An ordinance providing for the granting of permits and license to
plumbers and those engaged in the plumb Ag business in the City of Fort
Worth, and providing for the giving of bond therefor payable to the
said City, and the manner and way in which plumbing work shall be done,
and providing for the inspection of such work and the scale of fee:: for
such inspection, and prescribing penalties for the violation of; u=;is act,
and repealing all ordinances in conflict herewith, and particularly re-
pealing Sections 490 to 528 inclusive of Chapter 1, Title 5 of the Revised
Ordinances of the City of Fort Worth as compiled by William D. Williams
and Thomas J. Powell.
BE IT ORDAINED BY THE BOARD OF C0121ISSIONERS OF THE CITY OF
FORT WORTH:-
Section 1. That hereafter it stall be unlawful for any person,
firm or corporation to engage in the pl,ttbin- business. as a master or
contracting plumber in the City of Dort Worth without having first se-
cured from the Commissioner of Water, Light and Sewers, a master
general permit.
Section 2. Such app'ItUtion for master plumber's general permit
&hall be nude in writing, upon blanks furntSW by said Commissioner,
which shall shoat the name of the applicant, try location of ' -a, i' s .r
;heir place of business and shall disclose such other reasonable infor-
mation upon this subject as may be required.
Section 3. Said permit shall not be -ranted until *here shall be
filed with the application a bond, payable to the Citv of Fott Worth, :..
the sum of Fifteen Hundxed ($1500.00) Dollars executed . tie a:- i licant

the State of Texas. Said bond shall be conditioned to protect the Civs
of Fort Worth against loss or damage by reason of the carelessness or

of Commissioners of the City of Fort Worth, and may be sued on in any
Court of Competent aurisdiction by the City of Fort Forth or any one
aggrieved for any breach thereof.
Section 4. Upon the approval of such bond, it shall be the duty of
such Commissioner to issue to said applicant a master plumber's general
permit to er4ga£-e in business in that capacity for the period of one year
therefrom, which permit shall not be transferable.
tection 5. Any person, firm or corporation desiring to engage in
the business of master plumber in the City of Fort Worth, shell nave his,
its or their full name, residence and place of business registered in
a book kept for that purpose by the plumbing inspector, or bir the said
Commissioner, and in case of the removal or change of name or composition
of any firm or corporation, notify the said inspector or said Commissioner
at once of such change, and they shall faithfully observe and keep all
ordinances of the City pertaining to plumbing, and all plumbing work
done by them or under their control, shall be executed in a workmanlike
:canner. No person, firm or corporation no, so registered, shall be :an-
ted a master plumber's general permit.
Section 6. No special permit shall be required for minor repair
work. By minor repair work is meant the repairs of leaks in pipes,
trapo or cocks, opening up waste or supply pipes, traps or drains; and
repi"tng anjixtures and frozen pipes inoide of the walls of buildings,
but where wastes of fixtures are changed and inspection is required,
special permits must be taken out and Inspector notified of change before
same is covered up.
Section 7. It shall be the duty of any person, firm or corporation
of master plumberh to notify the Plumbing Inspector when plumbi�:., work
is ready to be tested or inspected. Said notice must be

filed in the office of the Plumbing Inspector at least four hours
before such test or inspection is desired.
Section 8. The term of plumbing work as herein provided cov-
ers all water pipes from water main in street and through premises
and building, all pipes used to ventilate sewerage system in build-
ingsto a distance of four feet outside of foundation wall;also all
material and work used in the construction of new work or the re-
construction, alteration or placing of new or repla'ting of old pipes,
fixtures and appurtenances thereto belonging Which are used to con-
duct water to and from and to distribute it in or about any building
for any use whatever;also all pipes in connection with gas,vapor
or waste of any kind which may be discharged into drains or sewers;
also all repairs on aforesaid pipes,flxturea,ete.
Section 9. All tests of roughing im plumbing to finishing
floor and wall line must be made with either water or air. If the
test be made with water the entire system of plumbing must be tilled
with water to the top of the highest vent-pipe on roof. If the test
be made with air it must be under a pressureof not less than ten
pounds to the square inch. All tests herein stquired muB t be applied
by the plumber in charge of the work, in the presence of the Plumb-
ing' Inspector, and maintained for a sufficient length of time to
allow the Plumbs ng Inspector to make a thorough and complete examin -
ation of the work, and, if defective material or workmanship be
found ou the job,the same must be removed at the expense of the
matter plumber having charg8 of the work and replaosd with proper
kind of material and workmanship within ten days from the time such
defects are discovered.
Section 10. After all f*xtures are connected and traps filled

with water therm shall be a final inspection made. In no case shall
the Plumbing Inspector accept or approve any job of plumbing work
until the same has been made perfectly tight and to conform with
the ordinance.
It shall be the duty of the Plumbing Inspector to furnish

at all times information regarding the requirements of this ordinance.
It shall be the duty of the Plumbing Inspector to supervise all
plumbing work done in the City of Fort Worth, and if, after having made
the proper final inspection on any job of plumbing work, the same is
found to be properly done and to be perfectly tight, as required by this
ordinance, it shall be the duty of the Plumbing Inspector to issue to
the master plumber in charge of the work, a certificate of completion,
setting forth the fact that the work has been tested and inspected and
the same found to have been done according to the requirements of this
ordinance.
Section 11. It shall be ithe duty of the Plumbing Inspector to inves-
tigate all cases reported or referred to him conserning the use of im-
perfect material or workmanship of any sob of plumbing work, or the vio-
lation of the provisions of the ordinance either by the master or jour-
neyman plumbdr, builder or owner, and to stop work and report same to the
Commissioner of dater, Lights and Sewer`s, who shall investigate the same,
and in case of violation of the provisions of this ordinance institute
prosecution against the offending parties.
Section 12. It shall be the duty of the Plumbing Inspector or any
sanitary officer to make inspections of old plumbing work at the re-
quest of the agent, owner or occupant of any building or premises where
said plumbing work is located, in order to ascertain whether or not the
plumbing in said building or premises is in a sanitary condition. The
said Inspector shall have the right and authority to enter any building
or upon any premises at all reasonable hours after asking permission of
occupant to do so, to ascertain if the provisions of this ordinance or
any ordinance relating to plumbing have been or are being complied with.
Also where he has reason to believe defective or unsanitary plumbing
exists, and when ever defective or unsanitary plumbing is found, It shall
be the duty of the said plumbing inspector to notify the agent or owner
of the premises on which the same is found to forth with cause such

plumbing to be changed and be made to comform with
the rules and requirements of this or any existirt-dinanoelr,,and
such owner or agent is hereby required within ten lldays after re-
eeiving ereh notification to comply therewith, and failing or neg-
lecting to do so he shall be considered as maintaining unsan-
itary plumbing and violating the requirements hereof,and it shall
be the duty of the said Plumbing Inspector to make complaints
against such owner or agent and cause him to be prosecuted.
Section 15. The Plumbing Inspector shall keep a complete record
of all inspections and tests made by him as Plumbing Inspector
in the city and make a report of the sane each month to the Board
of Commissionera,save that it shall not be necessary to report the
tests made on old work.
Section 14. The Plumbing Inspector shall have a record book,
wherein he shall register the full,name, residence and p h ce of
business of all persons,firms or corporations engaged in doing
plumbing work 1.n the city as master plumbers.
Section 15. It shall be unlawful for the Plumbing Inspector
toengage in the business of the master plumber or to perform any
work as a Journeyman plumber in the City of Fort Worth during the
term of office as Plumb ng Inspector.
Seotbon 18. The City Plumber shall act as Plumbing Inspector
and shall be charged with 'and shall perform all of the duties of
such,as herein required,and that mnnr be prescribed by -ther ordinance
of the City of Fort Korth of a similar purport or nature . ue shall
charge for the work of inspection Erequired of him by ordinances of

The fees so collected shall be turned over to and deposited with
the Secretary of the Water Works and credited to the Water Works
fund; and in each case where fees are collected,receipt# shall be

issued therefor and a record of same preserved on a stub kept for that
purpose, and a memorandum of same (Showing name of person and amount
collected shall be kept and preserjtad in a book for that purpose in the

office of the City Plumber.
The following rules and regulations are hereby established to govern
the construction of all new work and the re-construction of all old
plumbing work.
DRAIN PIPES:
All drain pipes shall be extra heavy cast iron or lead, and extend
three feet outside of building with brass clean outs at foot of each
stwck, clean outs to be aceessable.
VIWT PIPES:
All vent pipes shall be standard cast iron or lead, and extend
two feet above highest opening in main roof.
All soil pipes shall be caulked together with lead and oakum.
Connection of lead to iron pipe shall be made with extra heavy
brass or combination 'ferrules caulked to iron pipe and wiped to lead
pipe, or by using lead bends or lead pipes with cast iron or extra heavy
brass thimble at least J inch longer than depth of hub inserted in end
of lead bend* or pipes and caulked to iron pipe.
FITTING DRAIN PIPES:
shall be extra heavy cast iron, and openings in drain pipes for
fixtures shall be made with Y's, }, 1/6 and lA6" bends, sanitary T's,
crosses,arid I bends.
SIZE OF WASTE PIPES:
The proper size of waste pipes for fixtures shall not be lass than
the following sizes: and for additional fixtures increased in size as
follows:

FITTING VENT PIPES:
Standard vent branches, inverted Y's or plain T's, shall be used
in openings left in vent pipe to revent fixtures .
The proper size for ventilation pipes shall be as follows, and in-
c,reased in size as follows:

Each building shall have at least one four inch vent pipe.
Eac'i fixture must be revented, and have water seal trap placed s.s
close to fixture as practical.
All traps must have a water Beal of not less than 1i --hes in depth,

and must be set true to water seal.
The term "fixture" used is construed to mean each and every waste
opening in a section or part of a section of closets, basins, sinks,
wash tracys, urinals, slop sinks and tubs.
Exception to general provision of revent and w&,ter seal trap for
each fixture.
Sectional wash trays and basins may be tr2klped and vented as follows,
the waste pipes from three compartments of sectional wash trr.ys or basins
to connect independently with one 4 x 8 drum trap', t1rap to be revented,
from one to three additional compartments to be connected in the � ....
manner.
Where revent pipes are connected into .ain stack, it wiall be a

Drawn lead drum traps not less than 4 x 8 inches must be used q*
wash trays with brass trap screw and be accessible.
Kitchen sinks in residences must have 4 x 8 arawn leas drum trap
with trap screws or grease trap. S As in any hotel, resturant or other
public cooking or manufacturing establishment, such as bakeries, candy
factories, etc. , must have grease trap located under or as close to sink
as practical.
Bath tubs to have 4 x 8 drawn lead drum traps 7-ith brass trap screws
(or other non-siphoning water s� al traps. )

Bell trap in basement when connected direct to drain pipe, shall be
provided with extra heavy cast iron P. trap and be revented.
Catch basins in basements are classed as fixtures and must be install-

Each cat-65 basin drain pipe in basement must be fitted with W _ck
:rater ttap and � e valve.
Yo permit for a basement drain shall be granted until owner of build-
ing has signed a contract releasing the City of Fort Worth from any damage
that might result from basement bet g flooded by the stoppage of main
sewers.
WASH RACKS:
In livery stables, barnes and carriage repositories shall drain into
sand traps.
Sand traps are classed as fixtures and shall be made of concrete or
bricx with tight cover, water seal trap on sewer side and b 4c:c vented.
Steam boiler blowoff, pump exhaust, bleeds from engines, heaters and
tanks shall empty into cast . iron,brick or concrete blow off tank,fittea
witli steam tight cover wi" '_ opening in blow off tank for vent pr e,to
carry off steam and vapor, tank to have watier seal trap on arzin yore and
discharge into a catch basin.
Waste pipe for refrigerators or other receptacles inwhicii provisions
are stored, shall not '.a connecspa Qirect ,ri-;h drains, soil
or waste pipe,but must drip in open tray,the tray being trapped and
the lower end of water pipe from tray discharging into some fi9turs

same may be connected with drains, soil or waste pipes 1Y properly
trapped and traps ventilated in accordance with the provisions of
this ordinance, regulating traps and ventilaticns.
No down-spouts, rain water or range boiler pipe shall be con-
nected to a sanitary sewer.
Pater closets must be glazed earthenware or iron inameled,all
expos'cd; the woodwork to consist of seat only.
Every water closet shall be supplied with water from a separate
tank or cistern of not less than four-gallon capacity,andrfo flush
for same shall be less than one and one-fourth inches in diameter.

ply, or closets not having their walls flushed with ach discharge
of the tank will not be allowed in any building, and if taken out

All outside closets shall be installed as follows: four-incli

joints either with soldering irons or cloth, will be allowed.
All joints in cast iron pipe and fittings must be made with molten
lead and oakum. ;
All public urinals shall have an automatic flush tank to Supply
same, and the floor under urnial shall be of non-absorbent material.
All extensions to work in buildings shall be done according to this
ordinance.
All connections between lean and iron soil pipe must be :wade of
eit,h�tr extra heavy brass on drains, Std. on vents or other approved
ferrule.
All lead bends, lead traps and lead ferrules shall be of drawn le:ta,
and of not less than four pound lead to square foot. ITo cast lead traps,
ferrules or bends shall be allcvied.
Wish out closets, revented in the rough, must have revent as close to
floor line as possible.
All drains from house to sewer must be vitrified clay or extra heavy
iron pipe, made to a uniform grade to the satisfaction of the City Plumber
joints of clay pipe to be cemented with best Portland cement, and cast
iron pipe caulked with molten lead and oakum.

less then six inches under grade.
All fittings for sewer connections must be Y's one eighth and one
sixteenth bends.
In buildings of more than seven stories, the Durham aydtem may be
used, the material of which aiiall be of the recognized standard for this
pystex, lasing the. screwed pipe and recessed fitt,lrigs and shall be in-
stalled in compliance with this ordinance with refereneo to size of waste
and vent pipes, re-venting of each fixture and water seal trap for each
f ixture.
Section 17. Any person, firm or coryoration or association of per"
sons who shall violate the provisions of this ordinance, or who shall re-
fuse, neglect or fail to comply cherewiun, shall be aeemea guilty of a
misdemeanor, and upon conviction thereof, shall

be fined irLany sum not less than Five (A5.00) nor more than Fift-I ($ 0.
00) Dollars for each offense.
Section 18. All ordinances and parts of ordinances in conflict
herewith, and particularly Sections 490 to 528 inclusive of Chapter I ,
Title 5 of the Revised Ordinances of the City of Fort Worth as codified
by William D. Williams and Thomas J. Powell, and Ordinance No. 48, on the
subject of plumbing, passed by the -Board of Commissioners on the 12th, duty
of November, A.D. 1907, be and the same are hereby repealed.
Section 19. This or8inance shall take effect and be in force
from and after its passage and publication as rewired by law.

of Fort Worth, at a session held, Dec. 10th, 190$.
