AN ORDINANCE DECLARING A PARKING METER
HOLIDAY AT CERTAIN TIMES ON CERTAIN DATES
IN THE DOWNTOWN AREA; REPEALING ALL OR-
DINANCES AND PROVISIONS OF THE FORT WORTH
CITY CODE IN CONFLICT HEREWITH; AND PRO-
VIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That' it shall not be unlawful for any person to permit
a Vehicle to be parked, to remain or to be placed in any
parking space alongside or next to which is located any
parking meter between the hours of 11:00 A.M. and 6:00 P.M.
On Satxirday, November 26, 1977; Saturday, December 3, 1977;
Saturday, December lo, 1977; Saturday, December 17, 1977;
and Saturday, December 24, 1977; in the area hounded on the
North by the north right-of-way line of Bluff Street, on the
East by the east right-of-way line of Grove Street, on the
South by the south right-of-way line of Lancaster Avenue,
and on the West by the west right-of-way line of Henderson
Street, while the parking meter for such space indicates by
signal that the lawful parking time in such space has expired.
SECTION 2.
That this ordinance shall repeal every prior ordinance
and provision of the Fort Worth City Code in conflict here-
with but only insofar as the portion of such prior ordinance
or provision shall be in conflict, and as to all other or-
dinances and provisions of the Fort Worth City Code not in
direct, conflict herewith, this ordinance shall and is hereby
made cuirrulative.
SECTION 3.
That this ordinance shall be in full force and effect
from and after the date of its passage.

EFFECTIVE:
The Central Area Council of the Fort Worth Chamber of Commerce has
requested that the City of Fort Worth again join with the downtown
merchants in their cooperative efforc to stimLlate retail sales in the
downtown area Last year 2,049 free parking iot spaces and about 2,400
frve meter spaces were provided or each of the seven Saturdays during
the Christmas season from November 20, 1976 through January 8, 1976.
This year the Central Area Council has made arrangements to use some
3,200 off-street parking spaces financed by contributions from sixteen
merchants and businessmen in the downtown area, These spaces will be
available on five consecutive Saturdays, beginning November 26, 1977
through December 24, AM Along with this program, they have requested
that approximately 2,400 parking meter spaces in the Central Business
District be free from 11:00 a.m. to 6;00 p,m. on each of the above-
mentioned Saturdays, The reason for not asking that the parking meters
be made free all day is to discourage employees from parking on the
weters.
The purpose of parking meters is to serve the public and adjacent
businesses by controlling parking, encouraging parking turnover, and
discouraging all day parking, On Saturdays, the CBD populatUn is
considerably different from weekdays, the number of employees downtown
is significantly less, while the number of retail shoppers is higher.
U should be noted that free meter parking does not suspend other traffic
and parking controls, and the Police will be enforcing all other
restrictions,
the Department of Law has advised that in order to grant this request,
an ordinance must be adopted,

It as recommended that the City Council adopt the attached ordinance
providing for free parking on all pa king meters within an area bounded
by Bluff Street on the north, Grove Street on the east, Lancaster Avenue
on the south, and Henderson Street on the west, between the hours of
1?:00 a.m, and 6:00 p.m, on November 26, December 3, December 10,
December 17, and December 24, 197E
