ORDINANCE NO.
AN ORDINANCE AMENDING SECTIONS 29-97 AND 29-110
OF CHAPTER 29 OF ORDINANCE NO. 5282, THE CODE OF
THE CITY OF FORT WORTH, BY PROVIDING FOR THE USE
OF CERTAIN MATERIALS FOR SHOWER PANS AND FOR THE
TESTING THEREOF, BY PROVIDING REGULATIONS FOR
VALVES TO BE USED ON WATER HEATERS, AND BY PRO-
VIDING REGULATIONS FOR THE INSTALLATION OF COLD
WATER INLET LINES TO ELECTRIC WATER HEATERS; PRO-
VIDING A SEVERABILITY CLAUSE; MAKING THIS ORDI-
NANCE CUMULATIVE OF OTHER ORDINANCES WITH RESPECT
TO PLUMBING REGULATIONS; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; PROVIDING A PENALTY; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That Section 29-97 of Chapter 29 of Ordinance No. 5282,
as amended, the same being the Code of the City of Fort
Worth, be, and is hereby, amended to read as follows:
Each shower bath shad be provided with
trap of cast iron, brass or lead with water
seal of not less than two inches or more than
four inches. Inlet and outlet of this trap
shall not be less than two inches in diameter.
Showers installed independent of shower heads
over bathtubs shall be wasted through a double
drainage floor drain appliance as made by the
various manufacturers, and approved by the
plumbing inspector. Drilling of the brass
strainer will not be permitted. Waste shall
connect with either vertical stack or horizon-
tal house drain independent of all other fix-
tures; and in no case shall be connected to
lead bend or lead ferrule serving water closets.
When two inch P-traps are used under showers
in order to keep from cutting the floor joist,
the extension from trap to strainer shall be of
cast iron or brass and the distance from floor
line to trap shall not exceed two feet, and the
distance from water seal to point of entrance
on vertical or horizontal connection on con-
tinuous waste shall not exceed five feet. Be-
yond this limit, traps shall be revented.

Wherever built-up shower baths are installed,
except those constructed on concrete slabs
directly on the earth, the base may be precast
terrazzo receptor with flange cast integral,
and shall be of galvanized, bonderized steel
and shall extend not less than one inch above
the shoulder. The shoulder shall be not less
than one inch high and not less than one and one-
fourth inches wide, or the base of the shower
stalls shall be lined with sheet lead weighing
not less than four pounds to the square foot.
Lead shower pans shall be protected on both
upper and lower sides by coating with asphalt
and application of thirty pounds asphalt felt
over such coating on both sides of pan. The
sheet lead shall be turned up on all sides to
a height of not less than six inches. In lieu
of using lead for shower pans, laminated materials
manufactured under Federal Specifications
UU-P-31b or CCC-T-191b may be used in the same
manner and in accordance with the same regula-
tions provided herein for the use of lead for
such purpose. Also in lieu of using lead for
shower pans, poly vinyl chloride material, blue
style, 9205-020 gauge, and bearing the manufac-
turer's markings as to grade and thickness, may
be used in the same manner and in accordance
with the same regulations provided herein for
the use of lead for such purpose, provided: (1)
the installation is on smooth flooring; (2) the
base of the stall is sheathed smooth above the
six inch shower pan, and (3) a vinyl mastic
sealer is used on the sheathing and on all lapped
corners. Base and walls of the shower stall
shall be of nonabsorbent materials and impervious
to moisture. Each of the above described water
pans shall be water tight, and a test to determine
such shall be made by plugging the drain and
filling the pan with water to the height of the
threshold of the pan.
When shower baths are installed in manufactur-
ing establishments, shop and engine or boiler
rooms in basements or if the floor in such
places is constructed on the ground using con-
crete or tile, then the double drainage fixture
and lead pan need not be used. Cast iron combi-
nation P-trap with strainer may be used with
wastes and vents in such business establishments.

Prefabricated shower stalls with metal walls
and enameled metal, stainless steel, terrazzo
receptor, or fiberglass receptors and stalls
and other homogeneous nylon material manufac-
tured in accordance with CS-222-59 may be in-
stalled on the ground floor of residential
buildings only. Such stalls installed in
residential buildings above ground floor shall
have terrazzo, fiberglass or other homogeneous
nylon receptors. Shower walls and receptor
shall be connected with water-tight joints in
such installation.
SECTION 2.
That Section 29-110 of Chapter 29 of Ordinance No. 5282,
as amended, the same being the Code of the City of Fort
Worth, be, and is hereby, amended to read as follows:
All water heaters installed shall be ap-
proved by the A.G.A. for the proposed use,
and their stamp of approval shall be plainly
marked on such heaters. The temperature and
pressure valve, safety pilot and thermostat
shall be approved by the A.G.A. All gas-fired
water heating boilers and storage type water
heaters shall be equipped with a thermostat
and separate pilot burner, and the burner shall
be equipped with a safety gas control which will
shut off the main burner gas supply if the pilot
should be extinguished. In addition to the
thermostat, all such water heaters shall be
equipped with a temperature and pressure relief
valve set so that water will be released from
the heater when the pressure exceeds one hundred
and twenty-five pounds per square inch or when
the temperature exceeds two hundred and ten de-
grees.
This valve shall be constructed so that it
will automatically open when either the above
temperature or pressure is reached. This valve
shall have a lever to open the pressure side of
the valve so that it can be tested from time to
time. A metal tag or plate shall be permanently
attached to the main body of the valve, and such
tag or plate shall show thereon the manufacturer's

name, the BTU discharge capacity and the pres-
sure setting. All water heaters in new instal-
lations and replacement installations or which
have been previously installed but are moved
shall comply with the provisions herein regard-
ing a temperature and pressure relief valve.
This valve shall be placed in the hot water
line not more than four inches from the hot
water outlet of the heater, and shall be ac-
cessible at all times. The BTU capacity of
this temperature and pressure relief valve shall
be equal to or greater than the BTU input to the
water heater on which it is installed. The re-
lief line from such relief valve shall be run
independently to the outside of the building
and turned down so as to discharge on the ground,
and it shall be of galvanized pipe or hard
tempered copper not more than one pipe size
smaller than the outlet on the valve. The dis-
charge end of the relief line shall not be more
than two feet above the ground so as to protect
anyone passing from being scalded. No water
heater shall be placed more than four feet six
inches above the floor of the room or closet in
which the hot water heater is located.
Steam boilers used as water heaters shall be
tested and approved by the state boiler inspector,
whose certificate of approval shall be filed in
the office of the city plumbing inspector. Such
boiler shall be equipped with all the same safety
devices and controls required for water heaters.
Electric water heaters and controls shall be
approved by the Underwriters' Laboratories, Inc. ,
and shall be provided with temperature and pres-
sure relief valve as described for gas water
heaters. Where the cold water inlet of an elec-
tric water heater is at or near the bottom of
such heater, the cold water inlet line, before
introducing cold water into the heating unit of
such heater, shall be brought to a point above
the top of such heater and there connected with
the hot water outlet line of such heater by a
pipe not smaller than one-eighth of one inch, to
prevent the heater from draining when the cold
water supply is turned off.

Water heaters equipped for burning liquid
fuel shall be provided with controls as required
for gas-fired water heaters.
SECTION 3.
That if any section, subsection, sentence, clause or
phrase of this ordinance is for any reason held to be
unconstitutional, such holding shall not affect the va-
lidity of the remaining portions of this ordinance, and
all of the remainder of this ordinance not so held to be
unconstitutional shall continue to be in full force and
effect.
SECTION 4.
That this ordinance shall be and is hereby declared
to be cumulative of all provisions of the Code of the City
of Fort Worth, Ordinance No. 5282, and amendments thereto,
with respect to plumbing regulations, except in those in-
stances where the provisions of this ordinance are in
direct conflict with such Code, in which instances said
conflicting provisions of such Code are hereby repealed.
SECTION 5.
That the violation of any provision of this ordinance
relating to plumbing regulations shall be punished by a fine
of not exceeding Two Hundred Dollars ($200.00) , and each
violation thereof shall be and is hereby declared to be a
distinct and separate offense and punishable as such; pro-
vided, however, if the maximum penalty provided by this
ordinance for any such offense is greater than the maximum

penalty provided for the same or a similar offense under
the laws of the State, then the maximum penalty for vio-
lation as provided by State statute shall be the maximum
penalty under this ordinance.
SECTION 6.
That this ordinance shall become effective and be in
full force and effect from and after its passage and pub-
lication as required by law.

For several months, the Supervising Board of Plumbers has been re-
viewing a number of proposed amendments to the Plumbing Ordinance
(No. 5282) (which is contained in the Code of the City of Fort Worth,
adopted November 16, 1964). After considerable study and discussion,
the Board recommends amendment of the Code by adoption of the attached
ordinance.
The proposed amendments are summarized as follows:
Section 1
Section 29-97 - Shower Baths. This section amends Section
29-97 by allowing the use of poly vinyl chloride material,
blue style, 9205-020 gauge, and bearing the manufacturer's
markings as to grade and thickness, in lieu of lead pans for
shower stalls.
Section 2
Section 29-110 - Water Heaters. This section is amended to
require the installation of automatic temperature and pressure
relief valves on all water heaters that are replaced, thereby
eliminating the manual replacement of fuse plugs.
