AN ORDINANCE CREATING AN EMERGENCY BOARD; PRO-
VIDING FOR THE SELECTION OF THE MEMBERS; RE-
QUIRING RULES AND REGULATIONS TO BE ESTABLISHED
TO COORDINATE AND CORRELATE THE ACTIVITIES OF
ALL AGENCIES, ORGANIZATIONS AND CITIZENS NECES-
SARY TO PROTECT LIFE AND PROPERTY IN THE EVERT
OF A MAJOR DISASTER; DEFINING TERMS; REPEALING
ALL ORDINANCES IN CONFLICT; AND DECLARING AN
EMERGENCY,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEICAS:
SECTION 1.
The term "major disaster," when used in this ordinances shall
mean any unusual or unforeseen event which is threatening and calculated
to inflict bodily injury or death and destroy property, and is of such
magnitude and overwhelming nature that life and property cannot be ade-
quately protected by normal forces of constituted authority in the ordi-
nary processes.
SECTION 2,
Pursuant to the Charter of the City of Fort Worth and the laws
and Constitution of the State of Texas, there is hereby created, as a
separate department of the City of Fort Worth, what shall be known as
an ftergency Board. This board shall be composed of nine (9) members,
four (4) of whom shall be selected from among the citizens of the City
who have demonstrated their interest and ability in solving major prob-
lems of vital concern to the public requiring immediate and timely aetion.
The said four (4) members shall be nominated by the Mayor and confirmed
by the City Council, and the remaining five (5) members shall be the
President of the Chamber of Commerce of Fort North, the County Judge of
Tarrant County, the Chairman of the Tarrant County Chapter of the Red
Cross, the Mayor of the City of Fort Worth, and the City Manager of the
City of Fort Worth, who shall be Chairman of the Board.
SECTION 3.
Immediately after the selection of the members of this board, a
meeting will be held to elect a Vice-Chairman and Secretary. The board
shall promptly proceed to adopt rules and regulations, subject to the
approval of the City Council, for the purpose of coordinating and corre-
lating the activities of all agencies, organizations and citizens in the
event of a major disaster, to the end that persons, firms or corporations
charged with a specific duty in connection with adequate measures to
protect and preserve life and property will be at their respective post
of duty at the proper time, that the greatest degree of efficiency may
be obtained, and that interference on the part of one person or agency
with that of another may be resolved to a irreducible minimum.
SECTION 40
In the event of a major disaster, the City Manager of the City
of Fort Wdrth, or anyone duly authorized to perform his duties in his
absence, shall promptly become the emergency director of all activities
of the Emergency Board, with full power and authority to mobilize, co-
ordinate and correlate all the activities of all agencies, forces, or-
ganizations and persons under the command and within the jurisdiction
of the said board; and it shall be his duty and obligation to exercise
every character of supervision and surveillance at his command to see
to it that a supreme effort is made on the part of everyone concerned to
afford relief to all in distress and to protect life and property in
every possible way and manner•
SECTION 5.
All members of the Emergency Board shall serve without compensa-
tion, and all vacancies shall be filled in the manner hereinbefore pro-
vided for original selection. The time and place of all meetings and
the manner in which the meetings shall be called shall be definitely de-
termined by the board, and accurate minutes shall be kept of the proceed-
ings at all meetings. Four (4) members shall constitute a quorum to
transact business.
SECTION 6.
All ordinances in conflict with the provisions of this ordinance
are hereby repealed.
SECTION 7.
Since the City of Fort Worth does not have an ordinance provid-
ing for immediate relief in the event of a major disaster, it becomes
imperative that some measure be adopted to meet a very urgent public
need for the preservation of peace, health, safety and property in case
the City is visited with an unusual or unforeseen event of such a die-
tressing and overwhelming nature as to result in loss of life and prop-
erty beyond the control of normal forces of constituted authority. This
ordinance, therefore, should be in full force and effect immediately, and
an emergency is hereby declared to exist, by reason whereof this ordinance
shall take effect and be in fall force and effect from and after the date
of its passage.
