AN ORDINANCE CREATING THE OFFICE OF SUPERVISOR
OF PUBLIC UTILITIES OF THE CITY OF FORT WORTH: PROVIDING
FOR THE APPOINTMENT OF SUCH OFFICER: PRESCRIBING HIS
POWERS AND DUTIES: AUTHORIZING THE APPOINTMENT OF ASSIS-
TANTS AND EMPLOYES: PROVIDING FOR AN ACTING SUPERVISOR
UNDER CERTAIN NABBED CONDITIONS REQUIRING CERTAIN REPORTS
TO BE FILED BY ALL PUBLIC SERVICE CORPORATIONS OPERATING
IN SAID CITY: AND DECLARING AN EMERGENCY.
WHEREAS, it is the duty and within the power of
the City Council of the City of Fort Worth, under Chapter
XXVII of its Charter, to fix and regulate the rates, tolls
and charges of all public utilities in said City, and to
secure to its inhabitants on the part of such public
utilities efficiency of operation, reasonable standards
of service and quality of products, reasonableness of
rates and to impose other reasonable regulations with
reference to the control of such utilities conducive to
the safety, welfare and accommodation of the public, and;
WHEREAS, to perform such duties and regulate
and control the operation of public utilities in said
city and the rates, fares, tolls and charges made by
them, it has become necessary that the City 0ouncil of
the City of Fort Worth create the office of Supervisor
of Public Utilities and provide for the appointment of
necessary assistants to act as the agent and adviser of
said city as to all matters proper and pertinent to the
accomplishment of such control and regulation.
NOW, THEREFORE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH.
SECTION I.
That there be and is hereby created the office
of Supervisor of Public Utilities and such office shall
be filled by the appointment of some suitable and com-
petent person as Supervisor of Public Utilities by the
City Manager of the City of Fort Worth, with the approval
of the City Council.
SECTION II.
Said Supervisor of Public Utilities shall act
as the agent and adviser in all matters pertaining to
public utilities, under the direction of the City Manager
of the City of Fort Worth, and shall receive such salary
as may be prescribed by the City Council and such assis-
tants, accountants, engineers, clerks and other employes,
shall be employed as may be authorised by said City
Council to enable his to fully perform his duties and
services as provided herein.
SECTION III.
Said Supervisor shall at all reasonable times
have access to and full authority to inspect, examine,
verify and audit all accounts, vouchers, documents, books
and property records of all public utilities operating
in the corporate limits of the City of Fort Worth, rela-
ting to the receipt and expenditure of money and the busi-
ness done by said public utilities in construction, main-
tenance and operation of its properties operated, in
whole or in part, in said City.

SECTION IV.
It shall be the duty of said Supervisor, at
all times, to keep fully informed as to all matters in
connection with or affecting the construction, main-
tenance and operation of the properties owned or used
by all public utilities operating in the City of Fort
Worth, and to keep such information available in order
that reports may be made to the City )tanager and City
Oounoil of said City at such reasonable times as they
may be required and to advise with and make recommenda-
tions to the City Manager and the City Oounoil concern-
ing all pertinent facts necessary to an intelligent
control by said City of all public utilities operating
In said City and to supply such information as may be
necessary to enable the City Council to properly fix
and regulate the rates, tolls and charges, character of
service and operation of all public utilities in said
city.
SECTION V.
It shall be the duty of said Supervisor to
ascertain and inquire into the justness and reasonable-
ness of all rules, regulations and standards relating
to service set up or in force by the several public
utilities operating in said City and where found to be
unjust or unreasonable to report such rule, regulation
or standard to the City Council for its action. No
rule, regulation or standard shall be ordered changed
by the City Council except after due hearing accorded
the utility affected.

SECTION VI.
It shall be the further duty of said Super-
visor from time to time, whenever he shall deem it
necessary, to inquire into the results of operation
of the several public utilities operating in the City
of Fort Worth and to keep himself informed as to the
results of such operation and from time to time make
such reports to the City Council as said Supervisor's
examination and inquiry may make necessary or desira-
ble.
SECTION VII.
In case of any temporary absence or disability
of any person acting as Supervisor, the City Manager
may designate someone to act in his stead and with his
powers. Until such designation is made, the City
Manager shall possess and exercise the duties of the
Supervisor.
SECTION VIII.
The fact that there is no ordinance of the
City of Fort Worth creating a Supervisor of Public
Utilities creates an urgency and emergency for the pro-
teotion and preservation of public safety, welfare and
accommodation requiring that this ordinance take effect
at once and it is accordingly ordained that this ordi-
nance shall take effect from and after its passage.
