SUBJECT: NEIGHBORHOOD IDENTIFICATION SIGN PROGRAM

On October 10, 2006 TPW sought feedback from the Infrastructure and Transportation
Committee (ITC) regarding a potential policy revision.
The Neighborhood Identification Sign Program and Guidelines were adopted by Council on
December 16, 1997, per M &C G- 12095. The program was developed as an alternative to
neighborhood groups' requests for special street name signs such as are in the TCU area. The
program allows associations to uniquely identify their neighborhoods without any cost to the
taxpayer.
Guideline highlights are:
• Only installed in neighborhoods that are registered with the City of Fort Worth
• Sign typically includes neighborhood name and logo
• City does not maintain signs but can remove without replacing if they become unsightly
• Applicant pays cost of sign -- currently a minimum of $60 per sign
• Minimum order of ten signs (with exceptions)
The current issue is that a citizen has requested to install 28 neighborhood ID signs on
Mississippi Avenue to honor her pastor. The citizen first requested that Mississippi be renamed
but she later withdrew her request.
Staff requested feedback on the following:
• Should the neighborhood ID sign program be used to honor people?
• If we do allow signs honoring people
• Who can request the signs — neighborhoods, churches, citizens?
• What people can be honored — church members, neighborhood activists, etc?
• Should this policy comply with the Facility Naming Policy that the person honored
can't be alive?
o Would we still add neighborhood ID signs on top of the "commemorative" sign,
which would add to sign clutter?
The unanimous feedback from the committee was that the Neighborhood Identification Sign
Program should NOT be used to honor people and that the City should follow the guidelines as
currently written. I have directed my staff to do just that. If you have any questions regarding the
