ORDINANCE NO.
AN ORDINANCE APPROPRIATING REVENUE OF THE
CITY IN EXCESS OF ITS TOTAL ESTIMATED IN-
COME AS SET FORTH IN THE ANNUAL BUDGET FOR
THE PURPOSE OF APPROPRIATING THE SUM OF
$164,952 NECESSARY TO FINANCE THE PURCHASE
OF ONE 1500 GALLON CRASH/FIRE/RESCUE
VEHICLE PER CITY SPECIFICATIONS FOR THE
AVIATION DEPARTMENT; PROVIDING A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR APPROPRIATION ORDINANCES; REPEALING
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the City Manager of the City of Fort Worth shall
be provided with such revenue as may be secured from the various
sources included in Ordinance No. 7598 and in the Budget of
the City Manager; arid, in addition thereto there is hereby
appropriated a sum of One Hundred Sixty Four Thousand Nine
Hundred Fifty Two and N0/100 Dollars ($164,952) for the purpose
of purchasing one 1500 Gallon Crash/Fire/Rescue Vehicle per
City Specifications for the Aviation Department. That the
sum of $164,952 hereby appropriated is available in Index Code
902882. The City Manager shall be authorized to transfer such
$1.64,952 from the General Fund Reserves.
SECTION 2.
Should any part, portion, section or part of a section
of this ordinance be declared invalid or inoperative or void
for ,any reason by a court of competent jurisdiction, such
decision, opinion or judgment shall in no way affect the

remaining portions, parts, sections or parts of sections of
this ordinance, which provisions shall be, remain and continue
to be in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of ordinance
No. 7598, but all other ordinances and appropriations for
which provision has been heretofore made are hereby expressly
repealed if in conflict with the provisions of this ordinance.
SECTION 4.
That this ordinance shall take effect and be in full
force and effect from and after the date of its passage, and
it is so ordained.

This crash rescue vehicle is equipped with emergency fire fighting and rescue
equipment and is to be used at Meacham Field in aiding aircraft and personnel
in the event of crashes, and also in the prevention of aircraft mishaps.
FAA regulations require that airports serving an average of five scheduled
departures per day of large aircraft by aircraft users shall have the above
fire fighting equipment. FAA also requires that an airport that serves, or is
expected to serve, turbine powered aircraft of more than 90 and less than 126
feet in length have a lightweight vehicle with a capacity of 500 gallons of
protective foam and 500 pounds of compatible dry chemicals.
The old equipment presently in use consists of two 1952 model crash trucks,
one 1952 500 gallon pumper truck and one 1973 rescue pickup truck. This old
equipment will be used to serve the requirement for lightweight vehicles until
such time as funds become available for purchase of replacement equipment.
Financing
Sufficient funds are not available in the Aviation Department's 1977-78 budget
to purchase this equipment. It is proposed that funds for this purchase be
made available from General Fund Reserves.
Recommendation
It is recommended that:
1) An ordinance be adopted appropriating funds in the amount of $164,952
from General Fund Reserves to the non-departmental (I.C.213967).
2) The purchase be made from Oskosh Truck Corporation on its low bid
of $164,952 net, f.o.b. Fort Worth.
