Approval of Minutes of the March 2, 2010, Housing and Economic Development Committee (Agenda Item 2) Chairman Jordan opened the floor for a motion on the approval of the minutes of March 2, 2010. MOTION: Upon a motion made by Committee Member Moncrief and seconded by Committee Member Hicks, the committee members voted nine (9) and zero (0) "nays ", to approve the minutes of the March 2, 2010, Housing and Economic Development Committee meeting. The motion carried unanimously. Written Reports Memo on Cowtown Brush Up (Agenda Item 3) Jay Chapa, Director of Housing and Economic Development, presented the written report on the Cowtown Brush Up Spring Event. Chairman Jordan advised that the City's Code Compliance Department was also involved in this event. At the request of Chairman Jordan, Mr. Chapa reviewed the contents of the written report and advised that the City had partnered with Trinity Habitat for Humanity and the Cowtown Brush Up Board for this spring event as they have a wealth of experience in bringing in volunteers and sponsors to this event. Chairman Jordan requested that the record reflect commendation to those corporate sponsorships without objection. Discussion of Tierney Townhomes Project Using Enhanced Community Facilities Agreement Funds (Agenda Item 4) Ms. Dolores Garza, Community Development Coordinator, Housing and Economic Development Department, spoke before the committee on the Tierney Townhomes Project using an enhanced Community Facilities Agreement. Ms. Garza introduced Michael Forbes, the developer on the subject project, who was in attendance at the meeting. Using a PowerPoint presentation, Ms. Garza presented the overview of the presentation that would provide the project description, the proposed incentive and terms and the City staff's recommendations. Ms. Garza presented an aerial photograph of the portion of Fort Worth where the Tierney Townhomes are located off of Tierney between Lancaster and Rosedale. She provided the background on the developer as follows: Forbes Properties • Arlington based developer since 2001 • Commercial buildings in Arlington, Colleyville, Fort Worth (medical district), Grapevine and Allen, Texas • Purchased land in 2009 and will redevelop into 18 townhomes • Estimated project investment $1.363 million • Project timeline would be May 2010 to April 2012 Ms. Garza provided the project description as follows: • New construction of 18 townhomes CITY OF FORT WORTH CITY COUNCIL HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE APRIL 6, 2010 Page 4 of 28 Discussion of Tierney Townhomes Project Using Enhanced Community Facilities Agreement Funds (cont'd) (Agenda Item 4) o $1,363,000 private investment inclusive of $242,000 costs in new public infrastructure • Three phases of residential construction 0 2 story, 2 car garage, 3 bedroom, 2 bath units o Approximately 1,300 square feet o Average sales price of $110,000 Ms. Garza provided another aerial photograph of the exact property location on the corner of Tierney and Vinson, along with some photographs of the structures that are currently located on the property that would be demolished to begin the project. She provided a site plan of the new development and how it would lay out on the site. She also presented an artist's rendering of the new townhome buildings and how they would appear on the site. Ms Garza reviewed the townhome front elevation that showed the two -car garage and a small porch and she spoke about the new street that would be part of the development. Ms. Garza presented the City staff recommendations and the next steps: ■ Recommended the City Manager enter into an Enhanced Community Facilities Agreement not to exceed $142,000.00 with Forbes Properties for new construction of public infrastructure at the intersection of Tierney /Vinson associated with Tierney Townhomes project. ■ Mayor and Council Communication to be presented on the May 4, 2010, Council Agenda for consideration. Ms. Garza concluded her presentation. Chairman Jordan opened the floor for discussion and /or comments. He advised that this project was in Committee Member Moss's Council District. Committee Member Moncrief referenced the artist rendering of the building elevations and requested to know what elevation would be seen from the street. City staff advised that it would be the front elevation that faces all street frontages. The rear of the buildings would face each other on the interior of the lot. Committee Member Moss indicated that they had been looking for several years for a developer for this project. He pointed out unfortunately the economic downturn had created a problem for this project moving forward. He indicated that it would be a good addition to the neighborhood since it was in need for some revitalization. He stated that it would help with the development along Tierney and Vinson Streets and complement the efforts being made there by the homeowners who were keeping their properties well maintained. City staff advised that they were for sale units and not rentals. The committee indicated by consensus their support. Chairman Jordan indicated that he liked the addition of the sidewalks to this development and that they gave it a sense of place in the neighborhood. Committee Member Moss added that these were significant townhomes and they had two -car garages and this will enable the owners to get their cars off of the streets. This concluded the presentation and discussion on this agenda item. Update on City of Fort Worth Homelessness Plan, Directions Home (Agenda Item 5) Before the presentation began, Chairman Jordan recognized Committee Member Moncrief for comments. Committee Member Moncrief pointed out that when the committee heard today's numbers it would show that the Directions Home program was working and doing what the City set out to do. He added that it was not happening overnight and the City was not aware of the downturn in the economy when the plan was approved. He added but in spite of a difficult economic environment, it continued to make progress. He pointed out that the numbers of homeless people in the City have remained flat for the past year and that was in direct conflict with what was going on in the rest of the county where in the larger cities those numbers were continuing to climb because of the economic environment. He stated that the City had done an outstanding job of getting a rope around the problem. He added he felt there was a different attitude on the street and a different attitude by those in the community where this concentration of homeless population was located and everyone was partnering up to address it. He expressed his appreciation to the City Council for their diligence and determination to make this work. Carol Klochek, Chairman of the Mayor's Committee on Homeless, spoke about the upcoming report and the City's Directions Home program and the fact that it was delivering results. She provided some statistical information from the report. She stated the report showed a 23% decrease in homeless over three (3) years; 256 people housed in only nine (9) months; 523 employed in less than three (3) years; 9311jo of the people that moved into housing were staying in CITY OF FORT WORTH CITY COUNCIL HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE APRIL 6, 2010 Page 7 of 28 Update on City of Fort Worth Homelessness Plan, Directions Home (cont'd) (Agenda Item 5) the housing. Ms. Klochek stated that two (2) years ago, people were expressing their concerns about the City having a plan in name only; however, the City Council did not let that happen. She stated instead the investment made had created a new reality and had been effective and far reaching. She pointed out that her favorite number was one, one life that had been changed forever. She spoke about the success of public /private partnerships and the return on the investments. She provided information on two success stories. She stated that the Mayor's committee was in the process of updating the plan. She recognized members in the audition who were also on the Mayor's Committee for Homelessness. She concluded her presentation by stating that they were making a difference and that they were very pleased with the implementation of the plan. Chairman Jordan expressed appreciation to Ms. Klochek for her presentation. Otis Thornton, Homelessness Program Director, Housing and Economic Development Department, spoke before the committee members on the update of the Directions Home program. Mr. Thornton pointed out that the plan was approved by the City Council in June of 2008. He explained that this report update would include the results of the program for year one (1), through the third quarter. He stated that they were looking forward and doing a vision check and taking stock of their progress toward goals of making homelessness rare, short- termed and non - reoccurring. Mr. Thornton explained how the data was collected and compiled by individuals at the University of Texas at Arlington. Mr. Thornton indicated that the information was collected by front -line case workers, social workers and people who were involved in the helping professions. He stated that they were receiving quarterly updates of the information and it was posted on their web site. He stated that there were 90 action items in the plan; however, today he was just going to focus on just a few of them, primarily the areas where the City had provided funding and /or leadership of the program. He provided to the committee members more of the symbolic "keys" specifying that permanent housing has been provided to 182 people, which was a year -to -date number. He added that in the housing program they were working towards self - sufficiency. He stated that they continued to identify housing for the people that were most medically venerable in the community. Mr. Thornton stated that the date and evaluation could be found at: www.uta.edu /directionshome. He stated that there was information also on the side -by -side comparison of agency performance showing continuous improvement and a tool for management and planning. CITY OF FORT WORTH CITY COUNCIL HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE APRIL 6, 2010 Page 8 of 28 Update on City of Fort Worth Homelessness Plan, Directions Home (cont'd) (Agenda Item 5) Mr. Thornton provided the results of the program for year one (1), 3rd quarter as follows: 1. Permanent supportive housing -- cornerstone of the plan 2. Shelter -based case management 3. Behavioral health care (mental health/substance abuse) 4. Policy and criminal justice initiatives 5. Employment 6. Central resource facility 7. Continuum of care planning, development coordination and implementation Mr. Thornton provided the results of the permanent supportive housing as follows: 157 people housed in the first nine (9) months of Directions Home 93% retention rate for all tenants He also provided a chart of tenants by City Council Districts as follows: District 2 4.3% District 3 12.9% District 4 31.4% District 5 7.9% District 6 5.7% District 7 23.6% District 8 5.7% District 9 8.6% Mr. Thornton provided the tenant profile as follows: Average age: 50 years old (range 23 to 78) 19% veterans of United States military service 44% have been a victim of a violent attack while they were homeless 43% had been hospitalized (inpatient) at least once in the prior year for a total of 192 times 58% had been to the emergency room at least once in the prior 90 days for a total of 286 times CITY OF FORT WORTH CITY COUNCIL HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE APRIL 6, 2010 Page 9 of 28 Update on City of Fort Worth Homelessness Plan, Directions Home (cont'd) Mr. Thornton provided a chart on self - sufficiency as follows: 19 dimensions were measured as follows: Income Food Adult Education Life Skills Family Relations Safety Support Network Employment Childcare Legal Mental Health Mobility Parenting Skills (Agenda Item 5) Shelter Child Education Health Care Substance Abuse Community Involvement Physical health Mr. Thornton stated that on average, tenants showed a 48% improvement in self - sufficiency in their first six (6) months in housing. Mr. Thornton spoke about the results of the shelter -based case management issue. He indicated that 207 individuals were enrolled in case management. He added 108 individuals have been housed in the first nine (9) months of the Directions Home. Mr. Thornton provided information on the results of the behavioral health care. He stated that outreach had been done to 1,188 homeless people. He explained that 95 were screened for substance abuse and mental illness. He stated there had been 341 counseling sessions and 48 people had enrolled in or placed on a waiting list for in- patient substance abuse treatment. He explained that the Continuum of Care (CoQ was planning, development coordination and implementation of. Critical documents and records HMIS (homeless management information system) continuous improvement Agency services and training United States Census coordination Mr. Thornton advised that in looking forward the service enhancements for FY -11 would be homeless housing and services program and Directions Home. He spoke highly of the work of the United Way of Tarrant County, and he recognized agency representatives Tim McKinney and Ann Rice, who were in the audience. He spoke about the number of hours that they had dedicated to this program. He spoke about raising funding from other foundations, from the community and other agencies using the partnership with the United Way. He also spoke about the work of the frontline staff that was out in the community making this program work. Mr. Thornton concluded his presentation with a slide on the Project Homeless Connect Event to be held on Thursday, April 22, 2010, from 9:00 a.m. to 1:30 p.m., at the First Presbyterian Church. He advised that there would be 45 vendors, 400+ homeless guests and 100 volunteers. He pointed out that this was the third annual event. Chairman Jordan opened the floor for questions and /or comments. Committee Member Moncrief expressed appreciation to Mr. Thornton and stated that he was the voice of reason and one of hope in this storm of what people call homelessness. He also spoke about all of the folks who have stayed involved and worked hard in this endeavor. He stated it was exciting to see this program changing people's lives one day at a time. He expressed appreciation to the staff for sprinkling these dollars where they needed to go to maximize the use of the dollars. He thanked people for their work every day on the special events to raise money and people who work directly with the homeless. He thanked the Council Members for believing and supporting the Directions Home Program and for staying the course. He reiterated his comments about there being a different attitude on the street and it was one that could be felt and seen. He asked everyone to continue to stay the course and emphasized that Fort Worth needed to finish this challenge. Committee Member Hicks indicated that she had attended the Healing Shepherd Clinic Open House last month, which was a small clinic that the Union Gospel Mission was providing in the East Lancaster Corridor. She applauded them for this work and for what JPS was planning. She added that she had also visited the Department of Veterans Affairs Work Program that was also located along the same corridor and she pointed out that they had to turn folks away because there was such interest. She stated that she had heard that there were plans for temporary jobs through the City of Fort Worth such as cleaning up the convention center or working in the parks, which she hoped could be worked out. She encouraged the rest of the committee to visit this program. She spoke about the fact that many soldiers do several tours of duty and come back home and could not get employment. She added that they were willing to do just about anything to get work. She added she would be there on April 22 for the Project Homeless Connect and encouraged others to attend this great event. She also expressed interest in reaching out to the larger faith -based groups for their support in this endeavor. Chairman Jordan expressed appreciation to Mr. Thornton for his presentation and work. Chairman Jordan spoke about the number of people who appeared and spoke before the Council in support of this program during last year's budget process. He stated that as the City had gone through this development process, the City had learned that there was a large segment of the community that did not understand what the program represented. He stated they had not reached out and taken the pride as Fort Worth citizens on the accomplishments being made with the resources put forth, not only through giving of dollars but the use of public dollars. He felt that the City was missing the opportunity to reach out and let the other citizens, who are removed and isolated from what was going on, know what the great successes of the Directions Home Program have been. He indicated that he did not know what that solution might be. He added that he attended a meeting of the Fort Worth League of Neighborhoods, with only about 30 people in attendance, howc%cr, they indicated that they could be a source of reaching out to the CITY OF FORT WORTH CITY COUNCIL HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE APRIL 6, 2010 Page 14 of 28 Update on City of Fort Worth Homelessness Plan, Directions Home (cont'd) (Agenda Item 5) community to educate the community. He stated that there needed to be a process of reaching out and letting folks know about the good work that was being done for citizens in the homeless community. He pointed out that a homeless situation could happen to anyone. He suggested Mr. Thornton go back to his board and discuss what could be implemented to reach out to the community and let them know what was being done and to see if there was an opportunity to get a broader scale endorsement of what was being done. He added that he felt there should be communities stepping forward and asking to be part of this program and right now there were still some citizens who were saying "not in my backyard." Committee Member Hicks added to the comments made by Chairman Jordan about the number of negative a -mails that she had received as well as other members of committee. She indicated that she was dismayed and saddened by a lot of e -mails that she had read about stereo types and things that were said about the community that she represented. She indicated her appreciation for comments made by Chairman Jordan. She added that there was still a lot of work that needed to be done. Committee Member Moncrief stated that the comments by Committee Member Hicks and Chairman Jordan were so true and that some of the folks that appeared to be so self righteous could find themselves one paycheck away from being in the very place that the committee had been talking about today. He indicated that Chairman Jordan's recommendation about raising awareness was very timely. Committee Member Moncrief indicated that the City needed to look at what could be done at the City level, whether that was in the City Page or on the web site, or other venues. He agreed that the community needed to be engaged. He suggested going to the faith -based community as suggested by Committee Member Hicks earlier in the discussions. He stated that they had done this once before and their voices were heard and it did get folks engaged. He added that he felt the business community understood that the process was an investment; that keeping people out of the emergency rooms saved the City money by not having the Fire Department and ambulances respond to numerous calls. He added that by getting those individuals with medical needs into housing with support services helped those costs to go either down, disappear or be dramatically reduced. He reiterated that it was a story that needed to be told. He added that as committee members and Council Members they all knew what was going on and the benefits and perhaps they were just too close to it. He reiterated that the City needed to get the word out to those who did not know. He asked about what they were doing to address those individuals' needs. He pointed out that All Saints Catholic Church was right across the street from the park and they were a very generous community who had also worked to address the homelessness population. He reiterated his request for staffing contact with those individuals to see what their needs were and how they could be helped. Chairman Jordan spoke again about his concern with the e -mails that he had received and that it was very discouraging. Mr. Thornton stated that himself, Cindy Crane, with the Homeless Collation, the folks from UTA, and Jason Hall were all available to speak with faith -based communities or neighborhood associations. He talked about updating their road show and getting it out in the community. Committee Member Hicks suggested that the City pursue "Education Sunday ", where the communication was a one -page sheet of information to be placed the churches' bulletins that talked about the Directions Home program and what it meant. She stated it was a matter of education and there needed to be an information sheet developed and placed in churches about it. She added it was a place to start. Economic Development Activity Update (Agenda Item 6) City of Fort Worth Housing and Economic Development — Robert Sturns, Manager Housing and Economic Development Department Jay Chapa, Director of Housing and Economic Development Department, spoke before the committee on the presentations to be made by the City's economic development partners. He explained that those presentations were scheduled at the request of Chairman Jordan. He introduced Robert Stums, Manager, Housing and Economic Development Department; Devoyd Jennings, President and CEO of the Metropolitan Black Chamber of Commerce and Rose Navejar. President and CEO of the Hispanic Chamber of Commerce. CITY OF FORT WORTH CITY COUNCIL HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE APRIL 6, 2010 Page 16 of 28 Economic Development Activity Update (cont'd) (Agenda Item 6) Using a PowerPoint presentation, Robert Sturns, Manager in the Housing and Economic Development Department, explained that he wanted to show the committee what had occurred in the past 12 to 24 months in the economic development arena in Fort Worth and he would not focus on the downturn in the economic times. He explained that the Department of Housing and Economic Development had gone through several changes over the past year. He provided an updated organizational chart of the department. He recognized members of his team who were in attendance at the meeting. Mr. Sturns talked about recently completed projects as follows: Project Investment Information Lancaster Corridor $13.6 million Streetscape /Infrastructure Omni Hotel $211.0 million 604 room hotel — 96 condos Uptown $250.0 million Mixed -use development Carnegie Building $33.0 million Class A office — 280,000 sq. ft. Cantey Hanger Plaza $8.5 million 86,300 sq. ft. office building Sheraton Hotel $3.2 million Renovation of Plaza Hotel Total $519.3 million Mr. Sturns reviewed the downtown projects as follows: o Omni Hotel — 600 rooms, two full- service restaurants, a lobby bar, 48,000 sq. ft. of dedicated meeting space; 125,000 sq. ft. of residential condominiums; investment of over $200.0 million. o The Carnegie — 280,000 sq. ft.; 16 -story office building with ground floor retail. Investment of $33.0 million. Headquarters • Expected creation of nearly 100 jobs Mr. Sturns presented the facts on Blue Cross Blue Shield as follows: • Health Care Services, the parent company of Blue Cross Blue Shield of Texas, completed construction on its 220,000 square foot data center that employed 130 workers at Alliance. • Total capital investment of $175.0 million • Project received 50% ten -year abatement valued at $6.8 million Mr. Sturns presented information on Coaire as follows: • International leader in advanced heating and air conditioning systems • Leased 64,000 sq. ft. at Northern Crossing Business Park for new manufacturing and distribution center • Development includes 60,000 sq. ft. center for manufacturing solar panels Mr. Sturns provided information on Drive Time as follows: • The nation's largest integrated used car sales and finance company • Leasing approximately 31,000 square foot at CentrePort Business Park for a new call center • Anticipates bringing more than 200 jobs to the region. Mr. Sturns reviewed the details of the Montgomery Plaza development as follows: • Investment of $42.5 million in redevelopment of 100,000 sq. feet of retail and 165,000 sq. ft of new commercial space • Over 200 residential spaces • Approximately 265 jobs created CITY OF FORT WORTH CITY COUNCIL HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE APRIL 6, 2010 Page 18 of 28 Economic Development Activity Update (cont'd) (Agenda Item 6) Mr. Sturns presented the information on the West 7th University developments as follows: • Approximately 950,000 sq. ft. of retail, restaurant, residential and office • Economic development program agreement • Minimum investment of $158.0 million • South of Seven Condo's and Townhouses: $19,500,000 investment Mr. Sturns presented the information on Museum Place as follows: • The $200 million project includes 163,000 square feet of ground -level retail including Eddie V's steakhouse • Over 130,000 sq. ft. of Class A office above retail and more than 500 residential units. Mr. Sturns reviewed the Polytechnic Wesleyan project as follows: • Fagade renovation and redevelopment of individual buildings • Relocation of the TWU bookstore • Private investment estimated at $2.7 million Mr. Sturns presented the project information on Evans & Rosedale as follows: • Completion of the Ella Mae Shamblee Branch Library which opened March 2008 • Hazel Harvey Peace Center for Neighborhoods occupied by Code Compliance, Community Relations, a Police storefront and two community prosecutors Committee Member Hicks requested clarification on when the ground breaking for the Jack -in- the -Box would be taking place at the Evans and Rosedale area. Mr. Sturns indicated that it would be within the next couple of months, probably June timeframe. Mr. Sturns presented information on the new retail discount supermarket ALDI, Inc., as follows: • ALDI, Inc., one of the largest privately owned retail discount supermarket chains worldwide, will open I 1 Tarrant County locations amid its North Texas expansion of 25 stores. CITY OF FORT WORTH CITY COUNCIL HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE APRIL 6, 2010 Page 19 of 28 Economic Development Activity Update (cont'd) (Agenda Item 6) • Three Fort Worth stores opened March 19: ■ 7440 McCart Avenue ■ 5728 North Tarrant Parkway ■ 5617 S. Hulen Street Mr. Sturns also advised of a Sprouts Grocery Store going into a former Kroger Store location on Hulen near the intersection of IH2O. Chairman Jordan requested that the City staff reach out to the grocery store industry and extend the City's appreciation. He added that he would like them to be invited down to attend a future HEDC meeting in order for the committee members to express their appreciation. Mr. Sturns provided information on the North Tarrant Parkway TIF. He provided a slide showing all of the businesses located in the TIF. He spoke about the Alliance Town Center, with 629,579 sq. ft. of the mixed use growth node shopping and 288 units of townhouse style residential. He stated that under construction was a Kroger Flagship Store, Cousins Barbeque, BJ's, Olive Garden, and Rooms- to -Go. Mr. Sturns also pointed out various roadway improvements that would also be done in this area on North Riverside Drive. He added that under contract was Texas Health Resources Hospital /MOB and HCA Hospital /MOB. Committee Member Espino also spoke about the road improvements that would be made and have been made in that area. He indicated that this was an exciting development, particularly with the hospital components. Mr. Sturns spoke about the Southside TIF, in the City's Medical District. He pointed out that there continued to be new investments with Ellerbe's Fine Foods, The Usual and Miller Lofts. Mr. Sturns spoke about the East Berry TIF — Renaissance Square, on the Masonic Home property. He emphasized that this was a retail /restaurant project of up to 500,000 sq. ft on the northern portion of the 200 acre property. He added the minimum investment was $46 million. He pointed out that it would create 50 full time jobs within 365 days of being issued the first Certificate of Occupancy for the development. He spoke about the All Church Home grand opening. CITY OF FORT WORTH CITY COUNCIL HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE APRIL 6, 2010 Page 20 of 28 Economic Development Activity Update (cont'd) (Agenda Item 6) Mr. Sturns presented information about the Lancaster TIF. He provided the following information: Restoration of 1931 historic Texas & Pacific Warehouse Mixed -use development — 450,000 sq. ft. Approximately 300 market rate apartment units Historic restoration and adaptive reuse of T & P Terminal Approximately 230 market rate apartment or condominium units Approximately 11,000 sq. ft. new construction Mr. Sturns reviewed the boundary locations of the Woodhaven TIF. He spoke about the opportunity within this TIF to remove some of the older apartment complexes. He added that there were still challenges in attracting developers to provide investment and development to this area. Mr. Sturns spoke about the Neighborhood Empowerment Zones and their success. He provided a color -coded map of the City's Neighborhood Empowerment Zones and pointed out the lack of them for the north side of Fort Worth. Committee Member Espino indicated that he had been working very closely with staff for identifying areas in the North Side /Diamond Hill area for NEZ's. He felt they were needed and he commended the staff for working with him to try to identify those areas. He indicated that this item would be coming before the City Council shortly. Mr. Sturns spoke before the committee on the sw2ne Rail. He talked about funding opportunities for the proposed commuter rail routes and the development of transit oriented development around those rail lines. He explained that one of them would follow the existing rail lines from Sycamore School Road in southwest Fort Worth, through downtown Fort Worth, northeast to downtown Grapevine and then into the north entrance of DFW Airport. He stated that Transit Oriented Development (TOD) around proposed rail stations offered opportunities to enhance the areas adjacent to the stations. Mr. Sturns' last presentation slide showed The Economist Magazine with the front page captioned "America's Future — California v Texas ". He advised of the article in the magazine comparing the two states and the special report on the benefits of the State of Texas. He added from his standpoint, the future for Fort Worth's move out of the economic downturn, and that hopefully North Texas and Fort Worth will come out of the downturn faster and better than other CITY OF FORT WORTH CITY COUNCIL HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE APRIL 6, 2010 Page 21 of 28 Economic Development Activity Update (cont'd) (Agenda Item 6) communities. He indicated that this appeared to be a consistent message that he had been reading in various articles and magazines. Mr. Sturns completed his presentation Chairman Jordan indicated that it was encouraging to see development continue. There was no discussion on this presentation. Fort Worth Metropolitan Black Chamber of Commerce — Devoyd Jennings, President and CEO, Fort Worth Metropolitan Black Chamber of Commerce Devoyd Jennings, President and CEO of the Fort Worth Metropolitan Black Chamber of Commerce (FWMBCC) spoke before the committee on what was occurring at his Chamber. He emphasized that the following topics would be covered in their presentation: Convention & Visitors Bureau Construction Services & Economic Development FWMBCC FAM Tour PATHS Forward YEP Leadership Program He stated that Major Attaway, Director of Economic Development, from the FWMBCC would make the presentation. Mr. Attaway advised that their Chamber's focus was on building partnerships, making investments in the community, providing education and building leadership for the future. Mr. Attaway advised of their relationship with the Fort Worth Convention and Visitors Bureau. He advised of working with them to attract three (3) conventions in 2009, i.e., Delta Sigma Theta, Links Group and State Farm, which generated over $500,000 in room sales for the Omni Hotel and other monies in shopping and restaurants. He advised of upcoming events including the National Coalition of Black Meeting Planners on April 8 — 10, 2010. He explained that in working with this coalition more conventions could be brought to Fort Worth. He also advised that ManPower 2010 Conference would be here in August 2010, with 15,000 attendees. CITY OF FORT WORTH CITY COUNCIL HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE APRIL 6, 2010 Page 22 of 28 Economic Development Activity Update (cont'd) (Agenda Item 6) Mr. Attaway spoke about the FWMBCC Familiarization Tour. He stated that this program was the opportunity to search the United States and locate businesses to attract to Fort Worth. He explained that they had found eight (8) businesses, brought them to Fort Worth and showed them the opportunities that existed in the City for their businesses. Mr. Attaway stated that the businesses that participated were Angelica's Bakery from Chicago, Illinois; Banneker Ventures, LLC, from Washington D.C.; 1Ci, Inc., from Anaheim, California and McConnell, Jones, Lanier& Murphy, LLP from Houston, Texas. He pointed out that McConnell, Jones, Lanier & Murphy, LLP, had opened an office in the Metroplex. He also advised that Angelica's Bakery was brought back again. He recognized Ms. Bobbie Stokes from Angelica's Bakery and advised that she was awarded the 2010 FWMBCC Circle of Excellence Award. Mr. Attaway stated that Angelica's Bakery was in the process of acquiring property in Fort Worth and that it appeared that they were interested in purchasing property currently owned by the City of Fort Worth. He added that the FWMBCC was putting together a package for them to consider Mr. Attaway spoke about the heartbeat of their Chamber, which was the Construction Services Department and introduced Alan Smith the Director of their Construction Services Department. He explained that their specialty was having a plan room that was free and open until 10:00 p.m. every Thursday; that they have a monthly roundtable meeting; provided ongoing construction education; provided for the Agenda for Building Capacity (ABC) and were working on the Trinity River Vision Partnership. He spoke about some of their success stories. He recognized Gunter Jones, owner of New World Industries, in the attendance at the meeting. Mr. Attaway emphasized that Mr. Jones's company had a contract with the Tarrant Community College. He also recognized Vendim Corporation and what they had accomplished in obtaining contracts. He spoke about the FWMBCC's partnership with the Hispanic Chamber of Commerce in efforts to get businesses certified once they have been educated to the processes. Mr. Attaway continued his presentation with the efforts being made by the Economic Development Department, which he oversaw. He explained that they were really pushing issues with development with the southeast sector of Fort Worth. He recognized Andre McEwing who was with Southeast Fort Worth, Inc. He stated that they were working hard to bring new business roof tops to the community, along with residential development and employment opportunities. He spoke about the FWMBCC "s contract with the City of Fort Worth (CFW) and he provided the 2008 — 2009 CFW contract measurables as follows: Out of 14 charted measurables given to FWMBCC 7 were 100°% or above expectations 3 were 800 o or above expectations CITY OF FORT WORTH CITY COUNCIL HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE APRIL 6, 2010 Page 23 of 28 Economic Development Activity Update (cont'd) (Agenda Item 6) 3 were 50% or above expectations 1 was 49% or less than expectations Mr. Attaway completed his presentation and turned the presentation over to Mr. Devoyd Jennings, who was going to speak about their leadership programs. Mr. Jennings spoke about their leadership programs and how they were developed with the assistance of funding from the City and with the help from Council Member Kathleen Hicks. Mr. Jennings talked about one of their programs called Paths Forward Program. He stated that it was an adult leadership class for African American professionals between the ages of 21 to 40. He indicated that it was a nine -month development program designed to prepare promising African American professionals to participate as leaders in the Fort Worth/Tarrant County community. He indicated that they had just graduated a class about two months ago and 14 of the graduates are already involved in volunteer opportunities in the City and county. He stated that the PATHS Forward Community Service Projects were: • Eastwood "Village" Project • Generation Hope Laptop • Growing Up and Going Somewhere • SamariSkills and SamariU He continued his presentation on their Youth Entrepreneur Program, which was for students 14 to 18 years of age. He indicated that their program was an eight -week hands -on activity based program, teaching the fundamentals of leadership and how to start and operate a small business. He stated that by the time participants finished the 8 -week training session, they would have negotiated with a wholesaler, opened a bank account, registered their business, designed flyers and business cards, and sold products at an open market (trade fair). Mr. Jennings stated that the success was outstanding and that several of the at -risk participants were now in college. Mr. Jennings spoke about future economic development opportunities and indicated that they were still recruiting businesses to their Chamber. He introduced three (3) men from Compton, California, who were: Mr. Reggie Mitchell, Mr. Kenneth Mitchell and Mr. McGruter, who were from a company called Field Manufacturing Company. She introduced Sandra McGlothlin, Chairwoman of their Board and Brad Gorrondona, Chair -Elect of the Chamber. She also introduced two new staff members Patricia Garcia, Economic Development Manager and Frank Valdez, Business Development Manager. Her staff provided handout materials to the committee members. Ms. Navejar advised that their mission was "Economic Opportunity and Prosperity for the Fort Worth Hispanic Business Community." She added that their Chamber really worked with the entire community to succeed.
