HomeMy WebLinkAboutIR 8857INFORMAL REPORT TO CITY COUNCIL MEMBERS No. Introduction: The Storm Water Management Division reported to the Infrastructure and Transportation Committee on May 8, 2007, and the City Council during the May 15, 2007 Pre - Council meeting that staff planned to recommend an increase in the monthly storm water utility rate of $0.30 as a part of the FY 2007 -2008 budget request. This is a lower increase than projected when the program was implemented in 2006. if approved, the new rates will become effective starting with the October 2007 bills. Process: As a result of various notification and public hearing requirements, a number of events need to transpire between now and the implementation of the new rates and this IR explains those events which Council members will see over the next several weeks. A. Pursuant to the requirements found in the Local Government Code, Chapter 402.045 (d) a municipality may revise its schedule of drainage charges after publication in a newspaper of general circulation as described below. An M &C and ordinance are in draft and will be presented soon. B. Additionally, pursuant to the requirements found in the Local Government Code, Chapter 402.045 (c) and (d): 1. Notification of the public hearing must be published three times prior to the public hearing with the first notification no later than 30 days prior to the hearing. These notifications must include publication of the full ordinance. 2. The first notification will be on Friday, July 27, 2007 and the public hearing its proposed to occur at the City Council meeting on Tuesday, September 4, 2007. C. In the interest of informing the public of the proposed new rates, information will be inserted in August water bills. Neither the public hearing nor approval of the M &C precludes the ability or need for staff to stay actively engaged with the public regarding explanations of this vital program and/or the rates.
