TO FORT WORTH CITY SECRETARY CONTRACT NO.48728
WITH ALAN PLUMMER INC.
THIS SECOND AMENDMENT is entered into by and between the City of Fort Worth
("City"),a home-rule municipality in the State of Texas,acting through Dana Burghdoff,its duly
authorized Assistant City Manager, and Alan Plummer Associates, Inc. ("Consultant") acting
through Ellen T. McDonald,Principal.
WHEREAS, the City and Consultant, entered into that certain agreement identified as
City Secretary Contract No. 48728 for services related to Mary's Creek Reclamation Facility
Permit Application Regulatory Compliance("Contract");and
WHEREAS, on July 24,2018,the parties executed the First Amendment to the Contract
to increase the not to exceed amount by$25,000; and
WHEREAS, the parties agree that it is now necessary to increase the scope of services
and the not to exceed for the performance of those services.
NOW, THEREFORE, for and in consideration of the mutual covenants contained herein, and
other good and valuable consideration, the receipt and sufficiency of which are hereby
acknowledged and confessed,the parties hereto agree as follows:
Section I: The CONTRACT is amended to include the additional services specified in
the proposal shown as Exhibit A attached hereto and incorporated into the scope of
services of the Contract. The cost to the City for the additional services to be performed
by the Consultant shall not exceed$74,890.00.
Section II: The CONTRACT is amended to provide for not to exceed amount of
$490,839.
Al l other provisions of the Contract which are not expressly amended herein shall remain in
full force and effect.

Mary's Creek Water Reclamation Facility Nutrient Model
Scope of Work and Schedule
Plummer Associates, Inc., ("ENGINEER") is assisting the City of Fort Worth ("CLIENT") in the
permit application for the proposed Mary's Creek Water Reclamation Facility (WRF). This
scope of work describes additional water quality modeling services to support the permitting
process.
The focus of this effort is the development of a dynamic model to simulate the impact of nutrient
constituents (i.e. nitrogen and phosphorus species) in the WRF effluent on algal communities
downstream.
The new model ("ExtendedW2") will be constructed by extending and refining the existing water
quality model developed by Tarrant Regional Water District ("TRWD model"). The TRWD
model is a dynamic water quality model built using the United States Army Corps of Engineers
CE-QUAL-W2 (W2) model platform. Currently the TRWD model encompasses the Clear Fork
and the West Fork of the Trinity River near Fort Worth, TX within its model domain.
ENGINEER will add a new model segment branch for Mary's Creek to the TRWD model to
create the ExtendedW2 model. In addition, model parameters in the ExtendedW2 model —
such as kinetic rates and simulation period — will be reviewed and refined to ensure that the
model is as accurate and reliable as possible within the constraints of the available data and
model assumptions. The ExtendedW2 model will be used to simulate the fate and transport of
WRF effluent nutrients from the proposed WRF outfall downstream to the confluence of the
Clear Fork and West Fork Trinity River.
The following is an overview of BASIC services to be provided by ENGINEER:
A. Create a sampling plan to collect site-specific water quality data to develop model
parameters;
B. Develop the ExtendedW2 model by adding a new segment branch for Mary's Creek
to the TRWD model;
C. Review and refine model parameters in ExtendedW2 model;
D. Evaluate model performance and sensitivity to model parameters;
E. Other technical support; and
F. Project Coordination.

BASIC SERVICES
Basic Services include the following tasks.
Task A. Create sampling plan to collect site-specific water quality data to develop model
parameters
ENGINEER will develop a sampling plan for CLIENT to collect site-specific water quality data
(e.g. nutrients, chlorophyll-a) in Mary's Creek to support the development of model parameters
in the ExtendedW2 model. The plan will detail the sampling period, sampling sites, number and
frequency of sampling trips, number of samples to collect and water quality parameters to be
analyzed It is envisioned that this initial sampling effort will be conducted over the course of
several months and will only involve the collection of grab samples and instantaneous water
quality sonde measurements. The budget assumes that all sampling and analysis will be
performed by the City.
Task B. Add a new segment branch for Mary's_Creek to the TRWD model
ENGINEER will add a model segment branch for Mary's Creek to the TRWD Model to create
an extended model ("ExtendedW2"). Activities include:
1) Develop model segmentation for Mary's Creek using cross sections from existing HEC-
RAS model for Mary's Creek; and,
2) Incorporate appropriate nutrient parameters from various literature sources and prior
studies (e.g. TRWD Tracer Studies) into segments of the Mary's Creek branch.
Task C. Review and refine model parameters in ExtendedW2 model
ENGINEER will review and refine model parameters in the ExtendedW2 model. Activities
include:
1) Review and adjust (if needed) the model simulation period to capture a more
representative hydrological period;
2) Review and adjust model parameters to improve agreement with site-specific data
collected from Task A and from other historical water quality data sources (such as
TRWD Water Quality Database, Texas Commission on Environmental Quality (TCEQ)
Surface Water Quality Monitoring (SWAM) database, etc.).

Task D. Other technical support;
To the extent that budget allows, ENGINEER will provide other technical support related to the
Mary's Creek permit application, as requested by the CLIENT. As part of this support,
ENGINEER may perform some or all of the following tasks:
• Compare model outputs with collected data to evaluate model performance;
• Conduct sensitivity analyses on model parameters to evaluate range of predictions for
key constituents such as chlorophyll-a, nitrogen and phosphorus species;
• Summarize model assumptions, output and results on PowerPoint slides;
• Data analysis or model development for other parameters such as bacteria or TDS;
• Assessment of or documentation of treatment performance
• Other tasks requested by the CLIENT
Task E. Proiect coordination and meetings
ENGINEER will conduct up to three meetings to provide updates on model findings to the
CLIENT.
ADDITIONAL SERVICES
Additional Services are services that are not included in the BASIC SERVICES scope or
budget. Additional Services may be necessary to support the permit application or facilitate the
completion of its review but are not anticipated at this time to be necessary to accomplish the
objectives of the project. If Additional Services are requested, ENGINEER will prepare a scope
and budget for such services and will not perform Additional Services unless authorized to do
so by the CLIENT. Additional Services may include, but are not limited to the following:
• Modeling of additional scenarios beyond the current proposed scenarios;
• Meetings with the CLIENT, regulatory agencies and stakeholders beyond BASIC
SERVICES;
• Participation in public meetings or contested case hearings;
• Collection of field data beyond BASIC SERVICES (e.g. conducting long-term and/or
continuous water quality monitoring, or bathymetry surveys)
• Development of additional nutrient models using other platforms beyond CE-QUAL-W2
• Additional task requested by the CLIENT

BUDGET AND SCHEDULE
Budget estimates are provided in Table 1. Compensation by the CLIENT to the ENGINEER will
be on a time-and-materials not-to-exceed basis. The budget for Basic Services is $74,890.
Completion of tasks assumes Notice to Proceed is received by May 1, 2020.
