This Informal Report is to respond to Council's request for an update on the roadway lighting program.
FREEWAY LIGHTING:
The freeway lighting system is in very poor condition. On December 6th, 2005, Council authorized the
award of contract to Republic Electric, Inc., for the maintenance of freeway lighting. A project kick -off
meeting was held on Wednesday, March 1St, 2006, and work began immediately along SH -121 from IH-
35W east to the City limits.
A major issue, and the cause of many of the light outages, is the numerous outages caused by cable cuts
and electrical grounds. These failures are hard to isolate and labor intensive to repair. That being said, we
are not pleased with the contractor's performance. Republic Electric has struggled with obtaining the
equipment and labor to establish their local operation. Based on feedback from staff, the contractor has
improved their equipment and staffmg situation and they have stepped up their efforts resulting in a marked
improvement in the last several months.
The bottom line is that we do not think that the freeway lighting is improved as much as it should be at this
time, but we have seen recent progress. We will continue to monitor the contractor's progress.
ARTERIAL AND RESIDENTIAL LIGHTING
With the adoption of the 2005 -06 General Fund budget, Council approved shifting staff from street light
installation to nighttime lighting maintenance. These additional night crews are handling lamp and head
replacements on arterial and residential roadways while the day crews are focusing on repairing cable cuts
and electrical grounds. The following performance measures track the success of this resource reallocation:
The number of street light trouble calls received in the last three months decreased 21% from
the same time period last year.
In the last three months the average response time has improved from 6.5 days to two days
The backlog of locations with cable cuts or electrical ground repairs decreased from 97
locations to one location.
We continue to track statistics on the Street Light Installation and Maintenance Program: The following
data is for October 1St, 2005, through September 30th, 2006:
