a SUBJECT: VOLUNTARY ANNEXATION MONTSERRAT

ANA Consultants, representing THMC Investments South, has requested the voluntary full purpose
annexation of 75.99 acres of land in Tarrant County located west of IH Loop 820 and north of Team
Ranch Road. The area will be an extension of the Montserrat neighborhood.
This acreage is less than one -half mile in width, is contiguous to the City of Fort Worth and is vacant
and without residents; it, therefore, qualifies for annexation under the procedures set out in the Local
Government Code Section 43.028. The property owners have requested annexation under this
provision which allows for the municipality to hear the petition and act upon it within 30 days.
The 75.99 acres is immediately south of and connects internally to a neighborhood already within the
Fort Worth city limits. The land currently is vacant. A single family residential subdivision is
proposed.
A preliminary plat was approved by the City Plan Commission on July 26, 2006, for the residential
neighborhood. A final plat for this subdivision has been approved and filed at Tarrant County.
There is a zoning application scheduled to come before the Zoning Commission on January 10, 2007,
and to Council on February 6, 2007. The applicant has requested A -5, A7.5, A 10 and A 21 zoning
districts.
Attached for your information is a map of the proposed annexation and a staff report with
accompanying spread sheet on the fiscal impact. The fiscal impact analysis shows a positive impact
on the General Fund Budget. Staff recommends the voluntary annexation.
This annexation, if adopted, will be an addition to Council District 3.
Staff is prepared to address any Council questions regarding this proposed annexation. Should no
objections be expressed, Council will act on this voluntary request on January 9, 2007.

❑ Police
o Patrol of the area will be added to Beat N16.
o Police services will be extended from present staff at the date of
annexation. The Police Department conducted an analysis of call demand
for the subject annexation area. The Police Department estimates the call
activity upon annexation will be very low, averaging 3 - 7 calls for service
per year. Based upon an average cost per call of $51, the first year cost is
estimated at $357. Within five years we anticipate 11 — 21 calls for
service at an estimated cost of $1,071 assuming single family development
occurs.

❑ Fire
Fire and EMS first responder services will be dispatched from existing
Fire Station 23, located at 3201 Portales Drive, to the proposed
annexation. Current fire department response time goal is to arrive on the
scene of emergencies within 5 minutes or less from the time of dispatch at
75% of the time. Based on the existing fire stations located close to this
proposed annexation area, the fire department will not be able to meet this
response time goal.
Current Estimated Response Criteria to the Proposed Annexation Area:
These estimated response times were calculated using GIS software;
traffic congestion, road conditions, time of day, and weather conditions
have not been factored in.
❑ EMS
• Basic Life Support (BLS) emergency medical services by existing
personnel and equipment of the Fort Worth Fire Department will be
provided to the annexation area commencing on the effective date of the
annexation. The Fort Worth Fire Department serves as the first responder
on life threatening medical emergencies as a part of the MedStar system.
All Fort Worth Fire Department personnel are certified as Emergency
Medical Technician basic level or higher. All engines, trucks, and rescue
units carry Automated External Defibrillators for use with victims who are
in cardiac arrest.
• Advanced Life Support response provided by MedStar is greater than 9
minutes to the proposed annexation area with a potential of at least a 30-
minute transport time to the nearest trauma center.
❑ Roads and Streets:
o Team Ranch Road is the only existing street (gravel) located within the
annexation area.

o There are no startup services for this annexation. The developer will be
responsible for reconstructing Team Ranch Road to City standards.
o Existing annual routine maintenance costs are $4,200.
o The cost of installing new local streets and associated pavement markings,
signs, streetlights, culverts and storm drains will be the responsibility of
the developer. A preliminary estimate of the project cost for the
reconstruction of Team Ranch Road as a 3 -lane collector street by the
developer is $2.8 million. There are no anticipated future capital
improvement costs for the City.
o Future annual maintenance costs for streets, streetlights, pavement
markings, and street signs are estimated to be $23,500 per year after build
out.
❑ Code Compliance
o This 75.987 -acre parcel is adding to the approximate 9,945.38 of
developable acres that were annexed during FY 05 & FY 06. The area
being annexed will be added to Code Compliance Field Operations —
Neighborhood Community District 5, bringing the number of developable
acres annexed in this district to an estimated 399.97. At the time of
annexation, Code Compliance services will be provided with little or no
anticipated additional cost. However, as development occurs throughout
the annexed areas, Code staff may experience increased calls and travel
time that will negatively impact response time throughout the western
portion of the city. The estimated cost for the 75.987Ac. is:

o With constant expansion of the city's boundary through annexation, and
increased commercial and residential build -out of existing undeveloped
land within the city, there will be a need to provide additional staffmg to
provide adequate service to the City's residents. Eventually, the
Department's budget will need to be increased to staff a new district at an
estimated annual cost of $ 617,300 (based on the average FY 07 operating
cost of a district field office).
❑ Parks / Forestry
• Area would be added to the West operations district of the Parks and
Community Services Department
• Since there are no existing streets in the area, there would be no forestry
costs at this time.
• Parks and Forestry services will be extended at no anticipated additional
costs directly related to this annexation.

• If this area is annexed and residential development occurs, fees in lieu of
dedication or dedication of parkland would provide for neighborhood and
community park facilities through the participation of the developer.
Additionally, the City of Fort Worth will need to dedicate additional
funding for recurring maintenance of the newly developed park property.
• If the area is annexed and residential development occurs, addition of
streets with medians and/or rights -of -way will require an agreement with
the Developer and/or Neighborhood Association to maintain the additional
turf or plantings areas. Should the Developer/Neighborhood Association
fail to maintain the area this would require funding for additional
contractual maintenance or additional City staff.
❑ Library
• The 75.987 acres is located in Tarrant County north of Team Ranch Road
and west of Interstate Loop 820. Currently the land is vacant; however,
future use is designated as residential with approximately 129 lots.
• The nearest Fort Worth Public Library, for this community, is the Ridglea
Branch within 7 miles and the downtown Central location is 14 miles from
the area.
❑ Health / Animal Care and Control
• Consumer Health Specialists (CHSs) Vector Control duties estimated at
1.5 hours or $113 or .072% of time. Consumer Health Specialists' time
inspecting food, childcare, pool/spa and hotel/motel facilities will depend
on the existence and number of such. Customer Service Representative II
time estimated at .75 hours, $31, or .036% of time.
• The Animal Care and Control Division would provide full animal and
rabies control services with response based on priority. This area is
currently serviced through a contract with Tarrant County for limited
rabies control. Based on zero population, costs should be limited to less
than $100 per year. Once the area is built out, costs for full animal
control services will be about $1,500 annually.
❑ Solid Waste / Environmental
• Service to single - family and duplex residential units in this annexation
area would be provided through the existing City residential solid waste
contract. Customers would pay monthly charges through their water bill
that cover the direct and indirect costs of these services.
• Private service providers at the discretion of the customer may continue to
provide solid waste collection services for businesses and multi - family
dwelling complexes having three or more units. Private solid waste
collection providers must have an active Grant of Privilege to provide
service within the city limits.
• Storm Water Quality Protection services will be extended at no anticipated
additional costs directly related to this annexation.

❑ Storm Water Management (Drainage)
• This area will be included in the City's Storm Water Utility service area.
Properties in this area will be assessed a monthly fee based on the amount
of impervious surface. The fees will cover the direct and indirect costs of
storm water management services, including routine maintenance of
public drainage facilities. Any drainage deficiencies will be added to the
City's capital needs list and will be funded according to priority as funds
become available.
• All storm water facilities in new developments will be at the developer's
cost, with size and configuration based upon the drainage study provided
by the developer's engineer. Any City participation on storm water
facilities will be in accordance with the "Installation Policy of Community
Facilities."
❑ Water and Wastewater
o All water and wastewater facilities will be at the developer's cost. Water
and sewer line sizes will be determined based upon the water /sewer study
provided by the developer's engineer. Any City participation on water
and sewer facilities will be in accordance with the "Installation Policy of
Community Facilities ".
Summary
The voluntary annexation of the Montserrat tract (AX -06 -011) is not expected to generate
revenue in the first year. City services from Police and Animal Care and Control
Departments will be utilized the first year and the annexation will produce a ( -$52)
negative financial impact to the General Fund. Residential property is expected to be
added in fiscal year 2007 -08. This land is vacant and currently taxed as residential. It
produces property tax revenue of approximately $4,057.46 annually. Assuming that
conditions remain constant, this area is expected to have a positive fiscal impact to the
General Fund in the amount of $494,586 throughout the life of the development.
Therefore, due to the projected value and property tax revenues, this development is
above the level necessary to offset the anticipated cost of City services, assuming current
tax rates and no additional development.
Water, Sewer, Solid Waste, and Storm Water Utility Funds will not be impacted because
these funds will recover costs from their customers and revenues will equal expenditures.
Additionally, all on site water and wastewater facilities will be installed at the
developer's cost.
Therefore, due to the positive fiscal impact of this development on the City's General
Fund and the ability of the area to meet the City's criteria for full- purpose annexation,
41 staff recommends that the Montserrat tract (AX -06 -01 l) be considered for full- purpose
annexation at this time.
