This Informal Report is to advise the Mayor and City Council that staff is strongly recommending we move forward to replace the putting surface on the 19 greens of the "Hills" course at Pecan Valley Golf Course. The putting surface on the Hills course has been declining for a number of years due to the mutation of the original grass. This has made the greens very susceptible to disease, resulting in "Bermuda grass decline" this past season. The Bermuda grass decline has affected six to seven greens resulting in poor putting conditions. The re- grassing on the greens will result in a smoother and more consistent putting surface. The greens will be sterilized and re- grassed with Tif -dwarf Bermuda. No work will be done on the subsurface and drainage, but the size of the original greens surface will be re- claimed. This project will be similar to the work completed on the Meadowbrook Golf Course greens in summer 2005. Staff estimates the project will be completed in 90 days (June 1, 2007, to August, 2007) depending on the weather conditions. The cost to re -grass these greens is estimated at $170,000. During the re- grassing process, staff projects 50% of the rounds played on the "Hills" course will move to the "River" course at Pecan Valley. We also estimate that 25% of players will golf at our other facilities. Revenue loss over the 90 day period is anticipated to be approximately $90,000. If this project is not approved, play will drop off dramatically and our regular clientele will seek out other golf locations to play. We have already experienced a decline in rounds on the Hills course since September 2006, resulting in a loss to date in fiscal year 2006 -2007 of $20,000. If the greens are not re- grassed, Pecan Valley and Fort Worth Golf can expect to see losses equal to or more than $200,000 annually from the decrease in rounds on the "Hills" course. Once the new greens are re- opened, staff is anticipating the return of lost play and a slight increase in rounds. This increase should become apparent in FY 2007 -08. Funding for this project will be provided by a balance remaining from the certificate of obligation issued for improvements at Meadowbrook and Pecan Valley Golf Courses. Any shortfalls in revenue from this time period will be offset with pipeline easement revenue from Rockwood Golf Course, estimated at $300,000. Unless otherwise directed, staff will proceed with the bid process for the re- grassing of the 19 greens on the "Hills" course at Pecan Valley. An M &C awarding a contract for this work should be ready to present to City Council by early April.
