SUBJECT: U.S. Department of Justice, Office of Community Oriented Policing
Services Audit Report # GR80-98-040
Back-ground:
On September 24, 1998, the U.S, Department of Justice, Office of Community Oriented Policing Services (DOJ,
COPS) issued an audit report containing five original audit findings and recommendations. Of the original five findings
and recommendations, two audit findings remain open.
• Require the City of Fort Worth to refund the $49,135 of excess MORE funds that were reimbursed to the City.
• Require the Police Department to submit corrected Financial Status reports.
History:
The Department's initial response to the $49,135 in questioned funds was sent on November 25, 1998. In this
response, changes made to the approved budget were detailed. The $49,135 originally approved for a website
developer position and the website hardware were reallocated prior to DOJ notification to continue paying for desk
officers and code blue coordinators. DOJ's response was that they Mjgt ht accept such an alternative to close the
recommendation if the Fort Worth Police Department provides supporting documentation including:
• All payments made for civilian desk officers and code blue coordinators with grant funds.
• A schedule of salaries paid to these employees and the amount of federal and local match of grant
expenditures reported.
• A description of the methodology used to allocate the salaries of the desk officers and code blue coordinators
to the federal and local share of grant expenditures.
• Documentation that shows the expenditures incurred for desk officers and code blue coordinators were in
addition to costs that would have been incurred had the FWPD not received the MORE grant.
The Police Department will submit an M&C for an upcoming City, Council meeting. At that time, the City Council will, be
asked to authorize the City Manager to refund the $49,135 of excess grant ends to DO.
