An Ordinance ordering a special election by the
qualified voters of the City of Fort Worth, at which said
election will be submitted to them a proposed amendment to the
Charter of the City of Fort Worth, for their approval or
rejection, emending Section 16 8 of the City Charter
of the City of Fort Worth.by adding thereto a provision or
clause giving power and authority to the Board of Cogmise.-
ioners of the City of Fort Worth to levy-,a special ad
valorem tax on all property, real, personal or mixed, within
the territorial lbmits of the City of Fort Worth, not exempt
from taxation by the constitution and laws of the State of
Texas, of and at the rate of five cents on the $100.00
cash valuation on said property, in addition to the regular
levy of $1.75 now authorized by the charter of the said
City of Fort Worth, and providing that said additional levy
of five cents shall be made, collected and used for the
benefit of the Fire Department of the City In the institution
and maintenance of what is known as the "Double Platoon
System"r
WHEREAS, heretofore to wit; on the 22nd say
of April A D 1919, the Board of Commissioners of the City
of Fort Worth, which said Board is the Legislative or
Governing bafl3tority of the City of Fort Worth, acting
upon its own motion, and in the absence of a petition of
10 per cent of the qualified voters of the said city, duly
and legally passed a resolution in words and terms as follows
to wit:
I'VHEREAS, the city of Fort Worth desired to increase
the efficiency of itts Fire Department by installing what
is known as the "Double Platoon System"; and whereas it is
impracticable to do so without antincregae in the revenues e
of the City, and
"WHEREAS, it will necessitate an additional
special tax levy of five cents to institute and
maintain said avuble Platoon spstem, which can only be
done by an amendment to the charter of the City#approve3
by a majtcity of the qualified voters of* the City voting
at an election held for that purpose; and,
" Whereas, under the provisions of chapter 147
of the laws of the regular session of the 33rd Legislature
of Texas it is necessary to give twenty days notice, by
publication for ten days,in some newspaper published in A
the City of Port Worth/of the intention of the Board of
Commissioners of the City, to submit an ordinance
amending the charter,, of the city, to the qualified voters
of the City, for their adoption or rejection, at an
election to be held for that purpose.
//Now therefore be it resolved by the Board
of Commissioners of the City of Fort Worth, that the
following notice be published in the official newspaper
published in the City of Fort Worth, for a period of
ten days.
" To the qualified voters of the City of
Fort Worth:
Notice is hereby given that after twenty
days, and ten days publication of this notice, the
Hoard of Commissionerd of the City of Fort Worth will
pass an ordinance submitting to the qualified voters
of the city, for their adoption or rejection, at a
special election to be held not lase than thirty nor
more than ninety days after the passage of such e4dinanosi
an amendment to Section 16,a94" 8, of the City
Charter, by adding thereto a provision, or olause, giving
power and authority to the Board of Commissioners of the
city to levy a special ad valorem tax on all property,
real, personal or mixed within the territorial limits
of the City of Fort Worth, not exempt from tazat ion by
the constitution and laws of the State of Texas, of and
at the rate of five cents on the $100,egash valuation
o; said property, in addition to the regular levy

And, whereas said notice was published for -
ten days in the official newspaper of the City of
Fort Worth to wit, The Fort Worth Record/and twenty
days notice was given by said publication of the
Board of Commissioners of the City pf Fort Wortk
to present the above described amendment to the qualified
voters of the City of Fort Worth, now
THEREFORE BE IT ORDAINED BY THE BOARD OF
COMMISSIONERS OF THE CITY OF FORT WORTS.
Seotion 1.
That a special election be and is hereby
called and ordered for the 17th day of June A. D. 1919,
at which election the qualified votess of the City of
Fort Worth will determine whether or not a propeVed-_
amendment to the existing charter of said city shall
be adopted, to wit:
a An amendmeno to Section 16, a
of the charter of the City -of Fort Worth/giving
power and authority to the Board of Commissioners
of tho City of Fort Worth to levy a special ad
valorem tax an all property/real, personal and nixed
within the territorial limits of the City of Fort
Worth Inot exempt from y the constitution and
laws of the State of Texas of and at the rate of
five cents on the $100 cash valuation of the said
property in addition to the regular levy of $1.75
now authorized by the Charter of the City of Fort
Worth; said additional levy of five cants shall
be made, collected and used for the benefit of the Fire
Department of the Cityj in the institution and maintenance
of what is know as the "Dou ble Platoon System".
Section 2.
That siad amendment when approved by a majority
vote of the qualified voters of the City of Folt Worth, voting
at the said election, as set out in section one of this
ordinance, shall be added to and oonstittitfiwa part of said
section 16, Aw46q" 8 of the Charter of the City of Fort
Worth and designated and known as Section 16 A Article 8.
Section 3.
That said amendment as provided for and set out
in this ordinance shall be in terms and words as follows:
Be it enacted and ordained by the qualified voters o
of the City of Fort Worth acting by and under vittue of
the power and authority vested in them by Section 5, article
11 of the cosntitution of the State of Texas as amended in 19
1912, (Sets 1913�- page 284) , and by hcapter 147 of the laws
of kegular session of the 33rd Legislature of the State of
Texas, (Ante 1913-pW 307),_ and acting at a special election
duly and legally ordered and held or for that purpose, after due
and legal notice, that Section 16ip Aet"&i, 8 of the existing
Charter of the City tof Fort Worth enacted by the Legislatur e
of Texas and approved March 10, 1909, be and the aame is
hereby amended by the addition to said section, of Section
16 A; which shall be and tread hereafter as follows:
SECTION 16 A.
In addition to the taxation herein authorized,
the Board of Commissioners may levy a special ad valorem tax
on all property, real, personal and mixed within the territos
rial limits of the City of Fort Worth, not exempt from tax—
ation by the constitution and laws of the State of Texas, of .
and at the rate of five cents on the $100,00 cash valuation
of said property, in addition to the regular levy of
$1.78 now authori$ed by the charter of the City of Fort
Worthy Said additional levy of five cents shall be meAxsl
collected and used for the benefit of the Fire Department
of the pity, i n the inst itut ion and maintenance of what is
known as the "Double platoon System".
Section 4.
That the City Secretary is hereby ordered,
forthwith,to mail a copy of said proposed amendment
to each qualified voter in said City as appears from
the Tax collectors rolls for the year ending Janurary
31st, 1918. I
Section 5.
That this ordinance shall at once be pub-
lished in the Fort Worth Record, a daily newspaper
published in the City of Fort Worth, and that such
pu'¢lioation be wade once each day for five consecta✓("

Section 8.
It shall be the duty of the City Secretary
to prepare the ballot for the amendment herein set
out, in such a manner that the voter may vots�/ �-
orikoTon said amendment.
Section 7.
That suoh special election,herel provided
tor, shall be held in the manner and withini1he hours
prescribed for general elections by the laws of Texas,
so far as they may be applicable.
Section S.
That the polling places for such special
election, the personnel of the officers who are to
hold the same and all details connected with the
holding of the election,shall be determined and arranged
by the Board of Commissioners and proper notice of such
matters shall be given in a proclamation by_the UW9r.

This ordinance shall take effect and be
in force, and the charter of the City of Fort Worth

of Fort Worth,from and after Its approval by
a majority of the gwUlfied voters of the City of
Fort Worth^at a spewial election for that purposq
herein provided for and from and after the votes
cast at such election have been counted and an
official order has been entered upon the records os
the city by the Board of Commissioners, declaring
the said amendment adopted.
