AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE STORM WATER CAPITAL PROJECTS FUND IN
THE AMOUNT OF $269,495 FROM A STORM WATER UTILITY FUND
TRANSFER, FOR THE PURPOSE OF EXECUTING AN ENGINEERING
AGREEMENT WITH SLATER ENGINEERING INC. FOR CITY PROJECT NO.
00480, STORM WATER DRAINAGE IMPROVEMENTS AND WATER AND
SANITARY SEWER MAIN REPLACEMENT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-
2007 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Stormwater Utility Fund in the amount of $269,495 from a Storm Water Utility
Fund transfer, for the purpose of executing an engineering agreement with Slater Engineering Inc.
for City Project No. 00480, storm water drainage improvements and water and sanitary sewer main
replacement.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and
appropriations amending the same except in those instances, where the provisions of this
ordinance are in direct conflict with such other ordinances and appropriations, in which instance
said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4.
ADOPTED AND EFFECTIVE: June 12, 2007
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of $269,495 from the Storm Water Utility fund to the Storm Water Capital Projects
Fund and the transfer of $194,026 from the Water and Sewer Operating Fund to the Water Capital Projects
Fund in the amount of $98,496 and the Sewer Capital Projects Fund in the amount of $95,530;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Storm Water Capital Projects Fund in the amount of $269,495;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water Capital Projects Fund in the amount of $98,496 and the Sewer Capital Projects Fund in the amount
of $95,530, from available funds; and
4. Authorize the City Manager to execute an engineering agreement with Slater Engineering, Inc., the
amount of $421,805 for storm water drainage improvements and water and sanitary sewer main
replacement on Berkshire-Hallmark Drainage Improvements, 150 Victorian Drive Drainage and Wedgwood
Storm Drain.
DISCUSSION:
The Storm Water Management Program was established to reduce flooding in Fort Worth, preserve
streams, minimize water pollution and to operate the storm water system in a more effective manner to fully
comply with state and federal regulatory requirements. This will be accomplished by infrastructure
reconstruction and system maintenance, master planning, enhanced development review, and increased
public education and outreach.
The scope of the project includes the design of storm water drainage improvements, water and sanitary
sewer main replacement on Berkshire-Hallmark Drainage Improvements, 150 Victorian Drive Drainage and
Wedgwood Storm Drain.
Historically, home flooding has occurred in these areas of these systems. Storm drains and culverts need to
be constructed and extended to convey the 100-year storm flow.
Slater Engineering, Inc., proposes to perform the necessary design work for a lump sum fee of $421,805.

City Staff considers this to be fair and reasonable for the scope of services proposed.
In addition to the contract amount, $41,173 (water: $1,980, sewer: $2,475 and storm water drainage
$37,258) is required by the Engineering Department for project management.
Slater Engineering, Inc., is in compliance with the City's M/WBE Ordinance by committing to 21 percent
M/WBE participation. The City's goal on this project is 19 percent.
This project is located in COUNCIL DISTRICT 3, Mapsco.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current capital budgets, as appropriated, of
the Water Capital Projects Fund, the Sewer Capital Projects Fund and the Storm Water Capital Projects
Fund.
