ORDINANCE NO.
AN ORDINANCE DECLARING CERTAIN FINDINGS: PROVIDING FOR THE EXTENSION OF
CERTAIN BOUNDARY LIMITS OF THE CITY OF FORT WORTH, TEXAS, AND THE ANNEXA-
TION OF CERTAIN TERRITORY CONSISTING OF 1.6 SQUARE MILES OF LAND, WHICH
SAID TERRITORY LIES ADJACENT TO AND ADJOINS THE PRESENT BOUNDARY LIMITS OF
FORT WORTH, TEXAS; PROVIDING THAT THE TERRITORY ANNEXED SHALL BEAR ITS PRO
RATA PART OF TAXES; PROVIDING THAT THE INHABITANTS THEREOF SHALL HAVE ALL
THE PRIVILEGES OF ALL THE CITIZENS OF FORT WORTH, TEXAS; PROVIDING THAT
THIS ORDINANCE SHALL AMEND EVERY PRIOR ORDINANCE IN CONFLICT HEREWITH;
PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL PRIOR ORDINANCES
NOT IN DIRECT CONFLICT; PROVIDING A SEVERABILITY CLAUSE AND NAMING AN
EFFECTIVE DATE.
WHEREAS, a public hearing before the City Council of the City of Fort
Worth, Texas, wherein all interested persons were provided with an opportunity
to be heard on the proposed annexation of the territory hereinafter described,
was held at the City Council Chamber in the City Hall of Fort Worth, Texas on
the 20th day of January, 1975, which date is not more than twenty (20) nor less
than ten (10) days prior to the institution of annexation proceedings; and
WHEREAS, notice of such public hearing was published prior thereto in a
newspaper having general circulation in the City of Fort Worth, Texas, and in
the hereinafter described territory on the 9th day of January, 1975, which date
was not more than twenty (20) nor less than ten (10) days prior to the date of
such public hearing; and,
WHEREAS, the population of the City of Fort Worth, Texas, is in excess of
400,000 inhabitants; and
WHEREAS, the corporate area of the City of Fort Worth, Texas was 236.4
square miles on January 1, 1975, and
WHEREAS, the hereinafter described territory lies within the exclusive
extraterritorial jurisdiction of the City of Fort Worth, Texas; and
WHEREAS, the hereinafter described territory lies adjacent to and adjoins
the City of Fort Worth, Texas; and
WHEREAS, the territory hereinafter described contains approximately 1.6
square miles;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That the following described land and territory lying adjacent to and ad-
joining the City of Fort Worth, Texas, is hereby added to and annexed to the
City of Fort Worth, Texas, and said territory hereinafter described shall here-
after be included within the boundary limits of the City of Fort Worth, Texas,
and the present boundary limits of said City, at the various points contiguous
to the area hereinafter described, are altered and amended so as to include said
area within the corporate limits of the City of Fort Worth, Texas, to wit:
Being a tract or parcel of land out of the James W. Williams Sur-
vey, Abstract No. 1599; the Ellis Littlepage Survey, Abstract No.
971; the 1. Flores Survey, Abstract No. 507; the W. W. Wheat Sur-
vey, Abstract No. 1646; the N. B. Risk Survey, Abstract No. 1882,
the N. B. Risk Survey, Abstract No. 1913 and the John F. Heath
Survey, Abstract No. 641, situated about 9 miles southwesterly
from the Courthouse of Tarrant County, Texas, and being more par-
ticularly described by metes and bounds as follows:
COMMENCING at a point in the present Fort Worth city limit line,
said point is in the East line of County Road No. 1089, and is
also the Southwest corner of Lot 1, Block 500, Wedgwood Addition
to the City of Fort Worth, Tarrant County, Texas, according to
the plat recorded in Volume 388-30, page 531, Deed Records, Tar-
rant County, Texas.
THENCE South 89 degrees, 36 minutes west 10 feet to the point of
beginning of the tract herein described.
THENCE Easterly along the present Fort Worth city limit line as
follows:
North 89 degrees, 36 minutes east, at 10 feet the southwest cor-
ner of said Lot 1, Block 500, in all 2,150.92 feet to an iron pin
for corner.
THENCE north_ 1 degree, 26 minutes, 47 seconds west 426.9 feet to
a point for corner in the south line of Altamesa Boulevard.
THENCE south 29 degrees, 50 minutes east 240 feet to a point.
THENCE north 48 degrees, 09 minutes east 1,275 feet, more or
less, to a point for corner in the westerly line of Block 527,
Wedgwood Addition to the City of Fort Worth according to the plat
recorded in Volume 388-51, page 11, Deed Records, Tarrant County,
Texas.
THENCE along the westerly and southerly lines of Blocks 527 and
532, Wedgwood Addition as follows:
THENCE south 32 degrees, 26 minutes east 148.8 feet, and
THENCE south 26 degrees, 06 minutes east 162.9 feet, and
THENCE south 19 degrees, 53 minutes east 162.6 feet, and
THENCE south 13 degrees, 17 minutes east 171.2 feet, and
THENCE south 5 degrees, 45 minutes east 169.6 feet, and
THENCE north 89 degrees, 27 minutes east 262.7 feet, and
THENCE north 73 degrees, 38 minutes east 272.3 feet, and
THENCE north 80 degrees, 54 minutes east 75.3 feet, and

THENCE north 89 degrees, 55 minutes east 80 feet to a point for
the southeast corner of said Block 532, in the west line of Hulen
Street.
THENCE continuing along the present city limit line south 00 de-
grees, 05 minutes east, along the proposed west line of Hulen
Street, if extended, 386.2 feet to a point for corner.
THENCE north 50 degrees, 20 minutes east 1,167 feet, more or
less, to a point for corner.
THENCE south 70 degrees, 49 minutes east 94 feet, more or less,
to the beginning of a curve to the left having a radius of 803.16
feet.
THENCE along said curve to the left 770.5 feet to the end of this
curve and the beginning of another curve, this one to the right,
having a radius of 311.14 feet.
THENCE along said curve to the right 90 feet, more or less, to a
point for corner in said city limit line, in the west line of Mc-
Cart Street.
THENCE along the west line of McCart Street 332 feet, more or
less, to the northeast corner of a 1.4 acre tract annexed by
Ordinance No. 6752 on December 8, 1972.
THENCE continuing along said city limit line and the northerly
line of the 1.4 acre tract, westerly 285 feet more or less, and
THENCE southwesterly 155 feet, more or less, and
THENCE southerly along a curve to the right having a radius of
143.05 feet, 80 feet, more or less, to the end of curve, and
THENCE south 34 degrees, 24 minutes east 28 feet, more or less,
to a property line lying in County Road No. 1035, same being a
northwesterly line of the tract annexed by Ordinance No. 6232 on
February 25, 1970, and
THENCE along and with the northwesterly line of the tract annexed
by Ordinance No. 6232: south 52 degrees, 10 minutes west 95 feet,
more or less, and south 55 degrees, 36 minutes west 1,380 feet,
more or less, to a point for corner in the northeasterly line of
the 3.2 acre tract annexed by Ordinance No. 6752 on December 18,
1972.
THENCE along and with the lines of the said 3.2 acre tract:
North 34 degrees, 24 minutes west 180 feet, and
THENCE south 78 degrees, 57 minutes west 210 feet, and
THENCE north 11 degrees, 30 minutes west 25.95 feet, and
THENCE south 78 degrees, 57 minutes west 190 feet, and
THENCE southerly 160 feet, and
THENCE north 89 degrees, 52 minutes west 40 feet, and
THENCE south 00 degrees, 08 minutes west 180 feet to a point for
corner in the common line between the Williams and Littlepage
Surveys.

THENCE south 89 degrees, 52 minutes east, along and with the
common line between the Williams and Littlepage Surveys, 1,040
feet, more or less, to a point for corner in a property line
lying in County Road No. 1035, which property line is the wes-
terly line of the tract annexed by Ordinance No. 6232 on February
25, 1970.
THENCE along and with the line of the tract annexed by Ordinance
No. 6232:
South 29 degrees, 59 minutes west along and with a property line
lying in County Road No. 1035, a distance of 4,414.4 feet to a
point for corner, and
THENCE south 89 degrees, 43 minutes east 1,078.1 feet to a point
for corner, and
THENCE south 00 degrees, 17 minutes west 720 feet to a point for
comer in a property line lying in County Road No. 1054, and in
all 745 feet, more or less, to a point for corner in the south
right-of-way line of West Cleburne Road (County Road No. 1054).
THENCE westerly, along and with the south right-of-way line of
West Cleburne Road (County Road No. 1054) with its meanders,
7,250 feet, more or less, to a point for corner in the Survey
line between the I. Flores and the John Van Lent Surveys.
THENCE north 00 degrees, 02 minutes, 13 seconds west, along the
east line of the Van Lent Survey and the T. & P. RR Company Sur-
vey, and along the west line of the I. Flores and the W. W. Wheat
Surveys, at 50 feet passing an axle in the north right-of-way
line of County Road No. 1054, and in all 4,072.8 feet to a pipe
for corner, said pipe being the northeast corner of the T. & P.
RR Company Survey, the southeast corner of the N. B. Risk Survey,
Abstract No. 1882 and in the west line of the W. W. Wheat Survey.
THENCE south 89 degrees, 23 minutes, 14 seconds west along the
north line of the T. & P. RR Company Survey and along the south
line of the N. B. Risk Surveys, at 1,925.89 feet an iron pin in
the east right-of-way line of County Road No. 1089, and in all
1,975.89 feet to a point for corner in the west right-of-way line
of Old Granbury Road (County Road No. 1089).
THENCE north 00 degrees, 16 minutes, 16 seconds west, along and
with the west right-of-way line of Old Granbury Road (County Road
No. 1089) a distance of 1,214.55 feet to a point for corner.
THENCE south 89 degrees, 36 minutes west across Old Granbury Road
50 feet to the place of beginning and containing 1,053 acres (1.6
square miles) of land, more or less.
SECTION 2.
That the above described territory and the area annexed shall be a part of
the City of Fort Worth, Texas, and the property so added hereby shall bear its
pro rata part of the taxes levied by the City of Fort Worth, Texas, and the in-
habitants thereof shall be entitled to all of the rights and privileges of all
the citizens and shall be bound by the acts, ordinances, resolutions and regu-
lations of the City of Fort Worth, Texas.

SECTION 3.
That this ordinance shall and does hereby amend every prior ordinance in
conflict herewith, but as to all other ordinances or sections of ordinances not
in direct conflict herewith this ordinance shall be and is hereby made cumula-
tive.
SECTION 4.
That it is hereby declared to be the intention of the City Council that the
sections, paragraphs, sentences, clauses and phrases of this ordinance are
severable, and if any phrase, clause, sentence, paragraph or section of this
ordinance shall be declared void, ineffective, or unconstitutional by the valid
judgment or final decree of a court of competent juristiction, such unconstitu-
tionality shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections hereof, since the same would have been enacted by the
City Council without the incorporation herein of any such void, ineffective or
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 5.
That this ordinance shall be in full force and effect from and after the
date of its passage on first reading and publication and its passage on second
reading as provided for in Section 40 of Chapter XXVIII of the Charter of the
City of Fort Worth and it is so ordained.

Candleridge Development Corporation, the owner of 1,008.34 acres of land
adjoining the Fort Worth city limits and south of Wedgwood, as shown on the
' attached area map, has requested that the area be annexed to and served by
" Fort Worth. The letter also requests that the annexation be done under the
City Council's involuntary annexation power without petition of the land-
owners. A copy of the letter is attached.
The area is within the exclusive extraterritorial jurisdiction of the City
of Fort Worth and not subject to annexation by any other city, and is
adjacent and contiguous to present City of Fort Worth city limit lines.
The total corporate area of Fort Worth as of January 1, 1975, is 236 square
miles. The allowable involuntary annexation quota for 1975 will be 10 percent
of the January 1 area or 23.6 square miles. The Candleridge area requested
for annexation consists of 1.7 square miles which would leave 21.9 square
miles available for other involuntary annexations in calendar year 1975.
Annexation of the requested area early in 1975 would render the property
assessable on January 1, 1976, with taxes due and payable on October 1, 1976.
Revenue items such as water charges, building and other inspection fees and
traffic fines would begin immediately on final annexation.
A schematic concept plan for the Candleridge development was submitted for
Plan Commission review. A copy of the reduced schematic plan is attached. The
plan shows an orderly high quality development which can be provided with
Fort Worth municipal services without undue problems. The entire Candleridge
area is within the confines of the Wedgwood Sector Plan which has not been
completed as yet but on which a great deal of work has been done. The Candle-
ridge development has been reviewed by the Wedgwood Sector Coun.cil_.and found
to be in general conformity.
After its review on December 26, 1974, the Plan Commission:
1) Approved the Concept Plan;
2) Recommended initial zoning as requested except that "E-P" Planned
Commercial was recommended for all commercial areas to help insure
compatability of land uses where commercial and residential areas
adjoin. (Site Plan approval is required in "E-P" by Plan Commis-
sion, Zoning Commission and City Council.)
3) Recommended immediate annexation under the City Council's involun-
tary annexation power.

Summary
Normal utility installations and other services can be provided to the area
in the event of annexation. The rate of development will determine the
revenue and the level of additional services.
Recommendation
•The Plan Commission recommends that the City Council institute proceedings
for the immediate annexation of the entire Candleridge development area
under its involuntary annexation powers.
It is therefore recommended that the Council:
1) Accept the annexation recommendation of the Plan Commission;
2) Set January 20, 1975, as the date for a public hearing; and
3) Authorize and direct the City Secretary to publish the necessary
Notice of Public Hearing.

Reference: Proposed Involuntary Annexation of 1008.34 Acres
Dear Mr. Human:
In accordance with our conversation on December 2, 1974, I am submitting
a request for involuntary annexation of 1008.34 acres located within the
extraterritorial jurisdiction of the City of Fort Worth and the Fort Worth
School District and which is more particularly described in the legal
description and map attached hereto.
Carter $ Burgess, Inc. , has been retained as our engineering and planning
consultants for the project and has thoroughly researched the property
in conjunction with the City Staff to assure there are no major problems
with providing city services to the tract.
CandleRidge Development Corporation is the owner of record of the subject
tract and is holding title for four separate development entities who have
agreed to develop the total tract in accordance with an overall master plan.
The property adjoins the existing Fort Worth City Limits on its northern
and eastern boundaries and in addition to the 1008.34 acres embodying the
annexation request, there is presently 77+ acres within the Corporate City
Limits of the City of Fort Worth which adjoins the area requested for
annexation.
Within the perimeter of the subject tract, the City of Fort Worth currently
owns 1.219 acres which are used for a water storage tank. We recommend
this tract to be included in our annexation request.
We have met with the appropriate City Departments and have initiated
a zoning request on our first phase of development which is all currently
within the existing city limits.
