COUNTY OF TARRANT §
WHEREAS, the City of Fort Worth (City) and Carollo Engineers, P.C. (Engineer)
made and entered into City Secretary Contract No. 38587 (the Contract) which was
authorized by the City Council by M&C 23490 on the 28th day of April, 2009 and
WHEREAS, the Contract involves engineering services for the following project:
Village Creek Wastewater Treatment Plant Secondary Area and Filter
Rehabilitation and Modifications
WHEREAS, it has become necessary to execute Amendment No. 1 to said
Contract to include an increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement, which amends the
Contract:
1.
Article I of the Contract is amended to include the additional engineering services
specified in Attachment A-1, Scope of Services, which is attached hereto and
incorporated herein. The cost to City for the additional services to be performed by
Engineer total $ 149,000.
2.
Article H of the Contract is amended to provide for an increase in the maximum
fee to be paid to Engineer for all work and services performed under the Contract, as
amended, so that the total fee paid by the City for all work and services shall not exceed
the sum of$ 1,042,000
3.
All other provisions of the contract,which are not expressly amended herein, shall
remain in full force and effect.

SCOPE OF SERVICES
AMENDMENT NO.1
VILLAGE CREEK WASTEWATER TREATMENT PLANT
SECONDARY AREA AND FILTER REHABILITATION AND
MODIFICATIONS
TASK A-1: DEEP MEDIA FILTER CONDITION ASSESSMENT (Phase 2)
The scope of work presented herein represents the second phase of deep media filter
assessment. The first phase was included in the original contract under Task 204.3.
ENGINEER issued Technical Memorandum (TM) No 3, which recommended
rehabilitation of the filters. TM 3 concluded that the existing filter underdrains should be
replaced and that the washwater troughs were installed with insufficient distance between
the top of the media and the washwater troughs. Phase 2 will provide a condition
assessment and recommendations for preferred upgrades. The scope of work for Phase 2
is summarized below.
1. Filter Inspection and Testing: CITY staff will remove all media in one filter.
ENGINEER will inspect the condition of the underdrain and witness backwash
and air scouring of the filter to observe any mal-distribution in water/air flow.
CITY personnel will expose a portion of the underdrain in a second filter to
confirm the condition of the second filter is consistent with the condition of the
first filter.
2. Equipment Assessment: ENGINEER will perform a general assessment of the
existing filter equipment(valves, backwash pumps,blowers etc). Assessment will
be based on visual observation of existing equipment and feedback from CITY
staff. This task does not include detailed testing or assessment of each individual
piece of equipment. Assessment will include recommendations for repair,
modification, or replacement for improved performance or reliability.
3. Filter Hydraulics: ENGINEER will develop a hydraulic model for the Village
Creek Wastewater Treatment Plant (VCWWTP) filters to determine the hydraulic
impact of changing the underdrain and media configuration. Up to two (2) types
of underdrain/media arrangements will be modeled. Hydraulics will be done for
filtration and backwash modes.
4. Investigate/Evaluate Potential Underdrain Systems: ENGINEER will contact
underdrain system manufacturers to obtain available information on underdrain
systems that may be applicable to the VCWWTP. Detailed review and evaluation
of up to two (2) underdrain systems will be conducted. Detailed review of each
underdrain will include an evaluation of constructability at the VCWWTP and
hydraulics. This evaluation will include the feasibility of using portions of the
existing underdrains based on the results from the Filter Inspection and an
inventory by CITY staff of matching underdrain available on site.
5. Evaluate Potential Media ArranLrements: ENGINEER will evaluate potential
media arrangements for the filters at the VCWWTP. Evaluations will consider the
available filter depths for each potential underdrain system evaluated.
6. Opinion of Probable Construction Costs: ENGINEER will develop a preliminary
opinion of probable construction cost for the recommended improvements.
7. Prioritization of Improvements: ENGINEER will assist the CITY in developing a
prioritization of the improvements based on the condition of the filters and the
short and long term goals of the CITY.
8. Filter Summary Memorandum: A filter summary memorandum will be prepared
to summarize the above tasks. A draft memorandum will be submitted to the
CITY. Following receipt of comments from the City, the memorandum will be
finalized.
9. Meetings: Conduct a meeting with the CITY to discuss the results of the
evaluation.
Deliverables:
1. DRAFT Memorandum summarizing the inspection, hydraulics, condition
assessment, opinion of probable construction costs and prioritization of
improvements.
2. FINAL Memorandum.
TASK A-2: GEOTECHNICAL INVESTIGATION
The work includes drilling three borings to document the subsurface conditions
encountered at the selected location. Two of the borings will be drilled to a depth of 15
feet below or adjacent to final Clarifiers 22 and 24. A third boring will be drilled to a
depth of 20 feet in the vicinity of the proposed meter vaults.
1. Cohesive soils will be sampled using thin walled tubes. Cohesionless soils will be
sampled using split-barrel samplers. Sampling will be continuous to 5 feet and
intermittently thereafter at a maximum of 5-foot intervals. All samples will be
extruded, logged, sealed and packaged in the field to maintain their moisture
content and reduce disturbance during transportation to the laboratory. The load
carrying capacity of the bedrock will be evaluated in the field using the Texas
Department of Transportation Cone Penetration Test. The borings will be backfilled
with soil cuttings and patched with sacrete prior to leaving the site.
2. Liquid and plastic limit tests will be performed to classify the clay soils and to
provide an indication of their volume change potential. Moisture contents will be
performed to evaluate the uniformity of the soils. Unconfined compression tests
may be performed to evaluate the strength of cohesive soils. Absorption swell tests
will be used to evaluate swell potential at in-situ moisture levels. Samples will be
discarded 30 days after the geotechnical report is issued.
3. The results of the field and laboratory studies will be combined into an engineering
report summarizing the analysis. This report will be used to guide the design and
construction of facility improvements. The report will include:
a. Boring logs, boring location diagram, groundwater information, and laboratory
data.
b. Appropriate foundation types, depths, and design parameters with alternatives,
if appropriate.
c. The presence and effect of expansive clays on floor slabs and paving will be
discussed. Methods of reducing the movements associated with expansive clays
will be presented.
d. Site grading including the use of on site soils and recommendations for any
required imported borrow. These will include subgrade preparation and
compaction criteria.
e. The presence of groundwater along with its effect on construction.
f. Site class per Table 1615.2 of the 2006 IBC.
Assumptions:
City staff will assist drilling crew by allowing drilling crew to utilize City owned boom
truck and placement or equipment within basin.
Deliverables:
1. Geotechnical report.
TASK A-3: YARD PIPING AND METER MODIFICATIONS
The scope of work presented herein represents additional effort associated with the
evaluation and design (preparing plans and specifications) of the following:
1. Piping modifications for separating RS 6 and RS 7 piping and for metering RS flow
from each clarifier independently.
2. Yard piping and meter vaults for individually metering the Primary Effluent flow
entering ABs 12N, 12S, 13N, and 13S.
These modifications will allow individual control of return rates based on the PE meter
readings.
Plans and specifications will be prepared and included as part of Task Series 300 - Final
Design of the Original Contract.
Deliverables:
1. Inclusion in the 50% submittal.
2. Inclusion in 90% submittal.
3. Inclusion in bid ready documents.
A-4: DEEP MEDIA FILTER BULKHEAD DESIGN
The scope of work associated with preparing plans and specifications for modifications or
improvements associated with designing the bulkhead system (TASK SERIES 300 -
FINAL DESIGN, Deep Media Filters, paragraph 1) will be deleted from the contract.

RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 1 in
the amount of$149,000.00 to City Secretary Contract No. 3858:7 38537, with Carollo Engineers,
P.C., for the design of Village Creek Wastewater Treatment Plant secondary area and filters
rehabilitation and modifications, thereby increasing the contract cost to $1,042,000.00.
DISCUSSION:
On April 28, 2009, (C-23490) the City Council authorized the execution of an engineering agreement
with Carollo Engineers, P.C., in the amount of$893,000.00 for the design of Village Creek
Wastewater Treatment Plant Secondary and Filter Rehabilitation and Modification. The project
consists of the rehabilitation and modification of final clarifiers 22 and 24, return sludge pump station
modifications, the deep bed media filters study and valve replacement and the traveling
bridge/continuous backwash filter modifications.
Amendment No. 1 includes second phase assessment of deep media filters, piping modifications for
separating (Return Activated Sludge) RAS Pump Station 6 and 7, yard piping and meter vaults for
primary effluent flow, geotechnical investigation, as well as deletion of deep media filter bulkhead
design.
Carollo Engineers, P.C., proposes to perform the necessary additional design work for an
amendment fee not to exceed $149,000.00. The City staff considers this amendment to be fair and
reasonable for the additional scope of services proposed.
Carollo Engineers, P.C., is in compliance with the City's M/WBE Ordinance by committing to eight
percent M/WBE participation on this Amendment No. 1. The City's goal on this Amendment is eight
percent.
This project is located in COUNCIL DISTRICT 5 and serves all districts.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current capital
budget, as appropriated, of the Sewer Capital Projects Fund.

Dear Mr. Musallam:
On March 9, 2010,the City Council approved Mayor and Council Communication No.
C-24127, for Amendment No. 1 in the amount of$149,000.00 to City Secretary Contract
No. 38587 with Carollo Engineers, Inc. for the design of Village Creek Wastewater
Treatment Plant secondary area and filters rehabilitation and modification.
Upon review of the original Contract No. 38587, it was discovered that the contract
number belonged to a different contract, and the number had been written incorrectly on
the original contract. The original contract should have had Contract No. 38537 instead
of 38587. Because of the clerical error, the amendment was incorrectly numbered as
well.
Once the Administrative Technician noticed the error, she contacted the originating
department and made them aware of the error. The original contract copy was corrected
in house, but the Project Manager stated that five copies had been sent to your offices and
four other subcontractors with the wrong contract number on them. The amendments
were caught in time and the correct number was reflected. After speaking with the
Project Manager, we were assured that the contract number itself is more of a reference
for City offices, and it is not used on any other documents pertaining to the project.
We apologize for this error and ask that you correct your copy of the contract to reflect
the correct number. Thank you.
