that he had a couple of observations about the
presentation. He stated first of all with regard to the videos, he requested that when the videos
were updated, he wanted to see more of the word "accessible" be added. He pointed out that this
was one of the additions that the City added to the "quality, affordable" housing terminology
piece. He stated as the population grew the options needed to be just as available as the quality,

affordable piece. He added he felt that everyone agreed that the City did not want just affordable
housing in Fort Worth, Texas. He stated that the City did not have a need for it. He added that if
it did not have the "quality, accessible" piece to it then it was not what the City would be
interested in and those projects could go somewhere else. He stated that one of the things that he
was most excited about was that Directions Home was working. He referenced other housing
opportunities of the latest products, i.e., Project Wish, which everyone was familiar with. He
also spoke about the project for homeless veterans that was going to be tremendously successful
and he expressed his surprise that it had not filled up quicker. He added he felt it was just a
matter of getting the folks identified and directed by the case workers who were placing
individuals in those units. He spoke about adding in the homeless students that needed housing.
He stated that previously the City was not even thinking that way or thinking about that portion
of the population. He pointed out that including them would result in giving the City a better
work force. Committee Member Moncrief stated it was going to teach folks through the FWHA
efforts that they could own their own home and that they could realize the American dream if
they worked hard for it and if they were willing to take but also give back. He indicated he was
very pleased and he was looking forward for the tour to see on the ground what they were talking
about today. He added as he looked at the presentation, it was clear to him that the FWHA was
all about quality, about affordability and he just wanted to make sure that the "accessible" piece
was added. He thought that it was very rewarding to see FWHA working as hard as they were to
give everyone options and not just some people. He added that was what the City ought to be
able to provide, that is, a housing menu and the FWHA was helping the City to provide this
opportunity. He added that it was granted that FWHA did not get hit as hard as some parts of the
country, but they still got it and also felt it too. He added that situation had probably increased
their work load rather than decreasing it. He stated that he felt that there were challenges ahead
and the City was not out of these economic conditions yet and everyone needed to be flexible
and to continue to be very, very creative. He commended the FWHA Board on their work and
the time that they had put into the effort and added that the City did not take them for granted.
Committee Member Burdette also supported the sentiments that had been expressed. He
added that everyone was fortunate to live in the City because it had a number of programs and a
number of boards and authorities that reached out to people that needed help and he also
congratulated the FWHA and the Board for the work that they do. He added that he did not feel
that there was anything in the City that could out match what they had done with their resources
and their goals. He reiterated his appreciation.

Committee Member Moncrief spoke about the greatest challenge being the Ripley Arnold
Apartment residents' relocation project. He thought what they had done was to literally take a
neighborhood and place it in other neighborhoods throughout the City. He spoke about this
community neighborhood and the importance of resettling them in a positive way. He
commended the FWHA on their masterful job in this situation.
Chairman Jordan expressed appreciation to the FWHA for reaching out to the
neighborhoods and conducting neighborhood meetings so that citizens would understand what
they were doing. He also extended appreciation to the board members who were present.

Cynthia Garcia, Assistant Director, Housing and Economic Development Department,
spoke before the Committee on the update and status of the 2010 — 2013 Consolidated Plan and
2010 — 2011 Action Plan. She indicated that the plans were required to be submitted to HUD by
the federal government due to the federal monies that the City received.

Ms. Garcia presented the Consolidated Plan Comment Summary as follows and advised
that it was prepared based upon a total of 46 responses received from citizen questions, citizen
comments, and citizen recommendations:
• Improve the quality of existing owner - occupied homes
• Conduct public education on what constitutes "affordable" housing to diffuse
"NIMBY" concerns
• Preserve and increase the supply of senior housing and associated supportive
services
• Create local Neighborhood Empowerment Zones
• Break the cycle of homelessness through prevention activities

Ms. Garcia presented the chart showing the 2010 -2013 Proposed Objective 1: Decent

Strategy 1: Enhance Local Capacity to Address Affordable Housing Needs of Low -
income and Moderate - income Households by Developing Partnerships
Goal 1: Increase sponsorship and participation in affordable housing by the business
community.
Goal 2: Build capacity of non - profits (including faith and neighborhood -based
organizations) to provide affordable housing.
Strategy 2: Preserve, improve and expand the affordable housing supply for special

meeting. He pointed out that he saw nothing about "quality" or "accessible ". He added that he
saw everything about "affordable." He added that he was not going to accept the document
without those words being included. Ms. Garcia interjected that those words would be added.
Committee Member Moncrief pointed out that "QAA" (standing for quality, affordable,
accessible) needed to be the standard operating procedure. He added that it needed to be the
mantra of the City of Fort Worth. He indicated that he was not concerned about what other
cities, entities or agencies were doing, this was what the City of Fort Worth needed to do. Ms.
Garcia agreed with his statement and apologized for not including that language in her
presentation.

Chairman Jordan opened the floor for questions and /or comments.
Committee Member Espino requested clarification about the programs and services that
were going to once again have the review of the Community Development Committee (CDC) for
funding and when this review process was going to occur. Ms. Garcia explained that the CDC
had already gone through this process. She explained that those meetings were held in January
and February of this year. She indicated that she could provide this funding priority list to the
Committee members. Committee Member Espino requested clarification about the time frame
for those projects coming before the City Council for consideration. Ms. Garcia pointed out that
the plan was for this to occur on April 6, 2010, for public hearing and then on April 13, 2010, for
adoption by the City Council. Committee Member Espino pointed out that every year during this
review and approval period there were always several non - profit agencies that were always upset
that they were not selected for funding. He added that he knows that the CDC worked very hard
and he for one would be very reluctant to over turn any of their recommendations.
Committee Member Moncrief referenced slide 18 in the presentation. He pointed out the
percentage of the funds that were being provided to the General Administration at 10 10. He

stated that seemed a little steep. He felt that everything that could be done to reduce that amount
should be done in order to put it elsewhere. Committee Member Espino concurred with this
suggestion. Ms. Garcia indicated that the City staff was looking into this matter for reductions
and reducing the CDBG general administrative funds from the existing 20% down to 18 %.
Chairman Jordan expressed appreciation for the information and presentation. He also
commended the staff for their long hours of work and efforts being made to bring the Housing
Department into compliance, transparency and accountability. Ms. Garcia expressed
appreciation to her staff for the work that they have done on the Consolidated Plan and the
Action Plan.

Committee Member Espino commented that he felt it was appropriate for the Committee
to receive an update from the partners of Tarrant County College (TCC) to give the Committee
an update on how things were going with the Trinity River Campus and it would be appropriate
when their new Chancellor came into office. He also wanted an update on some of the school
districts with new growth, i.e., Keller, Northwest, Crowley, which were experiencing a boom of
construction. He pointed out the importance that the City was coordinating with the school
districts on the necessary infrastructure. He suggested future scheduled presentations by TCC,
Crowley ISD, Keller ISD, Northwest ISD and Fort Worth ISD to do a short presentation on their
initiatives and capital projects just so the Committee could become familiar with some of the
issues. He emphasized the need to coordinate a lot of the City's capital programs down the road
with what the school districts were doing. He pointed out that this would have a major impact on
the City's economic development.
