HomeMy WebLinkAboutIR 8810INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8810 To the Mayor and Members of the City Council December 19, 2006 Page 1 of 1 SUBJECT: DISCUSSION OF THE DAY LABOR CENTER RELOCATION The purpose of this Informal Report is to provide an update on a proposed relocation of the Day Labor Center. Background: The Day Labor Center was opened in December 2001 with the stated mission of providing a range of services to day labor workers and prospective contractors so that the workers may transition to viable employment. The center provides a safe, dry alternative to the street corners and allows contractors to obtain workers in an organized and supervised environment. The main goals of the center are to continually increase worker traffic and conduct outreach efforts to contractors still utilizing the "unofficial' work corners. For the period FY 05 -06, a total of 18,600 workers utilized the Day Labor Center and of that number, 10,093 were selected by contractors for work opportunities. The Center has been very successful in moving the crowds of day laborers from previous locations along Lancaster Avenue. Relocation: The current facility for the Day Labor Center will be affected by the TxDot Right of Way (ROW) expansion for the SH -121 project and must relocate its operations. The planned road work will take a portion of the building and the existing parking area in front of the facility. The city must provide TxDot a plan for relocation of the facility by the end of January. Under the terms of the relocation, TxDot will reimburse the city for the costs associated with the property search, moving and relocation expenses. Recommendation: The Economic and Community Development Department will work with the Real Property Division to contract with a third party professional that can assist with the search process in order to meet the TxDot schedule for submitting a relocation plan. The site search expenses will be financed by a maximum reimbursement of $2,500 from TxDot. Once a preferred site has been identified, staff will provide the City Council a presentation on the proposed relocation of the Day Labor Center. 6Z -f3�� Charles R.
