AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE AIRPORT GAS LEASE PROJECTS FUND IN THE AMOUNT OF $200,000 FROM
AVAILABLE FUNDS FOR THE PURPOSE OF EXECUTING A DESIGN AND
CONSTRUCTION ADMINISTRATION SERVICES CONTRACT WITH GRW ENGINEERS,
INC. FOR THE POLICE AIR SUPPORT HELICOPTER HANGAR AT MEACHAM
INTERNATIONAL AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-2007 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Airport Gas Lease Projects Fund in the amount of $200,000 from available funds for the purpose of
executing a design and construction administration services contract with GRW Engineers, Inc. for the
Police Air Support Helicopter Hangar at Meacham International Airport.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
ADOPTED AND EFFECTIVE: June 19, 2007
This ordinance shall take effect upon adoption.

Authorize the Execution of a Design and Construction Administration Services Agreement with
GRW Engineers, Inc., for the Design of the Police Air Support Helicopter Hangar at Meacham
International Airport and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of $200,000 from the Crime Control and Prevention District to the Airport Gas
Lease Project Fund;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Airport Gas Lease Project Fund in the amount of $200,000 from available funds; and
3. Authorize the City Manager to execute a design and construction administration services contract in the
amount of $138,689.00 with GRW Engineers, Inc., for the Police Air Support Helicopter Hangar at
Meacham International Airport.
DISCUSSION:
The existing Police Air Support Helicopter Hangar is located on an old landfill located near the Trinity River
at 1400 Nixon Street. The City's needs have outgrown the existing facility, which is a prefabricated metal
building built in 1973. Larger aircrafts, which cannot be housed in the current facility, are needed to
cover the City's expanded limits.
The Request for Qualifications from architectural design firms was advertised in the Commercial Recorder
on April 5, 2006. Six firms provided submittals. The City stafF ranked the submittals, interviewed the top
three firms in May 2006, and selected GRW Engineers, Inc., as the best qualified firm.
In June 2006, an agreement to develop the programming and budget for the project was executed in the
amount of $19,612.00 with GRW Engineers, Inc.
The estimated overall cost of the project is:
Design $138,698.00
Construction (escalated to Summer 2008) $1,870,000.00
ITS, Utilities, Geotech $245,000.00
Contingency, Furniture, Fixtures, & Equipment, staff administration $353,302.00
Total $2,607,000.00
GRW Engineers, Inc., is in compliance with the City's M/WBE Ordinance by committing to 21 percent

M/WBE participation. The City's goal for this project is 21 percent.
The project is physically located in COUNCIL DISTRICT 2 but will serve Fort Worth residents in all Council
Districts.
The completion of the heliport hangar will add 11,650 square feet to the City's facility inventory and add
approximately $5,000 per year in the facility maintenance and repair requirements.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of
the Airport Gas Lease Project Fund.
