HomeMy WebLinkAboutIR 8834INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8834 Date: 4/17/07 To the Mayor and Members of the City Council Agreement with Cypress Equities to Provide Schematic Design n � and Construction Documents for the Proposed Public Health Page 1 of 2 IeTs Building The purpose of this Informal Report is to provide information on the proposed agreement with Cypress Equities to provide professional services to the City of Fort Worth for the design of the new Public Health building. City staff intends to have an M &C authorizing the City Manager to enter into the agreement for these services on the April 24, 2007, City Council meeting agenda. On April 25, 2006, City Council endorsed Staff's recommendation to issue a Request for Proposals (RFP) for a master developer for the entirety of the Evans & Rosedale Business and Cultural District. As part of the RFP process, the City entertained developer proposals that could include the relocation of the Public Health Department within the Evans & Rosedale District as part of the overall redevelopment package. On October 3, 2006, Staff recommended that the City enter into exclusive negotiations with Cypress Equities for the overall redevelopment of the Evans & Rosedale District which includes the relocation of the Public Health Department into a new building on the site which would be procured through a build -to -suit process if possible. After several months of negotiations and analysis, it has been decided that the most cost efficient method to ultimately procure the health building is to utilize the City's own funding sources and construction procedures. Notwithstanding the need to have the City lead construction, and because the development of a City office building is such an important component to the overall redevelopment strategy for the Evans Rosedale District, the developer and City staff agree that the developer should lead the overall design process to include both the health building and proposed retail development. A single developer leading this effort will ensure design compatibility throughout the Evans & Rosedale Business and Cultural District. Therefore, the April 24th City Council meeting agenda will include an M &C to consider an Agreement with Cypress Equities to provide design services for the Public Health building. The agreement provides for Cypress Equities to complete architectural and engineering design of the building and also provides construction price quotes in order to ensure that the building will ultimately be delivered within available funding. Once the design is complete, Cypress will provide ongoing consultation throughout the construction process to be undertaken by the City. To help ensure a cost - effective relocation, the Transportation/Public Works Department Facilities Management team will serve as project manger on the design contract for the City The utilization of Cypress Equities in the design process will ensure the most cost efficient overall development of the entire Evans & Rosedale redevelopment project since several infrastructure related costs that are required for the development of the Health Department building are tied to the proposed retail development portion of the project. For example, costs associated with extending utilities to the Health Department building site, which normally would be borne by the construction budget for the health building, will be minimized since the retail development will include the extension and development of required utilities and infrastructure that ultimately serve the health building site.
